Regular Meeting of the Board of Commissioners July 6, 1964. Meeting was called to
order by Acting Mayor Rundquist, the roll was called and Commissioners Rundquist, Bull,
Exline, Spangler, and Assistant City Attorney Haggart responded.
The Minutes of the Regular Meeting of June 22, 1964 were read and approved.
Bids were received on Job 448, for Lateral Sewers 493, 494, 497 and Main Sewer "AK".!
Bids were received from Brown and Brown, Inc., and Construction Industries. Both bids
were over the Engineer's Estimate. On motion of Commissioner Exline, seconded by
Commissioner Bull, all bids were rejected and referred to the City Engineer. Carried.
A letter was received from the City Planning Commission requesting the rezoning
of Lots 20, 21, 22, 23, 24, and 25, Block 4, Rolling Hills Addition; Lots 1, 2, and 3,
Block 5, Rolling Hills Addition; and Lots 1, 2, 3, 11, 12, 13, 14, 15, 16, 17, 18,
Block 6, Rolling Hills Addition from District "B" to District "A"; and the rezoning
of Lots 1, 2, 3, Block 7, Rolling Hills Addition from District "B" to District "DD".
On motion of Commissioner Bull, seconded by Commissioner Spangler the letter was accepted'
and the City Clerk was instructed to publish Notice of Hearing. Carried.
A letter was received from the City Planning Commission on Petition 2762 filed by
Art Small for the rezoning of Lot 33, Block 1, Van Trines Addition and the south 50 feet
of the north 250 feet of Wellington Reserve, Lot 35, Block 1, Van Trines Addition and the
south 50 feet of the north 300 feet of Wellington Reserve from District "B" to District
"C". The City Planning Commission also recommended that Lots 31, 32, 34, 36, 37, 38,
39, 40, 41, and 42 and the corresponding frontage of Wellington Reserve be rezoned to
District "C". On motion of Commissioner Spangler, seconded by Commissioner Bull, the
letter was accepted and the City Clerk was instructed to publish Notice of Hearing. Carred.
20 Day Notice of Hearing up on the rezoning of the West 200 feet of South 427.68 feek
of the Southwest Quarter of Section 17, Township 14 South, Range Two West of the 6th
P. M. to Zone "DD". (Corner of Marymount and Crawford) Petition Number 2764 was filed
in protest. On motion of Commissioner Spangler, seconded by Commissioner Exline a
rezoning ordinance was introduced for first reading. Carried.

An ordinance was introduced for second reading entitled: " AN ordinance levying
assessments on Lots, pieces and parcels of ground in the City of Salina, Kansas, for the
purpose of paying a portion of the cost of:
1. The curbing, guttering and paving of:
'(A) Millview Road, 33 feet wide, back of curb to back of curb,
from the east line of Channel Road to the east line of
Channel Road.
2. Water Main to be installed in the above described street
with 1 inch copper service provided at each lot.
3. The sanitary sewer to serve all lots and parcels within
Millview Addition."
On motion of Commissioner Bull, seconded by Commissioner Exline the Ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Bull, Exline, Spangler (4). Nays: (0). Acting Mayor Rundquist approved the
ordinance and it is numbered 6798. Carried. Ordinance was introduced for first reading
June 22, 1964.
An ordinance was introduced for second reading entitled: " AN ordinance relating
to and apportioning and levying special assessments on certain lots and pieces of ground
in the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary Sewer
District 491, and relating to and providing for the collection and payment of such
assessments." (Lateral Sewer in Block 9, Replat of Faith Addition)
On motion of Commissioner Spangler, seconded by Commissioner Bull the Ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes:
Rundquist, Bull, Exline, Spangler (4). Nays: (0). Acting Mayor approved the ordinance)
and it is numbered 6799. Carried. Ordinance was introduced for first reading
June 22, 1964.
Petition Number 2765 was checked for the curbing, guttering and paving of the East
Side of Fourth Street, from Ellsworth to Jewell. On motion of Commissioner Exline,
seconded by Commissioner Bull the petition was approved for a Resolution. Carried.
A resolution was introduced and passed entitled: "A Resolution authorizing and
ordering certain street, sewer and water mains and hydrant improvement, ordering
preparation of plans and specifications, and the estimate of costs." (Curbing, guttering
and paving Moundview Avenue, McAdams Road, Edgedale Drive, Water Main and Sanitary Sewer
in the Replat of Faith Addition.)
On motion of Commissioner Spangler, seconded by Commissioner Bull the resolution was
approved as read and the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler
(4). Nays: (0). Acting Mayor approved the resolution and it is numbered 2783. Carried.
On motion of Commissioner Bull, seconded by Commissioner Exline an ordinance was
introduced for first reading for the special assessments for the cost of removing
buildings at 614, 616, 618 North Second /Street. (Cost of $412.83) `Carried.

A resolution was introduced and passed entitled: "A Resolutinn providing for the
erecting, constructing, furnishing and equipping of a building to be used for a maintenanc
hangar at Salina Municipal Airport and for other necessary costs."
On motion of Commissioner Spangler, seconded by Commissioner Exline the resolution
was approved as read and the following vote was had: Ayes: Rundquist, Bull, Exline,
Spangler (4). Nays: (0). Acting Mayor approved the resolution and it is numbered 2782.
Carried.
On motion of Commissioner Exline, seconded by Commissioner Bull, the application
for Motor Bus Franchise received from Donald L. Tucker on June 22, 1964 was approved.
Carried.
Petition Number 2766 was filed by Maurice T. Baer for the change of street names
in Sunset Manor Addition. On motion of Commissioner Exline, seconded by Commissioner Bull
the petition was referred to the City Planning Commission. Carried.
A letter was received from KAFM asking permission to string -a wire across Santa Fe
Avenue and Iron Avenue. On motion of Commissioner Spangler, seconded by Commissioner
Bull the request was approved. Carried.
Beer Application for Salina Pizza Hut at 1204 South Santa Fe Avenue was filed by
Johnnie L. Johnson. On motion of Commissioner Spangler, seconded by Commissioner Exline
the application was approved. Carried.
Petition Number 27-1 was filed by A. W. Busey against the rezoning of Lot 41, Block 5
Sunset Manor Addition, from District "A" to District "DD". On motion of Commissioner Bull
seconded by Commissioner Spangler the petition was referred to the City Planning Commissio
to be checked. Carried.
A letter was received from the Kansas State Board of Health approving Sewage
Treatment Plant improvements.
City Engineer filed partial Estimate Number 2 - Job 449 - Brown and Brown, Inc. -
in the amount of $19,416.24. Resurfacing . On motion of Commissioner Exline, seconded
by Commissioner Bull, the estimate was approved. Carried.
City Engineer filed partial Estimate Number 4 - Job 445 - Brown and Brown, Inc. -
Streets - in the amount of $8,595.18. On motion of Commissioner Spangler, seconded by
Commissioner Bull, the estimate was approved. Carried.
City Engineer filed partial Estimate Number 1 - Job 446 - Streets - Brown and Brown,
Inc. in the amount of $7,548.91. On motion of Commissioner Spangler, seconded by
Commissioner Exline, the estimate was approved. Carried.
City Engineer filed partial Estimate Number 1 - Airport - Construction Industries -
in the amount of $39,411.90. On motion of Commissioner Exline, seconded by Commissioner
Bull, the estimate was approved. Carried.
Leon Steinle at 361 North Columbia appeared regarding notice from Robert Lange,
Building Inspector. On motion by Commissioner Bull, seconded by Commissioner Exline,
it was referred to the City Manager.
