Regular Meeting of the Board of Commissioners June 22, 1964. Meeting was called to
order by Acting Mayor Rundquist, the roll was called and Commissioners Bull, Exline,
Rundquist, and Spangler, and City Attorney Bengtson responded.
The Minutes of the Regular Meeting of June 15, 1964 were read and approved.
A letter of resignation, dated June 17, 1964, was received-iy"Mayor Donald Tucker
as Mayor and Commissioner. On motion of Commissioner Exline, seconded by Commissioner
Spangler, the letter was accepted. Carried.
City Engineer filed Plans and Specifications on Lateral 494 and Main Sanitary Sewer
"AK" to serve Block 5, 12, 13, 14, in Riker Manor Addition. Job 448. On motion of
Commissioner Spangler, seconded by Commissioner Exline the Plans and Specifications were
approved and the City Clerk was instructed to advertise for bids for June 29, 1964. Carried.
An ordinance was introduced for second reading entitled: "An ordinance ratifying and
confirming a contract with the Brown and Brown, Inc. for the construction of certain
improvements on certain streets in the City of Salina, Kansas, and providing for the
issuance of temporary notes to pay the cost thereof pending the issuance and sale of
bonds."
On motion of Commissioner Exline, seconded by Commissioner Bull, the resolution was
adopted as read and the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler (4
Nays: (0). Acting Mayor approved the resolution and it is numbered 2781. Carried.
On motion of Commissioner Bull, seconded by Commissioner Exline, an Ordinance was
introduced for first reading for the special assessments in Millview Addition, Job 438.

introduced for first reading for the special assessments in Block 9, Replat of Faith

An application by R. L. Flory was received to construct a driveway 15 ft x 40 ft
at 542 North Ninth Street (Lot 1, 2, 3, 4, Block 3, Calkins Addition) On motion of
Commissioner Exline, seconded by Commissioner Spangler the application was approved. Carri
A letter was received from Ed French withdrawing his application for a Bus Franchise.
On motion of Commissioner Exline, seconded by Commissioner Bull the letter was accepted
and approved. Carried.
City Engineer filed Final Estimate for River Treatment Basin - Jarvis Construction -
in the amount of $12,760.00. On motion of Commissioner Bull, seconded by Commissioner
Exline the estimate was approved. Carried.
Petition Number 2766 for the rezoning to "DD" Lot 41, Block 5, Sunset Manor Addition
was filed by Parkview Realty Company. On motion of Commissioner Bull, seconded by
Commissioner Spangler the petition was referred to the City Planning Commission. Carried

An ordinance was introduced for second reading entitled: "An ordinance providing for
the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof."
On motion of Commissioner Spangler, seconded by Commissioner Bull, the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist
Bull, Exline, Spangler (4). Nays: (0). Acting Mayor approved the ordinance and it is
j numbered 6797. Carried. Ordinance was introduced for first reading June 15, 1964.
A resolution was introduced and passed entitled: "A Resolution determining the
advislbility of certain street, sewer, water mains and hydrant improvements, estimating thj
cost thereof, defining the boundaries of the improvement district, method of assessment,
and apportioning the cost between the improvement district and the City at Large."
On motion of Commissioner Exline, seconded by Commissioner Bull, the resolution was
adopted as read and the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler (4
Nays: (0). Acting Mayor approved the resolution and it is numbered 2781. Carried.
On motion of Commissioner Bull, seconded by Commissioner Exline, an Ordinance was

Lot 8, Block 6, Phillips East Salina Addition, was filed by Robert G. De Witt. On motion
of Commissioner Exline, seconded by Commissioner Bull the petition was referred to the
City Planning Commission. Carried.
Beer application for Sav-A-Sec Food Store at 2740 Belmont Boulevard was filed by
Bill Chisum. On motion of Commissioner Spangler, seconded by Commissioner Bull, the
application was approved. Carried.
Beer application for Sav-A-Sec Food Store at 1118 West Cloud was filed by Bill Chisu.
On motion of Commissioner Spangler, seconded by Commissioner Bull, the application was
approved. Carried.
Beer application for Sav=A-Sec Food Store at 1009 East Crawford was filed by Bill Ch
On motion of Commissioner .Spangler, seconded by Commissioner Bull, the application was
approved. Carried.
Beer Application for La Casita was filed by Richard Barlow. On motion of Commission
Exline, seconded by Commissioner Bull, the application was approved. Carried.
An application was received from Donald L. Tucker for Motor Bus Franchise. On
motion of Commissioner Bull, seconded by Commissioner Spangler the application was
referred to the City Manager. Carried.
An ordinance was introduced and passed entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Bull, seconded by Commissioner Exline, the ordinance was
adopted by sections and on its final adoption the following vote was has. Ayes: Rundquisl
Bull, Exline, Spangler (4). Nays: (0). Acting Mayor approved the ordinance and it is
numbered A-1227. Carried.

A motion was made by Commissioner Bull, seconded by Commissioner Exline authorizing
the City Manager to sign Change order for additional taxiways around Maintenance Shop at
Airport under original Grant Offer. Carried.
City Manager presented tentative application form for Bus Franchise, Insurance to be
50,000.00; 100,000.00 and 10,000.00 and $1,000.00 Deposit or Good Faith Bond that the
party intends to go into bus business, returnable when bus franchise is in operation.
City Manager brought up question of Building Board of Appeals, suggested Zoning
Board of Appeals be appointed in dual capacity. Commission suggested he take it up with
Zoning Board of Appeals to see if agreeable.
Taxicab Insurance requirements brought up by Commission suggested same as bus
requirements, action delayed to make further check regarding these requirements applicable
to taxi cabs.
On motion of Commissioner Spangler, the Board of Commissioners adjourned.
