03-02-1964 Minutes1 1 COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas March 2, 1964 Regular Meeting of the Board of Commissioners March 2, 1964. Meeting was called to order by Mayor Spangler, the roll was called and Commissioners Spangler, Bull, Exline Rundquist and Tucker and City Attorney Bengtson responded. The minutes of the Regular Meeting of February 24, 1964 were read and approved. Bids were received on Job 444 - Sanitary Sewer 491 - as follows: Brown & Brown, Inc. $4,164.50 0. D. Wilmoth $4,187.25 Engineers Estimate $4,947.00 On motion of Commissioner Rundquist, seconded by Commissioner Exline the bid was awarded to Brown & Brown, Inc., and a contract ordinance was introduced for first reading. Carried. Ordinance Passed: �t-� �� �U Number x-7.74 Mayor appointed N. C. Grant, Robert Frederick and Warren Garrett as appraisers. On motion of Commissioner Rundquist, seconded by Commissioner Exline the appointments were approved. Carried. An ordinance was introduced for second reading entitled: "An ordinance levying special assessments against certain property to pay the cost of constructing certain sewer and water service pipes and connections in certain streets in the City of Salina, Kansas." On motion of Commissioner Rundquist, seconded by Commissioner Tucker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6772. Carried. Ordinance introduced for first reading 2-24-64. An ordinance was introduced for second reading entitled: "An ordinance relating to and apportioning and levying special assessments on certain lots and pieces of ground in the City of Salina, Kansas, to pay the cost of paving and grading of Claflin Avenue with concrete (Twenty-eight (28) feet wide from toe of gutter to toe of gutter) from the east line of Eleventh Street to the west line of Ninth Street, the same being an intervening connecting street; paving and grading of Claflin Avenue with concrete (Twenty-eight (28) feet wide from toe of gutter to toe of gutter) from the east line of Rush Street to the west line of Pershing Street, the same being an intervening connecting street; curbing, guttering, paving and grading of Connecticut Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the north line of Iron Avenue to the south line of Johnstown Avenue; curbing, guttering, paving and grading of Chicago Street with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the south line of Walnut Street to the south line of Spruce Street; curbing, guttering, paving and grading of Poplar Street with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the east line of Ohio Street to the west line of Riverside Drive; curbing, guttering, paving and grading of Sietz Drive with concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the north line of Melrose Lane to the west line of Eastborough Road; curbing and guttering of the east side of Third Street and the paving with concrete (Twenty-eight (28) feet wide from edge of curb to edge of curb) from the north side of Walnut Street to the south bank of Smoky Hill River; paving and grading of Wisconsin Avenue with concrete (Twenty-two (22) feet wide) from the south line of Gypsum Avenue to the north line of Glennifer Hill Drive, and the paving and grading with concrete (Twenty-two (22) feet wide from the south line of Wisconsin Avenue to the east line of Greeley Avenue, the same being an intervening connecting street; and relating to and providing for the collection and payment of such assessments." On motion of CommissionerTucker, seconded by Commissioner Rundquist the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes; Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6773. Carried. Ordinance was introduced for first reading 2-24-64. On motion of Commissioner Rundquist, seconded by Commissioner Tucker the report received from the Police Department on the Animal Shelter was approved. Carried. On motion of Commissioner Tucker, seconded by Commissioner Bull the leas agreement with Coronado Aircraft Company Inc., at the Airport was approved. Carried. On motion of Commissioner Tucker, seconded by Commissioner Bull petition 2737 for additional streetgi in the 200, 300 and 400 Blocks on West Ash Street were approved. Carried. City Engineer filed estimate number 10 on the Water Treatment Plant - Clem Less Inc. in the amount of $34,011.35. On motion of Commissioner Rundquist, seconded by Commissioner Tucker the estimate was approved. Carried. Change order Number 2 for High Service Pump - Clem Less Inc. in the amount of ([V1 , 987 .47 . 2f, v a=s•,4-7, On motion of Commissioner Tucker, seconded by Commissioner Rundquist the estimate was approved. Carried. Letter was received from the City Planning Commission regarding changes in Zoning Ordinance. On motion of Commissioner Bull, seconded by Commissioner Rundquist Section 23 was amended to read 20 days notice instead of 30 days notice; amending special classes to include drive-in theatres, nursery schools and beauty shops; the City Clerk was instructed to publish notice and hold a hearing. Carried. On motion of Commissioner Exline, seconded by Commissioner Bull the audit contract with A. H. Leckband & Co., for 1964 was approved. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Rundquist, seconded by Commissioner Tucker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-1212. Carried. An ordinance was introduced and passed entitled: "An ordinance mkaing an appropriation for the payment of certain claims." On motion of Commissioner Rundquist, seconded by Commissioner Tucker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered A-1213.
