COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS ROOM

December 9, 1963
Regular Meeting of the Board of Commissioners December 9, 1963. Meeting was
called to order by Mayor Spangler, the roll was called and Commissioners Spangler,
Bull, Exline and Rundquist and City Attorney Bengtson responded. Commissioner
Tucker absent.
The minutes of the Regular Meeting of December 2, 1963 were read & approved.
Report was received from the City Manager on the tractor & mower for Flood Works.
On motion of Commissioner Rundquist, seconded by Commissioner Bull the bid was
awarded to Massey Ferguson for $2,990.77. Carried.
Report was received from the City Manager on the mechanized filing system for the
Police Department. On motion of Commissioner Bull, seconded by Commissioner Exline
the bid was awarded to Salina Office Supply for $6,628.00. Carried.
An ordinance was introduced for second reading entitled: "An ordinance providing
for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein
and thereby adopted and providing for the rezoning of certain property within the City
and prescribing the proper uses thereof."
On motion of Commissioner Rundquist, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline and Rundquist (4)„Nays.: (0) Commissioner Tucker absent.
Mayor approved the ordinance and it is Numbered 6754. Carried. Ordinance introduced
for first reading December 2, 1963.
An ordinance was introduced for second reading entitled: "An ordinance relating
to and apportioning and levying special assessments on certain lots and pieces of
ground in the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary
Sewer Districts Numbered 476, 4182 and 483, and relating to and providing for the
collection and payment of such assessments."
On motion of Commissioner Exline, sec-nded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline andRundquist (4) Nays: (0) Commissioner Tucker absent.
Mayor approved tlAe ordinance and it is Numbered 6755. Carried. Ordinance introduced
for first reading December 2, 1963.
An ordinance was introduced for second reading entitled: "An ordinance providing
for a filing fee to be paid prior to submitting a plat or replat to the City Planning
Commission; amending 21-113 of the Code of the City of Salina, Kansas, 1960 and
repealing the said original section."
On motion of Commissioner Rundquist, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline and Rundquist (4) Nays: (0) Commissioner Tucker absent.
Mayor approved the ordinance and it is Numbered 6756. Carried. Ordinance introduced
for first reading December 2, 1963.
On motion of Commissioner Exline, seconded by Commissioner Bull an ordinance was
introduced for first reading relating to the city limits. Carried.

On motion of Commissioner Rundquist, seconded by Commissioner Bull an ordinance
was introduced for first reading for vacation of alley in Block 4 Chicago Addition.

Ordinance Passed: Number - 4
A resolution was introduced for second reading entitled: "A resolution relating
to the curbing, guttering, paving and grading of Riverside Drive with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the west line of Ohio
Street to the east side of Des Moines Avenue, the same being an intervening connecting
street."
On motion of Commissioner Bull, seconded by Commissioner Exline the resolution was
approved as read and the following vote was had; Ayes: Spangler, Bull, Exline and
Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the resolution
and it is Numbered 2756. Carried, Resolution introduced for first reading 12-2-63.

A resolution was introduced for second reading entitled: "A resolution relating
to the curbing, guttering, paving and gracing of Riverside Drive with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the north line of Johnstown
Avenue to the east line of Ohio Street, the same being an intervening connecting street."
On motion of Commissioner Bull, seconded by Commissioner Exline the resolution
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline
and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the resolution
and it is Numbered 2757. Carried. Resolution introduced for fiesta reading 12-2-63.
A resolution was introduced for second reading entitled: "A resolution relating
to the curbing, guttering, paving and grading of Riverside Drive with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the west line of Des
Moines Avenue to the east line of Kansas Avenue, the same being an intervening connecting
street."
On motion of Commissioner Bull, seconded by Commissioner Exline the resolution
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline
and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the resolution
and it is Numbered 2758. Carried. Resolution introduced for first reading 12-2-63.
A resolution was introduced for second reading entitled: "A resolution relating
to the curbing, guttering, paving and grading of Riverside Drive with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the west line of Columbia
Avenue to the east line of Oakdale Avenue, the same being an intervening connecting
street."
On motion of Commissioner Bull, seconded by Commissioner Exline the resolution
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline
and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the resolution
and it is Numbered 2759. Carried. Resolution introduced for first reading 12-2-63.
A resolution was introduced for second reading entitled: "A resolution relating
to the curbing, guttering, paving and grading of Kenwood Park Drive with concrete
(Thirty-seven (37) feet wide from back of curb to back of curb) from a point 150 feet
east of intersection of Kenwood Park Drive and Oakdale Drive to existing county
asphalt street, the same being an intervening connecting street."
On motion of Commissioner Rundquist, seconded by Commissioner Exline the resolution
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline
and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the resolution
and it is Numbered 2760. Carried. Resolution introduced for first reading 12-2-63.
Letter was received from the City Manager for additional crosswalks in downtown
area. On motion of Commissioner Rundquist, seconded by Commissioner Bull the letter
and recommendations were accepted and approved. Carried.
Petition number 2733 was filed protesting the paving of Thirteen Street from
Woodland to Pacific.
On motion of Commissioner Bull, seconded by Commissioner Exline the petition was
referred to the City Manager. Carried.
Letter was received from the City Planning Commission regarding petition 2726.
On motion of Commissioner Bull, seconded by Commissioner Exline the letter was approved
and the City Clerk was instructed to publish notice. Carried.
On motion of Commissioner Bull, seconded by Commissioner Rundquist the letter
received from the Salina Chamber of Commerce wanting permission to put Christmas lights
across downtown streets was granted. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for payment of certain claims."
On motion of Commissioner Bull, seconded by Commissioner Rundquist the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor
approved the ordinance and it is Numbered A-1199. Carried.
On motion of Commissioner Bull the Board of Commissioners adjourned.
