COMMISSIONERS PROCEEDINGS - REGULAR MEETING
COMMISSIONERS ROOM

November 4, 1963
Regular Meeting of the Board of Commissioners November 4, 1963. Meeting was
called to order by Mayor Spangler, the roll was called and Commissioners Spangler, Exline,
Bull, Rundquist and Tucker and City Attorney Bengtson responded.
The minutes of the Regular Meeting of October 28, 1963 were read and approved.
Letter was received from the City Planning Commission regarding petition number
2693 for rezoning of Lots 2 through 10, Hazelwood Addition. On motion of Commissioner
Exline, seconded by Commissioner RJONW-the recommendations were accepted and the
petition was denied. Carried. `_U
Hearing was held on resolution number 2744 - Improvements in Faith Addition.
Petition number 2725 was filed in protest of improvements in Faith. On motion of
Commissioner Bull, seconded by Commissioner Rundquist the hearing was adjourned at
this time without further proceedings. Carried.
Hearing was held on Job 429 - Special Assessments in Indian Rock Addition to -wit:
1. The curbing, guttering and paving with concrete, 33 feet wide, from
back of curb to back of curb, Westchester Drive from the east line
of Berkshire Drive to the west line of Delaware Avenue.
The curbing, guttering and paving with concrete, 33 feet wide, from
back of curb to back of curb, Berkshire Drive from the south line of
Westchester Drive to the west line of Delaware Avenue.
The curbing, guttering and paving with concrete, 33 feet wide, from
back of curb, to back of curb, Elmhurst Drive from the east line of
Ohio Street to the west line of Delaware Avenue.
The curbing, guttering and paving with concrete, 33 feet wide, from
back of curb to back of curb, Delaware Avenue from the south line of f
Stratford to the south line of Elmhurst Drive. J

2. Water main to be installed in the above described streets with a 1 inch
copper service stubbed out at each lot.
3. Sanitary Sewers to serve south part of Block 7, all of Block 9 and all of
Block 10.
No protests written or oral were filed.
On motion of Commissioner Rundquist, seconded by Commissioner Tucker the proposed
assessments were approved. Carried.
An ordinance was introduced for second reading entitled: "An ordinance authorizing
the City Manager, with the approval of the Board of Commissioners, to enter into
agreements for the temporary suspension of the use of any or all parking meters within
the City of Salina, Kansas."
On motion of Commissioner Tucker, seconded by Commissioner Bull the ordinance was
adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 6746. Carried. Ordinance introduced for first reading 10-28-63.
An ordinance was introduced for second reading entitled: "An ordinance providing
for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein
and thereby adopted and providing for the rezoning of certain property within the City
and prescribing the proper uses thereof."
On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 6747. Carried. Ordinance Introduced for first reading 10-28-63.
An ordinance was introduced for second reading entitled: "An ordinance providing
for the curbing, guttering, paving and grading of Antrim Avenue with concrete (Thirty-
three (33) feet wide from back of curb to back of curb) from the east line of Fourth
Street to the east line of Third Street; curbing, guttering, paving and grading of
Antrim Avenue with concrete (Thirty-three (33) feet wide from back of curb to back of
curb) from the east line of Third Street to the west line of Front Street; curbing,
guttering, paving and grading of Eleventh Street with concrete (Thirty-three (33) feet
wide from back of curb to back of curb) from the north line of Hamilton Avenue to the
south line of Antrim Avenue; curbing, guttering, paving and grading of Fourth Street
on the east side of railroad tracks with concrete (Thirty-one (31) feet wide from back
of curb to edge of slab) from the south line of Minneapolis Avenue to the north line
of Ellsworth Avenue; paving of Greeley Avenue with concrete (Eighteen (18) feet wide
from edge of pavement to edge of pavement) from the west line of West Upper Mill Heights
Drive to the east line of East Upper Mill Heights Drive; paving and grading of
Seventh Street with concrete (Twenty-eight (28) feet wide from toe of gutter to toe
of gutter) from the north side of Pacific Avenue to the south line of Harsh Avenue,
the same being an intervening connecting street; paving and grading of Seventh Street
with concrete (Twenty-eight (28) feet wide from toe of gutter to toe of gutter) from
the north side of Antrim Avenue to the south side of Otis Avenue, the same being an
intervening connecting street; curbing, guttering, paving and grading of Stack Avenue
with concrete (Twenty-two (22) feet wide from back of curb to back of curb) from the
east line of Indiana Avenue to the west line of Wisconsin Avenue, the same being an
intervening connecting street; and providing for the payment of the cost thereof, and
how the same shall be assessed and the manner of the payment of the cost thereof."
On motion of Commissioner Tucker, seconded by Commissioner Rundquist the
ordinance was adopted by sections and on its final adoption the following vote was
had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 6748. Carried. Ordinance introduced for first
reading October 28, 1963.
On motion of Commissioner Bull, seconded by Commissioner Exline a resolution was
introduced for first reading for the curbing, guttering and paving of Pacific from

On motion of Commissioner Tucker, seconded by Commissioner Rundquist the
recommendations were accepted and approved and the petition was denied. Carried.
City Engineer filed estimate number 1 on Job 430 - Construction Industries in
the amount of $15,282.00.
On motion of Commissioner Bull, seconded by Commissioner Exline the estimate was
approved. Carried.
City Engineer filed estimate number 2 on Job 440 - Brown & Brown in the amount
of $50,161.96.
On motion of Commissioner Bull, seconded by Commissioner Exline the estimate was
approved. Carried.

City Engineer filed estimate number 2 on Job 435 - Brown & Brown in the amount
of $7,758.83.
On motion of Commissioner Tucker, seconded by Commissioner Rundquist the estimate
was approved. Carried.
On motion of Commissioner Rundquist, seconded by Commissioner Bull an ordinance
was introduced for first reading extending police power to Flood Control Property.
Carried.

A resolution was introduced and passed entitled: "A resolution determining that
the existance of adequate convention facilities within the City of Salina would
promote, stimulate and develop the general economic welfare and prosperity of said
city and that the ci ty construct such a facility under the provisions of GS 1961
Supp. 12-1740 to 12-1749 if feasible."
On motion of Commissioner Bull, seconded by Commissioner Rundquist the resolution
was approved and the following vote was had; Ayes: Spangler, Bull, Exline, Tucker and

Appraisers report was filed for street improvement Job 425. On motion of Commissioner
Bull, seconded by Commissioner Exline the report was accepted and the City Clerk was
instructed to advertise for hearing on November 18, 1963. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Bull, seconded by Commissioner Rundquist the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance
and it is Numbered A-1194. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Bull, seconded by Commissioner Exline the ordinance was
adopted by sections and on its final adoption the following vote was had; Ayes: Spangler,

On motion of Commissioner Tucker the Board of Commissioners adjourned.
No meeting today because legal holiday - Veterans Day.
