COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS ROOM

March 16, 1964
Regular Meeting of the Board of Commissioners March 16, 1964. Meeting was called
to order by Mayor Spangler, the roll was called and Commissioners Spangler, Bull,
Rundquist and Tucker and City Attorney Bengtson responded. Commissioner Exline absent.
The minutes of the Regular Meeting of March 9, 1964 were read and approved.
Bids were received on the River Basin. On motion of Commissioner Bull, seconded
by Commissioner Rundquist the bids were referred to the City Manager for checking &
report at next meeting. Carried.
City Engineer filed survey & description of land for Riverside Drive as called
for in Resolution Number 2771. On motion of Commissioner Bull, seconded by Commissioner
Rundquist the survey & description were accepted & approved. Carried.
On motion of Commissioner Bull, seconded by Commissioner Rundquist an ordinance
was introduced for first reading condemning land for Riverside Drive. Carried.

Petition number 2744 was checked for sewer to serve Block 12 in Riker Manor
Addition. On motion of Commissioner Bull, seconded by Commissioner Tucker the petition
was approved for an ordinance. Carried.
Petition number 2745 was checked for street improvements in Block 13 & 14 in
Riker Manor Addition. On motion of Commissioner Tucker, seconded by Commissioner
Bull the petition was approved for a resolution & feasibility report. Carried.
An ordinance was introduced for second reading entitled: "An ordinance levying
assessments on lots, pieces and parcels of ground in the City of Salina, Kansas, for
the purpose of paying a portion of the cost of:
1. The curbing, guttering and paving of:
(a) Otto Avenue, from the east line of Haskett Avenue to the
west 1—in of Broadway Boulevard.
(b) Venus Avenue, from the east line of Neptune Avenue to a point
360 feet east of the east line of Hageman Avenue.
(c) Jupiter Avenue, from the east line of Neptune Avenue to the
west line of Hageman Avenue.
(d) Mercury Avenue, from the east line of Hageman Avenue to a
point 345 feet east.
(e) Mars Avenue, from the south line of Otto Avenue to a point
395 feet south.
(f) Neptune Avenue, from the south line of Otto Avenue to a point
565 feet south.
(g) Hageman Avenue, from a point 140 feet north of the north line
of Otto Avenue to the south line of Jupiter Avenue.
(h) Tulane Avenue, from a point 140 feet north of the north line
of Otto Avenue to a point 130 feet south of the south line of
Otto Avenue.
2. Water Main to be installed in all the above described streets with a
1 -inch copper service provided at each lot.
3. The sanitary sewer to serve all lots and parcels within the benefit
district.
4. Sidewalks at all intersections and corner lots in each block of benefit
district.
On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Rundquist and Tucker (4) Nays: (0) Commissioner Exline absent.
Mayor approved the ordinance and it is Numbered 6775. Carried. Ordinance introduced
for first reading March 2, 1964.

On motion of Commissioner Bull, seconded by Commissioner Rundquist the increase
of $500.00 on Wilson Engineering Contract for Airport Improvements was approved.
Carried.
Petition number 2746 was filed for inclusion into the City Limits the SE14 of
Section 15 Township 14 South Range 3 West of the 6th P. M. lying north of Crawford
Street, east of the right of way of 1-35W & W of Center of new & old channels of
Dry Creek.
On motion of Commissioner Tucker, seconded by Commissioner Rundquist the petition
was referred to the City Planning Commission. Carried.
Petition number 2747 was filed for inclusion into the City Limits the area east
of the center line of Ray Avenue & north of 1st eastment north of Laura St.
On motion of Commissioner Tucker, seconded by Commissioner Rundquist the petition
was referred to the City Planning Commission. Carried.
Petition number 2748 was filed for the curbing of East side of Ray Avenue from
Neal to Key Acres School.
On motion of Commissioner Tucker, seconded by Commissioner Rundquist the petition
was referred to the City Manager. Carried.
Petition number 2749 was filed for a sewer to serve west side of 'Twelfth Street
from Hamilton to Antrim.
On motion of Commissioner Bull, seconded by Commissioner Tucker the petition
was referred to the City Manager. Carried.
Appraisers report was filed on Job 435 - Street Improvements. On motion of
Commissioner Tucker, seconded by Commissioner Rundquist the report was accepted and
the City Clerk was instructed to publish notice of hearing for March 30, 1964. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Bull, seconded by Commissioner Rundquist the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Rundquist and Tucker (4) Nays: (0) Commissioner Exline absent.
Mayor approved the ordinance and it is Numbered A-1214. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Tucker, seconded by Commissioner Rundquist the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Rundquist and Tucker (4) Nays: (0) Commissioner Exline absent.
Mayor approved the ordinance and it is Numbered A-1215. Carried.
On motion of Commissioner Bull the Board of Commissioners adjourned.
