Commissioners' Meeting
November 15, 1971
The Regular Meeting of the Board of Commissioners met in the Commissioners'
Room, City -County Building, on Monday, November 15, 1971, at four o'clock p.m.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag
and a Moment of Silent Prayer,

Commissioner Weisgerber stated that the sidewalk 'improvements in this letting
might be affected by Resolution Number 3064,
A motion was made by Commissioner Ashton, seconded by Commissioner Cooper to
table for one week, until a decision can be reached on Resolution Number 3064, and the
contract will be awarded at that time,
BIDS WERE RECEIVED for the Gasoline Supply for the Central Garage for the
period of November 19, 1971 through May 18, 1972, The bids were opened and tabulated,
and a motion was made by Commissioner Ashton, seconded by Commissioner Losik to award
the bid to Gulf Oil Company, as low bidder for the six month period. (Ethyl .13271;
Regular ,11511; 3 to 1 ratio ,12831 per gallon) Ayes: (5). Nays: (0). Motion carried.
BIDS WERE RECEIVED for the Diesel Fuel Supply for the period of November 19,
1971 through May 18, 1972, The bids were opened and tabulated, and a motion was made
by Commissioner Ashton, seconded by Commissioner Losik to award the bid to Landes Oil
Company, as low bidder for the six month period, (.10751 per gallon) Ayes: (5).
Nays: (0), Motion carried.
BIDS WERE RECEIVED for the Gasoline Supply for the Fire Department for the
period of November 19, 1971 through May 18, 1972, The bids were opened and tabulated,
and a motion was made by Commissioner Ashton, seconded by Commissioner Losik to award
the bid to Gulf Oil Company, as low bidder for the six month period. (Ethyl .14331

THE CITY ENGINEER reported on Petition Number 3204, which was filed by Jack
Stewart on October 19, 1971, for the construction of sewer and water lines and facilities
for Morton Addition, and said the County Commissioners recommend this area be annexed to
the City.
Mrs Stewart said his client would wait until this is done.
The County Commissioners have, by Resolution, recommended that the recommendati
of the Salina City Planning Commission,, with some alteration, be annexted to the City
Limits, which includes the area between the City Limits and Morton Addition.
A motion was made by Commissioner Cooper, seconded by Commissioner Ashton to
introduce the ordinance for first reading to annex certain areas as recommended by the
County Commission. Ayes: (5). Nays: (0). Motion carried.
Ordinance Passed: Number:
A motion was made by Commissioner Losik, seconded by Commissioner Weisgerber
to table Petition Number 3204, pending annexation of the area in question. Ayes: (5).
Nays: (0). Motion carried.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE changing
the name of a certain street located within the City of Salina, Kansas." (Driftwood
Road, in Riker Manor Addition, to Fairdale Road). A motion was made by Commissioner
Cooper, seconded by Commissioner Ashton to adopt the ordinance as read and the following
vote was had: Ayes: Ashton, Cooper, Losik, Weisgerber, Caldwell (5). Nays: (0). Carried;
The Mayor approved the ordinance and it is numbered 8185. The ordinance was introduced
for first reading November 8, 1971. j
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing
for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof." [Rezoning of the West 2.5 feet of Lot 12, all of
Lot 13, and the East 32.5 feet of Lot 14, Block 9, Replat of Garden Homes Addition to
District "EE" (Local Service District), which was requested in Petition Number 3169,
filed by Central Supply Company, Inc., on June 10, 1971.] A motion was made by
Commissioner Losik, seconded by Commissioner Cooper to adopt the ordinance as read and
the following vote was had: Ayes: Ashton, Cooper, Losik, Weisgerber, Caldwell (5).
Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8186. The
ordinance was introduced for first reading November 8, 1971.
THE CITY MANAGER reported he had just received the figures for the demolition
and clearing the site for the Salina Community Theatre Building at the corner of Third
and Iron. (Referred to the City Manager at the November 8, 1971 meeting). The City
Manager felt a lesser price could be negotiated.
The Director of Services gave an estimate of the manhours and equipment needed
for the demolition and cleanup of the site, on some of the smaller structures.
Commissioner Ashton asked if it is possible to take bids, where the City could
do some of the work, and the larger structures be let out on bid.
A motion was made by Commissioner Weisgerber, seconded by Commissioner Ashton
to instruct the City Clerk to advertise for bids for the demolition and cleanup of the site
at Iron and Third, to be received November 29, 1971. Ayes: (5). Nays: (0). Motion
carried.
THE CITY ENGINEER reported on a letter of inquiry from Carl Ramsey, representing.
the Siler Agency, about the possibility of the City selling a tract of land located east
of North US 81 and south of the flood control dike. (Referred to the City Engineer at
the November 8, 1971 meeting). The City Engineer recommended the City retain ownership
of the property as it has a concrete picnic table or two, located on the property.
Commissioner Weisgerber talked with Carl
Ramsey,
and Mr. Ramsey
said his client
is out of town, and would like to table the matter
for one
week until Mr.
Ramsey has time
to talk with his client to find out what use he has
of the
property.
A motion was made by Commissioner Losik,
seconded
by Commissioner Ashton to
accept the City Engineer's recommendation to retain
the property. Ayes:
(5). Nays: (0).

