COMMISSIONERS PROCEEDINGS - REGULAR MEETING

October 21, 1963
Regular Meeting of the Board of Commissioners October 21, 1963. Meeting was
called to order by Mayor Spangler, the roll was called and Commissioners Spangler,
Bull, Exline, Rundquist and Tucker and City Attorney Bengtson responded.
The minutes of the Regular Meeting of October 14, 1963 were read and approved.
An ordinance was introduced for third reading entitled: "An ordinance providing
for the amount of annual payments to be made to the City of Salina, Kansas by the
Southwestern Bell Telephone Company during the term of this ordinance or any extensions
thereof; amending section 2 of Ordinance Number 6296, and repealing said original
section."
On motion of Commissioner Tucker, seconded by Commissioner Rundquist the
ordinance was adopted by sections and on its final adoption the following vote was had:
Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved
the ordinance and it is Numbered 6744. Carried. Ordinance introduced for first
readingOctober 7, 1963; second reading October 14, 1963.
An ordinance was introduced for second reading entitled: "An ordinance levying
special assessments against certain property to pay the cost of constructing certain
sidewalks in the parking abutting the following property, to -wit:
A property line sidewalk 4 feet wide, adjacent to Lots 6, 7, 8
and 9 West Evergreen Park Addition, and Lot 14, Block 2 Replat of
Blocks 1 and 2 Evergreen Park Addition on Cloud Street from the
east lime of Pershing Street to the west line of Eleventh Street.
A property line sidewalk, 5 feet wide, adjacent to Lot 6, Block
6 Fairview Addition to the City of Salina, Saline County, Kansas.
A property line sidewalk, 5 feet wide, adjacent to Lot 20, Block
9 Bachtold Addition to the City of Salina, Saline County, Kansas.
A property line sidewalk, 5 feet wide, adjacent to Lot 24, Block
9 Bachtold Addition to the City of Salina, Saline County, Kansas.
A property line sidewalk 4 feet wide, adjacent to Lots 4, 5, 6,
7, 8, 9, 10 and 11, Block 3 all in Ingermanson Heights, City of
Salina, Saline County, Kansas on the north side of Talley Drive
from the east line of Ingman Road to the west line of Page Avenue.
A property line sidewalk 4 feet wide, adjacent to Lots 1, 3, 5,
13, 15 and 17 in Block 6 Southern View Addition, City of Salina,
Saline County, Kansas on the south side of Ralph Avenue from
Roach Street to Norton Street.
On motion of Commissioner Bull, seconded by Commissioner Tucker the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance
and it is Numbered 6745. Carried. Ordinance introduced for first reading Oct. 14, 1963..
A resolution was introduced and passed entitled: "A resolution directing and
ordering a public hearing on the advisability of street, sewer and water mains and
hydrant improvements in certain districts and giving notice of such hearing."
On motion of Commissioner Exline, seconded by Commissioner Bull the resolution
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline,
Tucker and Rundquist (5) Nays: (0) Mayor approved the resolution and it is Numbered
2744. Carried.
The City Clerk reported that the assessment rolls for the following improvements
were ready to -wit:
Curbing, guttering and paving of certain streets, installation of sanitary sewers,
water mains and hydrant in Indian Rock Addition as authorized by Resolution Number
2666 passed by the Board of Commissioners on October 16, 1962 has been determined
and that final costs have been filed by the City Engineer.
On motion of Commissioner Bull, seconded by Commissioner Exline the City Clerk
was directed to publish notice in the official paper at least once, not less than 10
days prior to the date of November 4, 1963, the date set for the hearing on said

was directed to publish notice in the official paper at least once, not less than 10
days prior to the date of November 4, 1963, the date set for the hearing on said
assessments, and that at the same time notice is published, to mail to the owners of
property made liable to pay the assessments, at their last known post office address,
a notice of the hearing and a statement of the cost proposed to be assessed against
the land so owned and assessed. Carried.
A resolution was introduced and passed entitled: "A contract with Union Pacific
Railroad Company and the City of Salina, Kansas: WHEREAS, UNION PACIFIC RAILROAD COMPANY
has tendered to City of Salina, State of Kansas, an agreement granting to the City a
license, permit and easement to use for public roadway purposes, and for the
installation, maintenance and use of certain public utility lines, on, under and across,
a portion of the right of way of Union Pacific Railroad Company in the City of Salina
Kansas; said agreement being indentified as Union Pacific Railroad Company's C. D. No.
