09-16-1963 MinutesI COMMISSIONERS PROCEEDINGS - REGULAR MEETING COMMISSIONERS ROOM Salina, Kansas September 16, 1963 Regular Meeting of the Board of Commissioners September 16, 1963. Meeting was called to order by Mayor Spangler, the roll was called and Commissioners Spangler, Exline, Rundquist and Tucker and City Attorney Bengtson responded. Commissioner Bull absent. The minutes of the Regular Meeting of September 9, 1963 were read and approved. Twenty days zoning notice up on the rezoning of Lots 18 and 20 Block 11 Pacific Add. from District "B" to District "F". No protests were filed written or oral. On motion of Commissioner Exline, seconded by Commissioner Tucker the rezoning ordinance was introduced for first reading. Carried. -r Ordinance Passed: _ Dumber An ordinance was introduced for second reading entitled: "An ordinance authorizing and confirming a contract with the State Highway Commission of Kansas providing for the construction of certain improvements on west crawford street in the City of Salina, Kansas, and providing for the payment by the City of Salina on one-half of the cost of said project." On motion of Commissioner Rundquist, seconded by Commissioner Tucker the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Exline, Rundquist and Tucker (4) Nays: (0) Commissioner Bull absent. Mayor approved the ordinance and it is Numbered 6736. Carried. Ordinance introduced for first reading September 9, 1963. An ordinance was introduced for second reading entitled: "An ouiinance ratifying and confirming a contract with Brown and Brown, Inc., for the construction of certain improvements on certain streets in the City of Salina, Kansas and providing for the issuance of temporary notes to pay the cost thereof pending the issuance and sale of bonds." On motion of Commissioner Tucker, seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Exline, Rundquist and Tucker (4) Nays: (0) Commissioner Bull absent. Mayor approved the ordinance audit is Numbered 6737. Carried. Ordinance introduced for first reading September 9, 1963. _ An ordinance was introduced for second reading entitled: "An ordinance providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." On motion of Commissioner Tucker, seconded by Commissioner Rundquist the ordinance was adopted by sections and on its final adoption the following vote,was had; Ayes: Spangler, Exline, Rundquist and Tucker (4) Nays: (0) Commissioner Bull absent. Mayor approved the ordinance and it is Numbered 6738. Carried. Ordinance introduced for first reading September 9, 1963. On motion of Commissioner Tucker, seconded by Commissioner Exline a resolution was introduced for first reading for the curbing, guttering and paving of Fourth from f! Minneapolis to Ellsworth. Carried. i - 4 It Resolution Passed: ( Number A resolution was introduced and passed entitled: "A resolution requesting that the state highway commission of Kansas plan and construct a safe pedestrain crossing in the vicinity of broadway and smith streets and providing that the city of Salina be authorized to enter into such agreements with the said highway commission as may be necessary to construct and pay for the same. 1 On motion of Commissioner Tucker, seconded by Commissioner Rundquist the j resolution was approved and read and the following vote was had; Ayes: Spangler, Exline, Rundquist and Tucker (4) Nays: (0) Commissioner Bull absent. Mayor approved the redolution and it is Numbered 2736. Carried. A resolution was introduced and passed entitled: "A contract with Union Pacific Railroad Company; WHEREAS, the Union Pacific Railroad Company has tendered to City of Salina, State of Kansas, an agreement covering the construction, maintenance and operating of a 6 -inch water line and a 21 inch storm sewer across the right of way and under the tracks of the Railroad Company's McPherson Branch at Neal Avenue, Salina, Kansas; said agreement being identified as Railroad Company's C. D. No. 39198-a;. 62 On motion of Commissioner Exline, seconded by Commissioner Tucker the resolution was approved as read and the following vote was had; Ayes: Exline, Spangler, Tucker and Rundquist (4) Nays: (0) Commissioner Bull absent. Mayor approved the resolution and it is Numbered 2737. Carried. A resolution was introduced and passed entitled: "A resolution designating City connecting links in State Highway System," On motion of Commissioner Exline, seconded by Commissioner Tucker the resolution was approved as read and the following vote was had; Ayes: Spangler, Exline, Tucker and Rundquist (4) Nays: (0) Commissioner Bull absent. Mayor approved the resolution and it is Numbered 2738, Carried. Petition number 2710 was filed for 2 hour parking meters on East Iron from 2nd St. to 4th St. On motion of Commissioner Tucker, seconded by Commissioner Rundquist the petition was referred to the City Manager. Carried, Petition number 2711 was filed for a sewer to serve Lots 3 to 11 Inc. Block 9 Replat of Faith Addition, On motion of Commissioner Tucker, seconded by Commissioner Rundquist the petition was referred to the City Manager, Carried. Petition number 2712 was filed for the rezoning of Lots 5, 9, 10 and 11 Block 4 Southern Heights Addition to Business Zone, On motion of Commissioner Exline, seconded by Commissioner Tucker the petition was referred to the City Planning Commission. Carried, Petition number 2713 was filed for the rezoning of Lots 16, 18, 20 Block 63 Military Addition to District "D". On motion of Commissioner Tucker, seconded by Commissioner Rundquist the petition was referred to the City Planning Commission. Carried. On motion of Commissioner Exline, seconded by Commissioner Tucker the City Clerk was authorized to take bids on September 30, 1963 for the following bonds; Carried. FL -193 $260,000.00 20 years 1965 to 1984 Flood Control P-194 $986,218,15 20 years 1965 to 1984 Street Improvements P-195 $803,072,90 10 years 1965 to 1974 Street Improvements S-196 $ 27,803.21 10 years 1965 to 1974 Sewer Improvements City Engineer filed change order #1 on the Water Treatment Plant. On motion of Commissioner Tucker, seconded by Commissioner Rundquist the change order was approved. Carried. On motion of Commissioner Exline, seconded by Commissioner Rundquist the letter from the Director of Utilities, Ron Webster, was approved for the lighting of the Key Acres Water Tower. Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims." On motion of Commissioner Tucker, seconded by Commissioner Exline the ordinance was adopted by sections and on its final adoption the following vote was had; Ayes: Spangler, Exline, Tucker and Rundquist (4) Nays: (0) Commissioner Bull absent. Mayor approved the ordinance and it is Numbered A-1188, Carried. An ordinance was introduced and passed entitled: "An ordinance making an appropriation for the payment of certain claims."
