COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS ROOM

May 4, 1964
Regular meeting of the Board of Commissioners May 4, 1964. Meeting was called to
order by Mayor Tucker, the roll was called and Commissioners Tucker, Bull, Exline, Spangl
Rundquist and City Attorney Bengtson responded.
The Minutes of the Regular Meeting of April 27, 1964 were read and approved.
Bids were received on Pickup Truck for Engineering Department. On motion of
Commissioner Rundquist, seconded by Commissioner Spangler, the bid was awarded to Sid
Bacon Motor Company as low bidder in the amount of $1,194.86.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing fo
the inclusion of certain land within the corporate limits of the City of Salina, Kansas."
On motion of Commissioner Spangler, seconded by Commissioner Bull the ordinance was
adopted by -Sections and on its final adoption the following vote was had: Ayes: Tucker,
Bull, Exline, Rundquist, "Spangler, (5). Nays: (0). Mayor approved the ordinance and it
is numbered 6784. Carried. Ordinance was introduced for first reading April 20, 1964.
An ordinance was introduced for second reading entitled: "An ordinance levying
special assessments against certain property to pay the cost of constructing certain
sewer and water service pipes and connections in certain streets in the City of Salina,
Kansas."
On motion of Commissioner Rundquist, seconded by Commissioner Exline the ordinance
was adopted by Sections and on its final adoption the following vote was had: Ayes:
Tucker, Bull, Exline, Rundquist, Spangler (5). Nays: (0). Mayor approved the ordinanc
and it is numbered 6785. Carried, Ordinance was introduced for first reading April 27,'
An ordinance was introduced for second reading entitled: "An Ordinance relating to
and apportioning and levying special assessments on certain lots and pieces of ground in
the City of Salina, Kansas, to pay the cost of paving and grading of the Alley First North
of Ellsworth Avenue with concrete (Sixteen (16) feet wide) from the west line of Santa Fe
Avenue west 175 feet; paving of the Alley First East of Santa Fe Avenue with concrete
(Ten (10) feet wide) from the south line of Mulberry Street to the north line of South
Street; curbing, guttering, paving and grading of Twelfth Street with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the north line of Pacific
Avenue to the south line of Harsh Avenue, the same being an intervening connecting street;
Curbing, guttering, paving and grading of Antrim Avenue with concrete (Thirty-three (33)
feet wide from back of curb to back of curb) from the west line of Santa Fe Avenue to the
east line of Eighth Street, the same being an intervening connecting street; curbing,
guttering, paving and grading of Beechwood with concrete (Thirty-three (33) feet wide
from back of curb to back of curb) from the south line of Northwood to the south line of
Greeley; curbing, guttering, paving and grading of Driftwood Road with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the north line of Northwood L
to the north line of Greeley Avenue; curbing, guttering, paving and grading of Greeley
Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from
the east line of Marymount Road to the west line of Beechwood Road; curbing, guttering,
paving and grading of Greeley Avenue with concrete (Thirty-three (33) feet wide from back
of curb to back of curb) from the west line of Driftwood Road to the west line of Beechwoc
Road; curbing, guttering, paving and grading of Harsh Avenue with concrete (Thirty-three
(33) feet wide from back of curb to back of curb) from the west line of Tenth Street to th
east line of Eleventh Street, the same being an intervening connecting street; curbing,
guttering, paving and grading of Indiana Avenue with concrete (Thirty-three (33) feet
wide from back of curb to back of curb) from the south line of Iron Avenue to the north
line of Stapler Avenue; curbing, guttering, paving and grading of Northwood Lane with
concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the east
line of Beechwood Road to the west line of Driftwood Road; curbing, guttering, paving
and grading of Riverside Boulevard with concrete (Thirty-three (33) feet wide from back
of curb to back of curb) from the west line of Columbia Avenue to the east side of Kansas
Avenue; curbing, guttering, paving and grading of Indiana Avenue with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the south line of Stack
Avenue to the north side of Greeley, the same being an intervening connecting street;
and relating to and providing for the collection and payment of such assessments."