47589;"
On motion of Commissioner Bull, seconded by Commissioner Exline the resolution
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline,
Rundquist and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered
2745. Carried.
Letter was received from the City Planning Commission recommending that Lot 6,
Surveyors Plat 7 be rezoned from District "G" to District "A".
On motion of Commissioner Tucker, seconded by Commissioner Rundquist the
recommendations were accepted and the City Clerk was instructed to publish notice.
Carried.
Letter was received from City Planning Commission regarding petition number 2718
for rezoning Lots 4 & 5, Block 10 Depot Addition from District "E" to District "F".
On motion of Commissioner Exline, seconded by Commissioner Tucker the
recommendations were accepted and the City Clerk was instructed to publish notice.
Carried.
Letter was received from City Planning Commission regarding petition number 2706
for rezoning Lot 1, Block 1 Eisenhauer Addition to District "D".
On motion of Commissioner Exline, seconded by Commissioner Tucker the conditions
and recommendations were accepted and the City Clerk was instructed to publish notice.
Carried.
An amendment was filed by Ed French d/b/a Radio Cab Co. for an amendment for the
charges in taxicab rates.
On motion of Commissioner Bull, seconded by Commissioner Rundquist the petition
was referred to the City Manager. Carried.
Cereal Malt Beverage Application was filed by Harold E. Lucas d/b/a North 3rd
Street Recreation.
On motion of Commissioner Rundquist, seconded by Commissioner Tucker the application
was approved. Carried.
Pool Hall License Application was filed by Harold E. Lucas d/b/a North 3rd Street
Recreation.
On motion of Commissioner Rundquist, seconded by Commissioner Tucker the
application was approved. Carried.
A resolution was introduced and passed entitled: "A resolution authorizing and
providing for the issuance of Temporary Notes of the City of Salina, Kansas, in the
sum of $17,712.36, to pay a portion of the cost of improving certain streets in the
City of Salina to be designated as Sereis PT -65 pending the issuance of bonds to pay
the cost of said work."
On motion of Commissioner Bull, seconded by Commissioner Exline the resolution
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline,
Rundquist and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered
2746. Carried.
A resolution was introduced and passed entitled: "A resolution authorizing and
providing for the issuance of Temporary Notes of the City of Salina, Kansas, in the
sum of $72,717.73 to pay a portion of the cost of improving certain streets in the
City of Salina to be designated as Series PT -63 pending the issuance of bonds to pay
the cost of said work."
On motion of Commissioner Bull, seconded by Commissioner Exline the resolution
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline,
Rundquist and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered
2747. Carried.
A resolution was introduced and passed entitled: "A resolution authorizing and
providing for the issuance of Temporary Notes of the City of Salina, Kansas, in the
sum of $105,343.70, to pay a portion of the cost of improving certain streets in the
City of Salina to be designated as Series PT -66 pending the issuance of bonds to pay
the cost of said work."
On motion of Commissioner Bull, seconded by Commissioner Exline the resolution
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline,
Rundquist and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered
2748. Carried.
A resolution was introduced and passed entitled: "A resolution authorizing
and providing for the issuance of Temporary Notes of the City of Salina, Kansas, in
the sum of $113,321.63, to pay a portion of the cost of improving certain streets in
the City of Salina to be designated as Series PT -67 pending the issuance of bonds to
pay the cost of said work."
On motion of Commissioner Bull, seconded by Commissioner Exline the resoltuion
was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline,
Rundquist and Tucker (5) Nays: (0) Mayor approved the resolution and it is Numbered
2749. Carried.
An ordinance was introduced and passed entitled: "An ordinance making an
appropriation for the payment of certain claims."
On motion of Commissioner Bull, seconded by Commissioner Rundquist the ordinance
was adopted by sections and on its final adoption the following vote was had; Ayes:
Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the
ordinance and it is Numbered A-1193. Carried.
On motion of Commissioner Tucker the Board of Commissioners adjourned.