REPORT FROM THE CITY ENGINEER and City Planner on a request from Lee Haworth
for the re-evaluation of Resolution Number 3064, (Referred to the City Engineer and City
Planner at the November 8, 1971 meeting.)
The City Engineer would like more time to check out the possible use of surety
bonds, etc., and this could probably be done with an extension of one week.
Commissioner Cooper suggested the City Commission, Staff and interested people
get together for a special meeting, and possibly come up with a solution to the problem
of Resolution Number 3064.
Commissioner Ashton suggested a meeting Monday afternoon prior to the evening
meeting.
John Heline said this will probably take a lot of time to discuss everyone's
views.
A motion was made by Commissioner Weisgerber, seconded by Commissioner Cooper
to hold a special meeting next Monday at 3:00 to discuss Resolution Number 3064. Ayes:
Nays: (0). Motion carried.
A MOTION was made by Commissioner Losik, seconded by Commissioner Cooper to
instruct the City Clerk to advertise for bids to be received November 29, 1971 for a
utility pickup for the Fire Department. Ayes: (5). Nays: (0). Motion carried.
A MOTION was made by Commissioner Losik, seconded by Commissioner Cooper to
instruct the City Clerk to advertise for bids to be received November 29, 1971, for a

CITY MANAGER reported on a request from the Squires of Salina, Inc., for
permission to use the runways at the old airport. He said he talked with representatives
of the Squires. They have one meet in December. The City Manager recommended the City
Commission grant them use of the runways at the old airport for their one meet in December,
and then,at a later date, discuss the use of the old runways for next year. A motion was
made by Commissioner Losik, seconded by Commissioner Ashton to accept the City Manager's
recommendation and allow the Squires to use the runways in December and that proper and
legal insurance be on file. Ayes: (5). Nays: (0). Motion carried.
AN APPROPRIATION ORDINANCE was introduced and passed entitled: "AN ORDINANCE
making an appropriation for the payment of certain claims." (bills - $75,207.81). A
motion was made by Commissioner Weisgerber, seconded by Commissioner Ashton to adopt
the ordinance as read and the following vote was had: Ayes: Ashton, Cooper, Losik,
Weisgerber, Caldwell (5). Nays: (0). Carried. The Mayor approved the ordinance and it
is numbered A-1605.
COMMISSION AGENDA
THE COMMISSIONERS reconsidered the Feasibility Report for street improvements,
water mains, sanitary sewers and storm sewers which was filed by the City Engineer at
the November 8, 1971 meeting. A motion was made by Commissioner Losik, seconded by
Commissioner Weisgerber to table the Feasibility Report until Resolution Number 3064 is
j resolved. Ayes: (5). Nays: (0). Motion carried.
COMMISSIONER LOSIK requested the City Commission survey all school zones to
standardize the signs and street markings.
Commissioner Losik mentioned the City is in the process of standardizing all
school zones and is doing a fine job. He feels action has been taken on this problem.
The City Engineer said a new standardized traffic manual has just been adopted
by the State Highway Commission. This will standardize traffic signs all over the Country.
Commissioner Losik thinks this is great, and wants only to keep upgrading the
school crossing signing.
The City Manager showed the Commissioners a prepared map showing all school
crossings, flagmen locations, etc.

