Regular Meeting of the Board of Commissioners November 18, 1963. Meeting was
called to order by Mayor Spangler, the roll was called and Commissioners Spangler,
Bull, Exline, Rundquist and City Attorney Bengtson responded. Commissioner Tucker
absent.
The minutes of the Regular Meeting of November 4, 1963 were read and approved.
Mayor gave out certificates to firemen who attended the Kansas Fire School.
Bids were received on the truck for the sewage disposal department. On motion
of Commissioner Bull, seconded by Commissioner Exline the bid was awarded to Long -
McArthur, Inc. as low bidder in the amount of $994.00. Carried.
Twenty days notice up on the rezoning of the following property:
Lots 4 & 5 Block 10 Depot Addition from District "E" to District "F"
Lot 6 Surveyors Plat 7 from District "G" to District "A".
No protests were filed written or oral.
On motion of Commissioner Bull, seconded by Commissioner Exline the rezoning
ordinance was introduced for first reading.. -Carried.

A resolution was introduced for second reading entitled: "A resolution relating
to the curbing, guttering, paving and grading of Thirteenth Street with concrete
(Thirty-three (33) feet wide from back of curb to back of curb) from the north side
of Broadway Boulevard to the north side of Pacific Avenue."
On motion of Commissioner Exline, seconded by Commissioner Bull the resolution
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline,
Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the resolution
and it is Numbered 2752. Carried. Resolution introduced for first reading 11-4-63.
A resolution was introduced for second reading entitled: "A resolution relating
to the curbing, guttering, paving and grading of Woodland Avenue with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the east side of Thirteenth
Street to the west side of Twlefth Street."
On motion of Commissioner Rundquist, seconded by Commissioner Bull the resolution
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline,
Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the resolution
and it is Numbered 2753. Carried. Resolution introduced for first reading 11-4-63.
A resolution was introduced for second reading entitled: "A resolution relating
to the curbing, guttering, paving and grading of Pacific Avenue with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the east side of
Thirteenth Street to the west side of Twelfth Street."
On motion of Commissioner Exline, seconded by Commissioner Bull the resolution
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline,
Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the resolution
and it is Numbered 2754. Carried. Resolution introduced for first reading 11-4-63.
An ordinance was introduced for second reading entitled: "An ordinance extending
the police power of the City of Salina, Kansas, to include all property owned by the
City of Salina, Kansas, for Flood Control purposes; providing that all general
ordinances of the City are made applicable to said property; provided further that
it shall be unlawful for anyone to trespass or encroach upon,or injure said property
and providing penalties for violation thereof."
On motion of Commissioner Rundquist, seconded by Commissioner Bull the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor
approved the ordinance and it is Numbered 6749. Carried. Ordinance introduced for
first reading 11-4-63.
Letter was received from the Traffic Department regarding petition number 2716.
On motion of Commissioner Rundquist, seconded by Commissioner Bull the recommendations
were accepted and the petition was denied. Carried.
On...motion of Commissioner Rundquist, seconded by Commissioner Bull an ordinance
was introduced for first reading for special assessments on Street Job 429 - Indian
Rock Addition. Carried.

City Engineer filed plans and specifications on Street Job 445. On motion of
Commissioner Bull, seconded by Commissioner Exline the City Clerk was instructed to
advertise for bids on November 25, 1963. Carried.
On motion of Commissioner Bull, seconded by Commissioner Exline an ordinance was
introduced for first reading for taxicab rate of fares. Carried. �7

On motion of Commissioner Bull, seconded by Commissioner Exline the letter
received from S. C. McCrae, M. D. was referred to the City Manager. Carried.
s Application for tree trimming license was filed by Harvey Eslinger. On motion of
Commissioner Rundquist, seconded by Commissioner Bull the application was approved.

Petition number 2726 was filed by Louis Serrault for rezoning of Lots 122, 124,
126, 128, 130, 132, 134, 136, 138 Original Townsite - Third Street from District "C"
to District "F".
On motion of Commissioner Rundquist, seconded by Commissioner Bull the petition
was referred to the City Planning Commission. Carried.
Petition number 2707 - street lights in Upper Mill Heights Addition - was referred
back to the petitioner to see if they will pay the $165.00 extra costs. Commissioner
Bull & Commissioner Exline approved. Carried.
City Engineer filed final estimate on Sewage Plant - Wea Construction Co. - inthe
amount of $7,700.00.
On motion of CommissionerRundquist, seconded by Commissioner Bull the estimate
was approved. Carried.
Petition number 2727 was filed for the rezoning of W. 20' Lot 38 & All Lots 40 &
42, Block 3 Van Trine's Addition to District "D".

On motion of Commissioner Rundquist, seconded by Commissioner Bull the petition
was referred to the City Planning Commission. CArried.
West
Petition number 2728 was filed for exclusion from City Limits/200 feet of Belmont
#2.
On motion of Commissioner Rundquist, seconded by Commissioner Bull the petition
was referred to the City Planning Commission. Carried.
A resolution was introduced and passed entitled: "A resolution providing for the
securing of a feasibility report on office building needs of the County of Saline and
City of Salina and providing for the method of payment thereof."
On motion of Commissioner Rundquist, seconded by Commissioner Bull the resolution
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline
and Rundquist (4) Nays: (0) Commissioner Tucker absent. Mayor approved the resolution
and it is Numbered 2755. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Bull, seconded by Commissioner Rundquist the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline and Rundquist (4) Nays: (0) Commissioner Tucker absent.
Mayor approved the ordinance and it is Numbered A-1195. Carried.
