COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS ROOM A
Salina, Kansas
April 20, 1964
Regular meeting of the Board of Commissioners April 20, 1964. Meeting was called
to order by Mayor Tucker, the roll was called and Commissioners Bull, Exline, Rundquist,Tu ker,
Spangler and City Attorney Bengtson responded.
The Minutes of the Regular Meeting of April 13, 1964 were read and approved.
Bids were received on Airport Taxiway and Apron. On motion of Commissioner Bull,
seconded by Commissioner Exline the Bid was awarded to Construction Industries as low
bidder in the amount of $46,606.40. Carried.
Bids were received on Automobile for City Manager. On motion of Commissioner
Rundquist , seconded by Commissioner Bull, the bids were referred to the City Manager
for checking. Carried.
Bids were received on Chipper. On motion of Commissioner Exline, seconded by
Commissioner Bull the bid was awarded to Salina Tractor Company as low bidder in the
amount of $4,100.00. Carried.
An ordinance was introduced for second reading entitled: "An ordinance providing
for the inclusion of certain land within the corporate limits of the City of Salina,
Kansas."
On motion of Commissioner Rundquist, seconded by Commissioner Spangler the ordinance
was adopted by Sections and on its final adoption the following vote was had: Ayes:Tucker
Bull, Exline, Rundquist, Spangler, (5). Nays: (0). Mayor approved the ordinance and
it is numbered 6779. Carried. Ordinance was introduced for first reading April 6, 1964.
An ordinance was introduced for second reading entitled: "An ordinance providing
for various uses to be known as special classes which may be located in any district
within the City of Salina, Kansas, under special permission by the Board of Zoning Appeals
and amending Section 15 of Ordinance Number 6613 of the City of Salina, Kansas, and
repealing the original section."
On motion of Commissioner Spangler, seconded by Commissioner Rundquist the ordinance
was adopted by Sections and on its final adoption the following vote was had: Ayes:
Tucker, Bull, Exline, Rundquist,\.�angler (5). Nays: (0). Mayor approved the ordinance
and it is numbered 6781. Carried. Ordinance vas introduced for first reading April 13,

An ordinance was introduced for second reading entitled: " An ordinance providing
for the procedure and method of amending or repealing the zoning ordinance of the City
of Salina, Kansas, and amending Section 23 of Ordinance Number 6613 of the City of Salina,
Kansas, and repealing the original section.
On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was
adopted by Sections and on its final adoption the following vote was had: Ayes: Tucker,
Bull, Exline, Rundquist, Spangler (5). Nays: (0). Mayor approved the ordinance and it
is numbered 6782. Carried. Ordinance was introduced for first reading April 13, 1964.
Letter was received from the City Planning Commission recommending the rezoning
of all property recently annexed to the City of Salina, Kansas located along U. S.
Highway 81, north from Thomas Park to 200 feet north of Culver Road to District "D"
(Local Business)
On motion of Commissioner Exline, seconded by Commissioner Bull the letter was
approved and the City Clerk was instructed to publish Notice of Hearing. Carried.
Letter was received from the City Planning Commission regarding the rezoning of
West 200 feet and the South 699.68 feet of the Southwest Quarter of Section 17, Township
14 South, Range 2, Saline County, Kansas (North of Crawford, East side of Marymount Road)
to District "D" (Local Business). Petition Number 2724 from Riker Manor. Inc.
On motion of Commissioner Spangler, seconded by Commissioner Rundquist the letter
was tabled. Carried.
Letter was received from the City Planning Commission regarding Petition Number 2729
for the rezoning of the rezoning of the North 200 feet of the West 200 feet of the
Northwest Quarter, Range 2, Section 20, Township 14, Saline County, Kansas. (SE corner
of Crawford and Marymount Road) to District "D" (Local Business).

On motion of Commissioner Spangler, seconded by Commissioner Rundquist the letter
was tabled. Carried.

w Letter was received from the City Planning Commission regarding Petition Number
2751 for the rezoning of Lot 12 and the South 30 feet of Lot 10, Block 8 Pacific Addition
to District "D" (Local Business). City Planning Commission recommended that Lots 6, 8
10 and 12, Block 8, Pacific Addition be rezoned to District "E". (General Business.)
On motion of Commissioner Bull, seconded by Commissioner Spangler the letter was
approved and the City Clerk was instructed to publish notice. Carried.