I PUBLIC AGENDA
I
A LETTER was received from Seventh Graders from Sacred Heart Junior High School
to appear before the City Commission to talk about a clean up committee to clean up
pollution.
Four young girls were present with their sponsor from Sacred Heart Junior High
School wanted to make the City Commission aware of the trash in Indian Rock Park along
the River. They want to show the Commission that young people are concerned about
pollution of all types.
Commissioner Losik mentioned the fine job the Boy Scouts did on their clean up
this year, and thanked the girls for presenting their views to the Commission.
PETITION NUMBER 3209 was filed by Mrs. Nora Longbine for the removal of stop !
signs on North Fifth at Grand Avenue and Forrest Avenue. A motion was made by Commissioner!
Ashton, seconded by Commissioner Cooper to refer the petition to the City Engineering
Department. Ayes: (5). Nays: (0). Motion carried.

A RESOLUTION was introduced and passed entitled: "A RESOLUTION PROVIDING FOR
COOPERATION IN DEVELOPMENT AND OPERATION OF LOW -RENT HOUSING PROJECTS AND REPEALING
RESOLUTION NUMBER 3095." A motion was made by Commissioner Ashton, seconded by Commissioneir
Weisgerber to adopt the resolution as read and the following vote was had: Ayes: Ashton,
Cooper, Weisgerber, Caldwell (4). Nays: Losik (1). Carried. The Mayor approved the
3 Resolution and it is numbered 3111.
A RESOLUTION was introduced and passed entitled: "A RESOLUTION APPROVING
APPLICATION FOR PRELIMINARY LOAN FOR LOW -RENT PUBLIC HOUSING AND REPEALING RESOLUTION
NUMBER 3094." A motion was made by Commissioner Ashton, seconded by Commissioner
Weisgerber to adopt the Resolution as read and the following vote was had: Ayes: Ashton,
Cooper, Weisgerber, Caldwell (4). Nays: Losik (1). Carried. The Mayor approved the
Resolution and it is numbered 3112,

A LETTER was received from William B. Stokes, Attorney, dated November 10, 1971,
concerning city policy on financing improvements in sub -divisions.

A LETTER was received from the Salina Cultural Arts Commission requesting space
for an office and art gallery in the new Community Theatre Building.
Miss Earlene Lindeman, a member of the Cultural Arts Commission, stated they
want approximately 2,000 square feet of office space and art gallery, plus basement i
storage.
Jack Stewart said he thinks it would be fine to have the Cultural Arts office
in the Community Theatre Building, and he hopes the City Commissioners will help make
this possible.
Commissioner Losik suggested that the information he asked for in items
be available for the meeting next Monday afternoon.
Dr. Livingston feels the Cultural Arts could be a great help in taking
reservations for the use of the Salina Community Theatre Building, and would like to see
the office in the same building.
Miss Lindeman mentioned that Cultural Arts reaches a lot of boys and girls
through the programs they sponsor, such as Kaleidoscope by Hallmark, the Mobile Art
Gallery, Youth Symphony. She said these functions are attended by many boys and girls.
Mrs. Charlotte Stockham said they need space to hold classes and workshops
and they have been unable to find space.
Commissioner Ashton asked if storage and the art gallery could be in the
basement, with a small office upstairs, which would reduce the cost.

Commissioner Losik said if we assume we built the 2,000 square feet for the
Cultural Arts, at approximately $16.00 a square foot, it would be $32,000.00, and he
feels we need a closer figure to see if money is available for this.
The City Attorney stated the need for an estimate of the cost before the City
Commission can do anything. The City has to operate under the cash budget law, and needs
to know where the money will come from.
Commissioner Weisgerber asked the Cultural Arts if they could raise any money
for their office.
Mrs. Stockham didn!t think the Cultural Arts Commission could raise any money.
She feels the City should support this because they are an agency of the City.
Commissioner Losik said he would like to have the architect give an estimated
cost of the space asked for by the Cultural Arts Commission, and with the demolition
bids, maybe a decision could be made at that time,
A motion was made by Commissioner Ashton, seconded by Commissioner Losik
that the request be tabled until November 29, 1971.
A MOTION was made by Commissioner Losik, seconded by Commissioner Cooper that
the Regular Meeting of the Board of Commissioners be adjourned. Ayes: (5). Nays: (0).
