COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS ROOM
Salina, Kansas
April 13, 1964
Regular meeting of the Board of Commissioners April 13, 1964. Meeting was called
to order by Mayor Spangler, the roll was called and Commissioners :Spangler, Bull, Exline,
Rundquist and Tucker and City Attorney Bengtson responded.
The minutes of the Regular Meeting of April 6, 1964 were read and approved.
Bids were received for Gasoline for the Central Garage. On motion of Commissioner
Tucker, seconded by Commissioner Rundquist the bid was awarded to Hi -Quality Lo -Cost
as low bidder. Carried.
Thirty days notice up on changes in .Section 15, Special Classes, and Section 23 of
Ordinance 6613.
No protests written or oral were filed.
On motion of Commissioner Bull, seconded by Commissioner Exline an Ordinance for
changes in Section 15, Special Classes of Ordinance 6613 was introduced for first reading.

On motion of Commissioner Bull, seconded by Commissioner Exline an Ordinance for
changes in Section 23 of Ordinance 6613 was introduced for/ first reading. Carried.
Ordinance Passed: L Number (O -7
An ordinance was introduced for second reading entitled: "An ordinance providing
for the inclusion of certain land within the corporate limits of the City of Salina,
Kansas."
On motion of Commissioner Tucker, seconded by Commissioner Rundquist the ordinance
was adopted by Sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline, Rundquist, and Tucker (5). Nays: (0). Mayor approved the
ordinance and it is Numbered 6777. Carried. Ordinance was introduced for first reading
March 30, 1964.
An ordinance was introduced for second reading entitled: "An ordinance creating
and defining a certain Lateral Sanitary Sewer District in the City of Salina, Kansas,
designated as Lateral Sanitary Sewer District Number 497, and providing for the
construction of a Lateral Sanitary Sewer in said Lateral Sanitary Sewer District Number
497, so created and providing for the payment of the cost thereof and for the levying of
special assessments against the property in said district for the payment of the cost of
such construction and for the issuing of bonds to pay the cost thereof."
On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was
adopted by Sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline, Rundquist, and Tucker (5). Nays: (0). Mayor approved the
ordinance and it is Numbered 6780. Carried. Ordinance was introduced for first reading
April 6, 1964.
Letter was received from the City Planning Commission regarding the Rezoning of all
of Lot 4, Block 5; Lots 5, 6, 7, 8, 9, 10, Block 6; Lots 18, 19, and 26, Block 4; and
Lot 4, Block 7, Rolling Hills Subdivision from District "B" (duplex) to District "A"
(single family), and the Rezoning of all of Lots 1, 2, 3, Block 5; Lots 1, 2, 3, 11, 12,
13, 14, 15, 16, 17, 18, Block 6; Lots 20, 21, 22, 23, 24, 25, Block 4; and Lots 1, 2,
and 3, Block 7, Rolling Hills Subdivision from District "D" (local business)to District
"B" (duplex).
On motion of Commissioner Bull, seconded by Commissioner Exline the letter was
approved and the City Clerk was instructed to publish Notice of Hearing. Carried.
Letter was received from the City Planning Commission regarding Petition Number 2728 -
for the deannexation of the West 200 feet and the South 200 feet of Belmont # 2
:Subdivision, except those lots presently obligated for Special Assessments.
On motion of Commissioner Rundquist, seconded by Commissioner Tucker the letter was
accepted and approved. Carried.
Letter was received from the City Planning Commission regarding Petition Number 2746
for the annexation of all of that part of the Southeast Quarter (SEk) of Section Fifteen
(15), Township Fourteen (14) South, Range Three (3) West of the 6th P.M., lying North of
Crawford Street, East of the Right-of-way of I -35W, West of the Center of the new and old
channels of Dry Creek,
On motion of Commissioner Bull, seconded by Commissioner Exline the letter was
accepted and approved. Carried.

COMMISSIONERS ROOM

ORGANIZATION MEETING
Board of Commissioners convened for the purpose of organizing. H. E. Peterson,
City Clerk, presiding. The roll was called and Commissioners Bull, Exline, Rundquist,
Spangler, and Tucker and City Attorney Bengtson responded.
On motion of Commissioner Bull, seconded by Commissioner Exline, Donald Tucker
was nominated as Mayor and Chairman of the City Commission of Salina, Kansas. Carried.
On motion of Commissioner Spangler, seconded by Commissioner Tucker, Carl Rundquist
was nominated as Acting Mayor and Vice -Chairman of the City Commission of Salina, Kansas.
Carried.
The City Clerk turned the gavel over to Mayor Tucker.
Petition Number 2752 was filed for the vacation of the easement in Block 2,
Key Acres Addition to the City of Salina.
On motion of Commissioner Exline, seconded by Commissioner Bull the petition
was referred to the City Manager. Carried.
Gas Fitter's Bond was filed by Jayhawk Service, Salina, Kansas. On motion of
Commissioner Exline, seconded by Commissioner Rundquist the bond was approved. Carried.
Contract between F. S. Smithers and Company, First Securities Company, and
Small-Larmer Company relating to the financing of a Motor Hotel with Industrial Revenue
Bonds for Community Inn..
On motion of Commissioner Exline, seconded by Commissioner Bull contract be
approved and authorize Mayor to sign. Carried.
Mayor appointed Mrs. Milton Morrison to Library Board in place of Mrs. John Riddle
for a 4 year term beginning April 30, 1964. On motion of Commissioner Exline, seconded
by Commissioner Bull the appointment was approved. Carried.
An ordinance was introduced and passed entitled: "An ordinance making appropriation
for the payment of certain claims."
On motion of Commissioner Exline, seconded by Commissioner Bull the ordinance was
adopted by sections and on its final adoption the following vote was had; Ayes:
Tucker, Bull, Exline, Rundquist, Spangler (5). Nays: (0). Mayor approved the
ordinance and it is numbered A-1218. Carried.
On motion of Commissioner Bull the Board of Commissioners adjourned.
