05-23-1964 Minutes1 1 1 COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas May 25, 1964 Regular Meeting of the Board of Commissioners May 25, 1964. Meeting was called to order by Acting Mayor Rundquist, the roll was called and Commissioners Rundquist, Bull, Exline, and Spangler and City Attorney Bengtson responded. Mayor Tucker absent. The minutes of the Regular Meeting of May 18, 1964 were read and approved. Bids were received on Asphalt resurfacing Job 449. On motion of Commissioner Exline, seconded by Commissioner Bull, the bid was awarded to Brown and Brown, Inc. as low bidder in the amount of $74,005.50. Carried. An ordinance was introduced for second reading entitled: "An Ordinance providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Spangler, seconded by Commissioner Bull the ordinance was adopted by Sections and on its final adoption the following vote was had: Ayes: Rundquis Bull, Exline, Spangler, (4). Nays: (0). Mayor Tucker Absent. Acting Mayor approve-] the ordinance and it is numbered 6788. Carried. Ordinance was introduced for first reading May 18, 1964. An ordinance was introduced for second reading entitled: "An Ordinance providing fort the paving of the Alley first East of Hancock Street with concrete (Ten (10) feet wide) from the north line of Franklin Avenue to the south line of Venango Street; Curbing, guttering, paving and grading of Kenwood Park Drive with concrete (Thirty-seven (37) feet wide, back of curb to back of curb) from a point 150 feet east of intersection of Kenwood Park Drive and Oakdale Drive to existing county asphalt street; the same being an intervening connecting street; curbing, guttering, paving and grading of Pacific Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the east side of Thirteenth Street to the west side of Twelfth Street; curbing and guttering of Ray Avenue from the south line of Neal Avenue to the center line of Laura Street; curbing, guttering, paving and grading of Riverside Drive with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the west line of Columbia Avenue to the east line of Oakdale Avenue, the same being an intervening connecting street; curbing, guttering, paving and grading of Riverside Drive with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the west line of Des Moines Avenue to the eas� line of Kansas Avenue, the same being an intervening connecting street; curbing, gutterin�, paving and grading of Riverside Drive with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the north line of Johnstown Avenue to the east line of Ohio Street, the same being an intervening connecting street; curbing, guttering, paving and grading of Riverside Drive with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the west line of Ohio Street to the east side of Des Moines Avenue, the same being an intervening connecting street; paving and grading of Second Street with concrete (Twenty-eight (28) feet wide from toe of gutter to toe of gutter) from the north line of Forest Avenue to the south line of Woodland Avenue; curbing, guttering, paving and grading of Second Street with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the south line of Woodland Avenue to the south line of Pacific Avenue; curbing, guttering, paving and grading of Woodland Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the east side of Thirteenth Street to the west side of Twelfth Street; and providing for the payment of the cost thereof, and how the same shall be assessed and the manner of the payment of the cost thereof." 68 On motion of Commissioner Spangler, seconded by Commissioner Bull the Ordinance was adopted by sections and on its final adoption the following vote was had: Ayes: Rundquist, Bull, Exline, Spangler (4). Nays: (0). Mayor Tucker absent. Acting Mayor approved the ordinance and it is numbered 6791. Carried. Ordinance was introduced for first reading May 18, 1964. On motion of Commissioner Bull, seconded by Commissioner Spangler an Ordinance for the vacation of utility easement in Garden Homes Addition,as requested in Petition Number 2759 filed by Dr. Duane Patterson, �jwas introduced for first reading. Carried. Ordinance Passed: 0 b Number 'c 7 T A report was received from the City Manager regarding Petition Number 2756 for the vacation of a north and south alley(16 feet wide) first east of 12th street from the north line of Broadway Boulevard to the south line of Woodland Avenue in Block 10, Pacific Addition. It was checked and recommended okay to vacate the alley with utility rights reserved. On motion of Commissioner Bull, seconded by Commissioner Spangler an Ordinance for the vacation of the alley in Block 10, Pacific Addition was introduced for first reading. Carried. Ordinance Passed: f 6 Number 4 / 1 The Citv Clerk reported that the assessment rolls were ready for the improvements The City Clerk reported that the assessment rolls for the following improvement to -wit: Curbing, guttering and paving of certain streets, installation of sanitary sewers and water mains and hydrant improvements in Millview Addition, Job. 438 as authorised by R%solution Number 2727, passed by the Board of Commissioners on July 8, 1963, has been determined and that final costs have been filed by the City Engineer. Commissioner Exline made motion seconded by Commissioner Bull, that the city clerk be directed to publish notice in the official paper at least once, not less than 10 days prior to the date of June 15th, 1964,9 the date set for the hearing on said assessments, and that at the same time notice is published, to mail to the owners of property made liable to pay the assessments, at their last known postoffice address, a notice of the hearing and a statement of the cost pooposed to be assessed against the land so owned and assessed. Motiion carried. � Gypsum Hill Cemetery Trust Deed for perpetual care to Lila Bauman, exr of Helen I. Clarke estate, on Lot 56, Block 4 was filed. On motion of Commissioner Bull, seconded by Commissioner Exline the Cemetery Trust Deed was approved. Carried. Petition Number 2762 was filed by A. J. Holmquist for vacation a north and south utility easement between lots 6 and 7, Block 9, Replat of Faith Addition. On motion of Commissioner Spangler, seconded by Commissioner Bull the petition was referred to the City Manager for checking. Carried. On motion of Commissioner Exline, seconded by Commissioner Bull the date of June 15, 1964 is selected as the date to accept bids on Police Cars. Approve buying 4 cars, trade in 3 cars. Carried. Change Order Number 1 was received from Jarvis Construction Company. River Basin. On motion of Commissioner Exline, seconded by Commissioner Bull the Change Order was approved. Carried. Estimate Number 2 to Jarvis Construction Company for work on River Basin was received, in the amount of $20,764.22. On motion of Commissioner Bull, seconded by Commissioner Spangler the estimate was approved. Carried. The Mayor appointed to the Zoning Board of Appeals. C. P. Anderson in place of Edward J. Bower for a 3 year term from May 8, 1964; and reappointed Mrs. L. S. Nelson to Welfare Board for a 5 year term. On motion of Commissioner Bull, seconded by Commissioner Spangler the appointments were approved. Carried. A concrete construction Bond was received from Raymond Loux.
