09-30-1963 MinutesCOMMISSIONERS PROCEEDINGS - REGULAR MEETING j COMMISSIONERS ROOM Salina, Kansas September 30, 1963 Regular Meeting of the Board of Commissioners September 30, 1963. Meeting was called to order by Mayor Spangler, the roll was called and Commissioners Spangler, Bull, Exline, Rundquist and Tucker and City Attorney Bengtson responded. The minutes of the Regular Meeting of September 16, 1963 were read and approved. Bids were received on $2,077,094.26 General Internal Improvement Bonds, Series P-194, P-195, S-196 and FL -193. The bids were opened & tabulated by the City Clerk. On motion of Commissioner Bull, seconded by Commissioner Exline the bond bid was awarded to Continental Illinois National Bank and Trust Co. of Chicago as the lowest net interest to City. On motion of Commissioner Bull, seconded by Commissioner Exline the bond ordinance Letter was received from City Planning Commission regarding petition number 2694 for the rezoning of Lot 25, Grounds of KWU, City of Salina, Kansas, Saline County. On motion of Commissioner Bull, seconded by Commissioner Tucker the petition was approved for rezoning from District "DD" to District "Ell.The City Clerk was instructed to publish notice. Carried. Letter was received from City Planning Commission regarding petition number 2693 for the rezoning of Lots 2, 3, 4, 5, 6, 7 and 8 Hazelwood Addition from District "B" to District "DD"; Lots 9 and 10 Hazelwood from District "B" to District "C". On motion of Commissioner Bull, seconded by Commissioner Tucker the recommendations were accepted and the City Clerk was instrucuted to publish notice. Carried. Letter was received from City Planning Commission regarding petition number 2705 for the rezoning of North 200 feet of Reserve Northeast of Riverside Drive Riverview Addition from District "A" to District "D". On motion of Commissioner Tucker, seconded by Commissioner Rundquist the recommendations were accepted and the petition was denied. Carried. Letter was received from City Planning Commission regarding petition number 2713 for the rezoning of Lots 16, 18 and 20, Block 63 Millitary Addition from District "B" to District "D". On motion of Commissioner Rundquist, seconded by Commissioner Tucker the recommendat were accepted and the City Clerk was instructed to publish notice. Carried. Letter was received from the City Planning Commission regarding petition number 2712 for the rezoning of Lots 5, 8, 9 and 10, Block 4 Southern Heights Addition from District "A" to District "D". On motion of Commissioner Tucker, seconded by Commissioner Rundquist the recommendations were accepted and the City Clerk was instructed to publish notice. Carried. Letter was received from the City Planning Commission regarding petition number 2714 for the rezoning of North 62 feet Lot 3, Block 1 and north 2 Lot 6, Block 1 Holiday Addition from District "D" to District "F". On motion of Commissioner Bull, seconded by Commissioner Rundquist the recommendkions were accepted and the City Clerk was instructed to publish notice. On motion of Commissioner Bull, seconded by Commissioner Rundquist the recommendkions were accepted and the City Clerk was instructed to publish notice. On motion of Commissioner Bull, seconded by Commissioner Exline the petition number 2708 was referred back to the City Planning,Commission. Carried. Petition number 2715 was filed for the denial of rezoning of Lots 16 and 17, Block 7 Oakdale Addition as requested from petition number 2708. On motion of Commissioner Bull, seconded by Commissioner Exline the petition was referred to the City Planning Commission. Carried. A resolution was introduced for second reading entitled: "A resolution relating to the curbing, guttering, paving and grading of Fourth Street on the east side of Railroad Tracks with concrete (Thirty-one (31) feet wide from back of curb to edge of slab) from the south line of Minneapolis Avenue to the north line of Ellsworth Avenue." On motion of Commissioner Tucker, seconded by Commissioner Bull the resolution was approved as read and the following vote was had; Ayes: Spangler, Bull, Exline,Tucker and Rundquist (5) r?ayF: (0) Mayor approved the resolution and it is Numbered 2739. Carried. Resolution introduced for first reading September 16, 1963. An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Rundquist, seconded by Commissioner Tucker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Bull, Exline, Rundquist and Tucker (5) Nays: (0) Mayor approved the ordinance and it is Numbered 6739. Carried. Ordinance introduced for first reading September 16, 1963. On motion of Commissioner Rundquist, seconded by Commissioner Tucker the letter by Ted Davis from the Zoning Board of Appeals was held over for one week to October 7, 1963. Carried. Proclamation setting October 6 to October 12, 1963 as Fire Prevention Week. City Engineer filed estimate number 5 on the Water Treatment Plant - Clem Less Inc. in the amount of $39,594.23. On motion of Commissioner Rundquist, seconded by Commissioner Tucker the estimate was approved. Carried. Petition number 2716 was filed for a cross walk in the 1800 block on South 9th. On motion of Commissioner Tucker, seconded by Commissioner Rundquist, the petition was referred to the City Manager. Carried. Petition number 2717 was filed for the rezoning of Lots 24, 25, 26, 27, 28, Block 7 Likins-Foster Addition. On motion of Commissioner Bull, seconded by Commissioner Exline the petition was referred to the City Planning Commission. Carried. On motion of Commissioner Bull, seconded by Commissioner Exline October 7, 1963 was date set for bids on Job 439 - Soil Cement Job. City Clerk was instructed to publish notice. Carried.
