Commissioners' Meeting

The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Monday, October 18, 1971, at four o'clock p.m.
THE MAYOR asked everyone to stand for the Pledge of Allegiance to the Flag and a
Moment of Silent Prayer.
There were present:

BIDS were received on Bond Series P-214 for $245,861.00 for 10 years:
The bids were opened and tabulated by the City Clerk. A motion was made by
Commissioner Ashton, seconded by Commissioner Losik to award the bid to Stern Brothers and
Company, Kansas City, Missouri, for a total interest cost to the City of $58,018.68, with
an average interest rate of 3.58866%, and to introduce an ordinance for first reading
' authorizing the issuance of Internal Improvement Bond Series P-214. Ayes: (4). Nays: (0).

AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing
for the construction of certain sidewalks, for the payment of the cost thereof, and how the
same shall be assessed and the manner of the payment therefor." (Project 71-539)• [sidewalk
on the East side of Tenth Street from Harsh to Hamilton, requested in Petition 3153, filed by!
Mrs. Wayne Darling; sidewalk in front of 233 East Jewell, requested in Petition 3171, filed
by Mrs. Tom Crough; sidewalk in front of 640 North Seventh Street, requested in Petition 3172b
filed by Mrs. Laura Hill; sidewalks on Haskett, Otto, Neptune, and Hageman, requested in

s was made by Commissioner Losik, seconded by Commissioner Ashton to adopt the ordinance as

Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8178. The
ordinance was introduced for first reading October 4, 1971.

A LETTER was received from the Salina City Planning Commission requesting
clarification as to whether the City Commission's statements of policy on open and closed
meetings was intended strictly for the City Commission or whether it is a general policy
to be followed by all boards and commissions of the City. Commissioner Weisgerber moved
that it should be left to each commission and board to conduct its meeting the best way
it sees fit to do so.
Commissioner Losik agreed with Commissioner Weisgerber to leave it up to each
board and commission to establish its own policy on open and closed meetings.
Commissioner Ashton seconded Commissioner Weisgerber's motion. Ayes: (4).
Nays: (0). Motion carried.
PETITION NUMBER 3201 was filed by Dr. Wendell K. Nickell, for the rezoning of
Lot 26, except the East 200 feet thereof on Johnstown Avenue in Surveyor's Plat "G" from
District "C" (Apartment District) to District "DD" (Office District). A motion was made
by Commissioner Weisgerber, seconded by Commissioner Losik to refer the petition to the
Salina City Planning Commission. Ayes: (4). Nays: (0). Motion carried.
PETITION NUMBER 3202 was filed by William P. Fitzgerald, for the rejection of
zoning Petition Number 3192. (Lots 1 - 7, Block 5, Riker Manor Addition, from District "A''
(Second Dwelling House District) TO District "C" (Apartment District). A motion was made
by Commissioner Ashton, seconded by Commissioner Losik to accept the petition. (Action
is unnecessary because of previous action by the petitioner, Salina City Planning Commission
and City Commission.) Ayes: (4). Nays: (0). Motion carried.
PETITION NUMBER 3203 was filed by Dick Foster, for the approval of the preliminary
plat of Morton Addition. A motion was made by Commissioner Losik, seconded by Commissioner
Ashton to refer the petition to the Salina City Planning Commission. Ayes: (4). Nays: (0).,
Motion carried.
THE CITY COMMISSIONERS reconsidered a letter from the Salina City Planning
Commission recommending the adoption of a Local Service District as a part of the Salina
Zoning Ordinance. A motion was made by Commissioner Losik, seconded by Commissioner Ashton
to accept the recommendation of the Salina City Planning Commission and introduce an

THE CITY COMMISSIONERS reconsidered a letter from the Salina City Planning
Commission recommending the adoption of a Restricted Industrial District as a part of the

Salina Zoning Ordinance. A motion was made by Commissioner Losik, seconded by Commissioner
Weisgerber to accept the recommendation of the Salina City Planning Commission and introduce
an ordinance for first reading. Ayes: (4). Nays: (0). Motion carried.

seconded by Commissioner Weisgerber to accept the recommendation of the Salina City
Planning Commission and introduce an ordinance for first reading. Ayes: (4). Nays: (0).

A LETTER was received from the Salina City Planning Commission stating that
Mr. Vance Miller, agent for One -Hundred North Santa Fe Company, requested their petition
(Number 3192) be withdrawn. The Salina City Planning Commission recommends the request
be approved. A motion was made by Commissioner Losik, seconded by Commissioner Ashton to
grant their request to withdraw the petition. Ayes: (4). Nays: (0). Motion carried.

A CEREAL MALT BEVERAGE LICENSE APPLICATION was filed by Eva Maxine Skanks, d/b/a
j Maxine's Tavern, 101-1/2 North Broadway. (New) A motion was made by Commissioner Ashton,
seconded by Commissioner Losik to approve the license application. Ayes: (4). Nays: (0).
Motion carried.
COMMISSIONER ASHTON said when he was in Wichita, he checked with the City Offices
and got a copy of the Wichita Plan, which includes guidelines and ordinances for Commissioner
j meetings. He said under this plan the deadline for items to be submitted for the City
Commission agenda is Thursday Noon. This gives the Commissioners time to do some checking
or study on the matter before the meeting. Another thing is that items on the agenda may
only be discussed for five minutes from the floor. He said he would like to have the City
Attorney be instructed to draw up guidelines similar to the Wichita Plan, suitable for Salina
Commissioner Losik stated he visited with the Commissioner who helped draft the
guidelines for Wichita. He feels doing away with the pre -commission meetings, except for
personnel, litigations and land, is sufficient at this time. He said getting the agenda on
Friday has been a great help to him, because he has time to consider the items before the
Monday Meeting.
Commissioner Weisgerber feels the Commission is here to give the best type of f
government to the people. He feels the Commissioners should discuss an ordinance similar
to the Wichita Plan, dealing with the agenda. Under the Wichita Plan, there is a Commissione s'
Agenda, City Manager's Agenda, and City Clerk's Agenda. He feels the City Commissioners'
j Agenda and City Clerk's Agenda could be together. The City Manager's Agenda would be i
separate.

Commissioner Ashton moved to have the City Attorney draw up a guideline and
i ordinance similar to the Wichita Plan for the City Commissioners to consider at a meeting
prior to the next Commissioners Meeting, and maybe it could be put into effect the first f
part of November.
Commissioner Losik said he thought all five Commissioners should be present, and i
Mrs. Cooper is going to be gone most of this month.

COMMISSIONER LOSIK said that he would like to have an up to date list of all

names may be suggested for appointment.

making an appropriation for the payment of certain claims." (bills - $163,267.23) A
motion was made by Commissioner Losik, seconded by Commissioner Ashton to adopt the
ordinance as read and the following vote was had: Ayes: Ashton, Losik, Weisgerber,
Caldwell M., Nays: (0). Carried. The Mayor approved the ordinance and it is numbered