On motion of Commissioner Rundquist, seconded by Commissioner Bull an Ordinance
was introduced for first reading for including area west of Dry Creek within City Limits.
Carried.

Ordinance Passed: Number
A resolution was introduced for second reading entitled: "A resolution relating
to the curbing and guttering of Ray Avenue from the south line of Neal Avenue to the
center line of Laura Street."
On motion of Commissioner Rundquist, seconded by Commissioner Spangler the
resolution was adopted as read and the following vote was had: Ayes: Tucker, Bull,
Exline, Rundquist, Spangler (5). Nays: (0). Mayor approved the resolution and it is
Numbered 2774. Carried. Resolution was introduced for first reading April 6, 1964.
On motion of Commissioner Exline, seconded by Commissioner Rundquist an Ordinance
for resurfacing Elm Street from 7th to Ohio, and Fourth Street from Iron to South Street,
was introduced for first reading. Carried.

A Resolution was introduced and passed entitled: "A resolution supporting the
continuing flood protection for cities of Kansas as planned by the Corps of Engineers
with participation by the United States of America."

i adopted as read and the following vote was had: Ayes: Tucker, Bull, Exline, Rundquist,
and Spangler. Nays: (0). Mayor approved the resolution and it is Numbered 2775. Carried.

A Resolution was introduced and passed entitled: "A resolution authorizing and
directing the Mayor on behalf of the City of Salina, Kansas, to petition the Civil
Aeronautics Board for leave to intervene in certain Central Airline, Inc. applications
pending before said Board."
On motion of Commissioner Exline, seconded by Commissioner Rundquist the resolution
was adopted as read and the following vote was had: Ayes: Tucker, Bull, Exline, Rundqui t,
and Spangler. Nays: (0). Mayor approved the resolution and it is Numbered 2776. Carrie .
Petition Number 2752 to vacate easement in Block 2, Key Acres Addition was reported
by the City Manager to approve petition subject to utilities easement.
On motion of Commissioner Bull, seconded by Commissioner Exline the petition was
approved subject to utilities easement. Carried.
Petition Number 2753 was filed for a street light on North Second Street.
On motion of Commissioner Exline, seconded by Commissioner Bull the petition was
referred to the City Manager. Carried.
Petition Number 2754 for Sewer and Water lines in land just taken into the City Limits
north of Thomas Park along U. S. Highway 81 was filed .
On motion of Commissioner Exline, seconded by Commissioner Bull the petition was
referred to the City Manager. Carried.
Petition Number 2755 for Sidewalk on Manchester Street on Lots 1, 2, 5, 6, Block 6,
in Replat of Faith Addition was filed.
On motion of Commissioner Exline, seconded by Commissioner Bull the petition was
referred to the City Manager. Carried.
Petition Number 2756 was filed for the closing of an Alley on Block 1 and Block 3,
Pacific Addition.
On motion of Commissioner Exline, seconded by Commissioner Bull the petition was
referred to the City Manager. Carried.

COMMISSIONERS PROCEEDINGS - REGULAR MEETING
Tree Trimming and Treating Bond was filed by Markle Tree Pest Control, Salina, Kansas.
On motion of Commissioner 'Spangler, seconded by Commissioner Rundquist the bond was
approved. Carried. --
Appraisers report was filed on Lateral Sewer 491. On motion of Commissioner Bull,
seconded by Commissioner Exline the report was approved and the City Clerk was instructed
to advertise for hearing on May 4, 1964. Carried.
Motion by Commissioner Rundquist, seconded by Commissioner Exline to approve
Force Account Contract with Wilson Engineers on Airport for Maintenance Buildings. Carried
City Engineer filed Flans and Specifications for Lateral Sewer 497. Ordinance
Number 6780.
On motion of Commissioner Bull, seconded by Commissioner Exline the Plans and
Specifications were approved and accepted. Carried.
An ordinance was introduced and passed entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was
adopted by sections and on its final adoption the following vote was had; Ayes: Tucker,
Bull, Exline, Rundquist, Spangler. (5). Nays: (0). Mayor approved the ordinance and it
is numbered A-1219. Carried.
On motion of Commissioner Exline the Board of Commissioners adjourned.
