May 18, 1964
Regular Meeting of the Board of Commissioners May 18, 1964. Meeting was called to
order by Mayor Tucker, the roll was called and Commissioners Tucker, Bull, Rundquist,
and Spangler,Ass't City Attorney Haggart responded. Commissioner Exline and City Attorne
Bengtson, absent.
The Minutes of the Regular Meeting of May 11, 1964 were read and approved.
Notice of hearing up on the Rezoning of Lots 6, 8, 10, and 12, in Block 8,
Pacific Addition to the City of Salina, Saline County, Kansas to District "E" (General
Business). As there were no protests written or oral filed, a motion was made by
Commissioner Spangler, seconded by Commissioner Rundquist that the rezoning ordinance
be introduced for first reading. Carried. /

Notice of hearing up on the Rezoning of property recently annexed to the City
along U. S. Highway 81, north from Thomas Park to 200 feet north of Culver Road to
District "D" (Local Business). As there were no protests, written or oral, filed,
a motion was made by Commissioner Rundquist, seconded by Commissioner Spangler that
the rezoning ordinance be introduced for first reading. Carried.
Ordinance Passed: `Yf �� Number:
An ordinance was introduced for second reading entitled: "An Ordinance providing
for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein
and thereby adopted and providing for the rezoning of certain property within the City
and prescribing the proper uses thereof."
On motion of Commissioner Rundquist, seconded by Commissioner Spangler the
ordinance was adopted by Sections and on its final adoption the following vote was had:
Ayes: Tucker, Bull, Rundquist, Spangler, (4). Nays: (0). Commissioner Exline absent.
Mayor approved the ordinance and it is numbered 6787. Carried. Ordinance was
introduced for first reading May 11, 1964.
A Resolution for passage of the improvement of Moundview Avenue, McAdams Road,
Edgedale Drive and sawers in Blocks 3 and 7 of the Replat of Faith Addition and set
date of June 8th, 1964 for hearing, Job 431 was introduced entitled " A Resolution
directing and ordering a public hearing on the advisability of street, sewer and water
mains and hydrant improvements in certain districts and giving notice of such hearing."
On motion of Commissioner Rundquist, seconded by Commissioner Spangler the
resolution was approved as read and the following vote was had: Ayes: Tucker, Bull,
Rundquist, Spangler (4). Nays: (0). Commissioner Exline absent. Mayor approved the
resolution and it is Numbered 2779. Carried.
On motion of Commissioner Rundquist, seconded by Commissioner Bull, May 25, 1964
was the date set to receive bids for Job 449, Resurfacing Streets as provided for in
Ordinance Number 6783. Carried.
On motion of Commissioner Rundquist, seconded by Commissioner Spangler an ordinance
was introduced for first reading for the curb, gutter and paving improvements of certain
streets. Job 446. Carried.
Ordinance Passed: ^ q 6 L Number:
An ordinance prohibiting the catching and/or taking of fish within the City Limits
of Salina by use of Bank Lines or Trout Lines was introduced for first reading. On motion
of Commssioner Bull, seconded by Commissioner Spangler the ordinance would not be
considered at this time. Carried.
Letter Number 1 was received from the City Planning Commission recommending the
approval of the Replat of Bonnie Ridge Subdivision presented by Mr. Haworth. On motion
of Commissioner Bull, seconded by Commissioner Spangler the Plat was approved and the
Mayor was authorized to sign. Carried.
Letter Number 2 was received from the City Planning Commission recommending the
approval of Petition Number 2758 from Harry Banker for the rezoning of property recently
annexed to the City, West of present City Limits, North of Crawford Street, East of I 35W
and south of South Street extended, to District "F" (Light Industrial). On motion of
Commissioner Rundquist, seconded by Commissioner Spangler the letter was accepted and
the City Clerk was instructed to publish Notice of Hearing. Carried.

Letter Number 3 was received from the City Planning Commission requesting the denial
of the rezoning of the West 200 feet of the South 699.68 feet of the Southwest quarter
of Section Seventeen, Township Fourteen, Range Two West to District "D" (Local Business)
as requested in Petition Number 2724, filed by Riker Manor, Inc. On motion of
Commissioner Spangler, seconded by Commissioner Rundquist the letter was referred to
the City Manager. Carried.
An application for Merchant Police was received from Robert C. McFarlane. (approved
by Chief of Police) On motion of Commissioner Rundquist, seconded by Commissioner
Spangler the application was approved. Carried.
Petition Number 2761 was received from S. H. Sampson for the rezoning of Lots 1, 2, 3;
4, 5, 6, 7, 8, 9, 11, 13, 15, Block 7, Shalimar Plaza Addition to District "D". On
motion of Commissioner Spangler, seconded by Commissioner Rundquist the petition was
referred to the City Planning Commission. Carried.
Petition Number 2762 was received from Art Small for the rezoning of Lot 33, Block 1,
Van Trines Addition and the south 50 feet of the North 250 feet of Wellington Reserve,
Lot 35, Block 1, Van Trines Addition and the South 50 feet of the North 300 feet of
Wellington Reserve to District "C". On motion of Commissioner Spangler, seconded by
Commissioner Rundquist the petition was referred to the City Planning Commission. Carried
On motion of Commissioner Spangler, seconded by Commissioner Rundquist an ordinance
was introduced for first reading for the Pedestrian Overpass. Carried. C%

A Motion was made by Commissioner Rundquist, seconded by Commissioner Spangler
to approve encumbrance against Industrial Fund as per letter from the Salina Chamber
of Commerce for Paris Corporation, not to exceed $500.00 a month for a period of 24
months. Carried.
An ordinance was introduced and passed entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Bull, seconded by Commissioner Rundquist the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Tucker
Bull, Rundquist, Spangler (4). Nays. (0). Commissioner Exline absent. Mayor approved
the ordinance and it is numbered A-1222. Carried