On motion of Commissioner Rundquist, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had: Ayes:
Tucker, Bull, Exline, Rundquist, Spangler (5). Nays: (0). Mayor approved the
ordinance and it is numbered 6786. Carried. Ordinance was introduced for first reading
April 27, 1964.
Petition Number 2753 for a street light on North Third Street was filed, April 20, 19
On motion of Commissioner Bull, seconded by Commissioner Exline the petition was
approved according to the recommendation of the City Manager that the existing street
light be relocated approximately 100 feet north. Carried.
On motion of Commissioner Rundquist, seconded by Commissioner Spangler, the Health
Department was instructed to proceed on the abatement of nuisance on property at 614, 616,
and 618 North Second Street, as per Resolution Number 2772. Carried.
City Engineer filed Plans and Specifications for Resurfacing of Elm and Fourth
Streets. Ordinance Number 6783.
I On motion of Commissioner Bull, seconded by Commissioner Exline the Plans and
Specifications were approved and accepted. Carried.
Oil and Gas Driller's Bond was filed by Charles Petrey. On motion of Commissioner
Bull, seconded by Commissioner Exline the bond was approved. Carried.
Feasibility Report for the improvements of Moundview Avenue, McAdams Road, Edgevale
Drive, and water and sewers to serve Block 3 and 7 Replat of Faith Addition was filed.
On Motion of Commissioner Bull, seconded by Commissioner Spangler the Feasibility
Report was held for further information from the property owners.
A letter was received from the State Highway Commission concerning the pedestrian
overpass on Broadway Boulevard, asking for passage of Ordinance and agreement for the
City to pay 50% of the cost.
On motion of Commissioner Bull, seconded by Commissioner Spangler the letter be
approved and referred to the City Manager. Carried.
City Engineer filed Estimate Number 7 - Job 430 - Construction Industries in the
Amount of $17,717.00. On motion of Commissioner Exline, seconded by Commissioner
Spangler the estimate was approved. Carried.
City Engineer filed Estimate Number 2 - Job 445 - Streets - Brown and Brown in the
amount of $20,828.11. On motion of Commissioner 'Spangler, seconded by Commissioner
Rundquist the estimate was approved. Carried.
A Plat was filed for the Replat of Part of Bonnie Ridge Addition. On motion of
Commissioner Spangler, seconded by Commissioner Exline, the Plat was referred to the
City Planning Commission. Carried.
A report was filed from the City Manager concerning the administration of Memorial
Hall Building. On Motion of Commissioner Bull, seconded by Commissioner Exline it was
referred to the City Attorney. Carried.
A report was filed from the City Manager for the proposed baning of Trout lines and
limb lines along the Smoky Hill River within the City Limits. On motion of Commissioner
Bull, seconded by Commissioner Exline, the report was referred to the City Attorney.
Carried.
The Mayor appointed the following:
Plumbers Examining Board. 1 year terms. May 1st.
Robert A. Lange, reappointed.
Ray Snead, in place of Clanence Holm, Jr.
Dale Robertson, reappointed.
Salina Planning Commission. 3 year terms. May lst.
Wilbur Johnson, in place of William M. Cole.
Ray Haggart, reappointed.
Zoning Board of Appeals, 3 year terms. May 8th
0. J. Cooper, reappointed.
James Cleary, 2114 Wesley, in place of Carl D. Johnson. Term Expires May 8, 1965
On motion of Commissioner Bull, seconded by Commissioner Exline the appointments were
approved. Carried.
An ordinance was introduced and passed entitled: "An ordinance making appropriation
( for the payment of certain claims."

On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was
adopted by sections and on its final adoption the following vote was had: Ayes: Tucker,
Bull, Exline, Rundquist, Spangler. (5). Nays: (0). Mayor approved the ordinance and it
! is numbered A-1221. Carried.
On motion of Commissioner Bull, the Board of Commissioners adjourned.

COMMISSIONERS ROOM

May 4, 1964
Special Meeting of the Board of Commissioners May 4, 1964. Meeting was called
to order by Mayor Tucker, the roll was called and Commissioners Tucker, Bull, Exline,
Rundquist, Spangler, and City Attorney Bengtson responded.
Meeting was held for the purpose of acting on the appraisers report for Job 444,
Lateral Sewer 491.
No protests written or oral were filed.
On motion of Commissioner Spangler, seconded by Commissioner Rundquist the report
was approved as read. Carried.
On motion of Commissioner Bull the Special Meeting adjourned.
