06-15-1964 Minutes1 1 t COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas June 15, 1964 Regular Meeting of the Board of Commissioners June 15, 1964. Meeting was called to order by Mayor Tucker, the roll was called and Commissioners Tucker, Bull, Rundquist and Spangler and City Attorney Bengtson responded. Commissioner Exline absent. The Minutes of the Regular Meeting of June 8, 1964 were read and approved. Bids were received on four police cars. On motion of Commissioner Bull, seconded by Commissioner Rundquist the Bid was awarded to Long McArthur, Inc. for $5,694.00. Carried. Bids were recieved for Street Improvements in Job 446. Brown and Brown, Inc. ----$133,218.90 j Walters Const. Co.,Inc.--$156,908.25 j Construction Ind. Inc. --$148,045.80 Engineer's Estimate -----$150,635.00 On motion of Commissioner Rundquist, seconded by Commissioner Spangler the bid was awarded to Brown and Brown, Inc. Carried. i On motion of Commissioner Rundquist, seconded by Commissioner Spangler the Contract Ordinance was introduced for first reading. Carried. Ordinance Passed: Number: !- b Mayor appointed N. C. Grant, Robert Frederick, Warren Garrett as appraisers for Job 446. On motion of Commissioner Rundquist, seconded by Commissioner Spangler the appointments were approved. Carried. Notice of hearing up on the proposed assessments for the improvements in Job 438. 1. The curbing, guttering and paving of (a) Millview Road, 33 feet wide, back of curb to back of curb, from the east line of Channel Road to the east line of Channel Road. 2. Water Main to be installed in the above described street with 1 inch copper service provided at each lot. 3. Sanitary Sewer to serve all lots and parcels within Millview Addition There being no protests or changes in the proposed assessments as filed, a motion was made by Commissioner Spangler, seconded by Commissioner Rundquist that they be approved. Carried. i 20 day hearing notice up on the rezoning to "F" Light Industrial District on land recently taken into the City Limits west of Dry Creek, owned by Harry Banker. As there were no protests, written or oral, filed, Commissioner Rundquist made a motion, seconded by Commissioner Spangler, that an ordinance be introduced for first reading for the rezoning of the property. arried. Ordinance Passed: Number: 7 `1 ? Petition Number 2763 lor sewer to serve Lots 1, 2, 3, 4, in Block 1, Pacific Addition was checked. 50% signers. On motion of Commissioner Spangler, seconded by Commissioner Rundquist the petition was approved. Carried. An ordinance was introduced for second reading entitled: "An ordinance creating and j defining certain Main and Lateral Sanitary Sewer Districts in the City of Salina, Kansas, designated as Main Sanitary Sewer District "AK" and Lateral Sanitary Sewer District Number; 494, and providing for the construction of a Main Sanitary Sewer in said Main Sanitary Sewer District "AK" and Lateral Sanitary Sewer in said Lateral Sanitary Sewer District Number 494, so created and providing for the payment of the Cost thereof and for the levying of special assessments against the property in said districts for the payment of the cost of such construction and for the issuing of bonds to pay the cost thereof." On motion of Commissioner Rundquist, seconded by Commissioner Spangler the ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Tucker,; Bull, Rundquist, Spangler. (4). Nays: (0). Commissioner Ex.line absent. Mayor approved the ordinance and it is numbered 6795. Carried. Ordinance was introduced for first reading June 8, 1964. Hearing was held on Resolution Number 2779, for the improvements in the Replat of Faith Addition, Job 431, held over from June 8th meeting. A motion was made by Commissioner Spangler, seconded by Commissioner Rundquist that Resolution Number 2779 and improvements and descriptions listed in the Notice of Hearing be approved. Carried. Petition Number 2765 for the curbing, guttering, and paving of Fourth Street, East side from Ellsworth to Jewell was filed. On motion of Commissioner Bull, seconded by Commissioner Spangler the petition was referred to the City Manager for checking, Carriedi i The Mayor appointed to Memorial Stadium Baseball Park Committee: Dean Groves —reappointed for a three year term to 4/3/1967 Vernon Brodine - appointed for a three year term to 4/3/1967 in place of John Ritters. On motion of Commissioner Rundquist, seconded by Commissioner Bull the appointments were approved. Carried. An application was received from Ed French for Bus Franchise. On motion of Commissic Bull, seconded by Commissioner Spangler, the application was referred to the City Manager and City Attorney to report at next meeting. Carried. City Manager read a letter from the Board of Education on pedestrian overpass on U. S. 81 By-pass, stating it is unable to pay anything toward the cost. City Manager read a letter from the State Highway Commission of Kansas regarding I-35 W- Cloud Street interchange. Will have to wait until definite traffic patterns will establish the need. An ordinance was introduced and passed entitled: "An ordinance making appropriation for the payment of certain claims." On motion of Commissioner Bull, seconded by Commissioner Spangler, the ordinance was adopted by sections and on its final adoption the following vote was had. Ayes: Tucker, Bull, Rundquist, Spangler, (4). Nays: (0). Commissioner Exline absent. Mayor approved the ordinance and it is numbered A-1226. Carried.
