08-23-1971 MinutesCity of Salina, Kansas Commissioners' Meeting August 23, 1971 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, August 23, 1971, at seven o'clock p.m. The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and a Moment of Silent Prayer. There were present: Mayor Robert C. Caldwell, Chairman presiding Commissioner Leon L. Ashton Commissioner Norma G. Cooper Commissioner Mike Losik, Jr. Commissioner Jack Weisgerber comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney W. E. Harris, Director of Administration D. L. Harrison, City Clerk Absent: Norris D. Olson, City Manager The Minutes of the Regular Meeting of August 16, 1971 were approved as mailed. A TRAFFIC SAFETY AWARD was presented by Mr. Harold Holtz of the State Highway Commission of Kansas, and was received by Capt. Ken Brown, Sgt. Herb Clark, Don Bassett, Traffic Engineer, and Hobe McCabe, Director of Safety. A LETTER was received from the Salina City Planning Commission recommending the annexation of part of the property requested in Petition Number 3182, which was filed by L. W. Gutsch, agent for Dr. E. L. Loyd, and zoning to District "D". A motion was made by Commissioner Cooper, seconded by Commissioner Ashton to accept the Salina City Planning Commission recommendation for annexation and zoning to District "D", and to introduce the ordinance for first reading. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: Number: THE CITY ENGINEER reported on Petition Number 3188, which was filed by the I.O.O.F. Lodge and Paul Sweeney for a street light 200 feet north of Walnut in the 100 Block of South Third Street, and recommended the light be installed in front of the new I.O.O.F building. A motion was made by Commissioner Losik, seconded by Commissioner Ashton to accept the City Engineer's recommendation and approve the street light. Ayes: (5). Nays: (0). Motion carried. A MOTION was made by Commissioner Ashton, seconded by Commissioner Cooper to set the date of August 30, 1971 as the date to receive bids for water pipe, and instruct the City Clerk to advertise for bids. Ayes: (5). Nays: (0). Motion carried. A REQUEST was received from St. John's Hospital that the area on the north side of '. the street adjacent to the emergency drive be reserved for emergency vehicles and physicians only. A motion was made by Commissioner Losik, seconded by Commissioner Weisgerber to refer' the petition to the Engineering Department. Ayes: (5). Nays: (0). Motion carried. A RESOLUTION was introduced and passed entitled: "WHEREAS, MISS TOY CALDWELL, a resident of the City of Salina, Kansas, because of her talent, intelligence, and poise, has earned the title of Miss Black Kansas; and ..." A motion was made by Commissioner Losik, seconded by Commissioner Cooper to adopt the Resolution as read and the following vote was had: Ayes: Ashton, Cooper, Losik, Weisgerber, Caldwell (5). Nays: (0). The Acting Mayor approved the Resolution and it is numbered 3105. Carried.4 i It was announced that the appointments to the Grievance Committee will be made at the next meeting. Olson, City Manager THE CITY ENGINEER reported on Petition Number 3183 which was filed by John C. Ryberg on July 29, 1971, for sanitary sewers to service Lakewood Addition. The City Engineer reported that the petitioner owns 100% of the property in the benefit district and recommended the petition be accepted for construction. A motion was made by Commissioner Ashton, seconded by Commissioner Weisgerber to accept the City Engineer's recommendation to install the sanitary sewers. Ayes: (5). Nays: (0). Motion carried.
