August 16, 1971
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Monday, August 16, 1971, at four o'clock p.m.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and
a Moment of Silent Prayer.
There were present:

The Minutes of the Regular Meeting and Special Meeting of August 9, 1971 were approved as
The MAYOR PROCLAIMED August 16 - 21, 1971 - "DRUM AND BUGLE CORPS WEEK". The mailed
I proclamation was read by Bill Scott.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE making a
levy of taxes for general revenue and other purposes by the City of Salina, Kansas, for
the year 1971." A motion was made by Commissioner Ashton, seconded by Commissioner Cooper
! to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Cooper, Losik
jWeisgerber (4). Nays: (0). Mayor Caldwell absent. Carried. Acting Mayor approved the
ordinance and it is numbered 8170. The ordinance was introduced for first reading
August 9, 1971.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE relating
to and apportioning and levying special assessments on certain lots and pieces of ground
in the City of Salina, Kansas, to pay the cost of paving and grading of Barne Street with
concrete (Forty-one (41) feet wide from back of curb to back of curb) with ch lay back;
curb, from the north line of North Street to the south line of Lincoln Avenue; paving the
west side of Fourth Street with concrete (Twenty-five (25) feet wide from edge of pavement
to back of curb) from the south line of Crawford Avenue to the north line of Bond Street,
the same being an intervening connecting street; curbing, guttering, paving and grading of
Linden Drive with 6" reinforced concrete (Thirty-three (33) feet wide from back of curb to
back of curb) from the south line of Wayne Avenue, south 120 feet; curbing, guttering,
paving and grading of Shalimar Drive with 6" reinforced concrete (Thirty-three (33) feet
? wide from back of curb to back of curb) from the south line of Wayne Avenue, south 120 feet,`
and relating to and providing for the collection and payment of such assessments." A motion
was made by Commissioner Cooper, seconded by Commissioner Losik to adopt the ordinance as I
read and the following vote was had: Ayes: Ashton, Cooper, Losik, Weisgerber (4). Nays: (0).
Mayor Caldwell absent. Carried. Acting Mayor approved the ordinance and it is numbered
j 8171. The ordinance was introduced for first reading August 9, 1971.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE annexing
certain land to the City of Salina, Kansas, in conformity with the provisions of K. S. A.
1970 Supplement 12-520." (Tracts 8, B, and the north part of G, as recommended in a
letter from the Salina City Planning Commission dated July 15, 1971) A motion was made
by Commissioner Ashton, seconded by Commissioner Losik to adopt the ordinance as read and
the following vote was had: Ayes: Ashton, Cooper, Losik, Weisgerber (4). Nays: (0).
Mayor Caldwell absent. Carried. Acting Mayor approved the ordinance and it is numbered
8172. The ordinance was introduced for first reading August 9, 1971.

A RESOLUTION was introduced for second reading entitled: ''A RESOLUTION determining
necessity of and directing that the owner or owners of certain lots construct, in compliance;
with plans and specifications of the City Engineer, a sidewalk, abutting said lots within
45 days of the adoption and publication hereof and providing that in the event the owner
or owners fail to do so, that the City of Salina shall proceed to construct, or cause to be
constructed, said sidewalk and that the total cost thereof shall be assessed against such
lot or lots on which such saidwalk shall abut as other special assessments.'' (Near J. F.
Kennedy School, 640 North 7th, 233 East Jewell) A motion was made by Commissioner Ashton,
seconded by Commissioner Losik to adopt the Resolution as read and the following vote was
had: Ayes: Ashton, Cooper, Losik, Weisgerber (4). Nays: (0). Mayor Caldwell absent.
Carried. The Acting Mayor approved the Resolution and it is numbered 3104. The Resolution
was introduced for first reading August 9, 1971.
THE CITY ENGINEER reported on Petition Number 3187, for a street light in the
middle of the block (on Aurora, between Roach and Magnolia), which was filed by Ferdinand
Pieschl on August 9, 1971, and recommended that the petition be denied. Street lights are
to be installed on Magnolia Road, which will help the area. A motion was made by Commission$r
Losik, seconded by Commissioner Ashton to accept the recommendation of the City Engineer and
deny the light as requested in the petition. Ayes: (4). Nays: (0). Motion carried.
PETITION NUMBER 3188 was filed by 1.O.O.F. Lodge and Paul Sweeney for a street
light approximately 200 feet north of Walnut, in the 100 block of South Third. A motion
was made by Commissioner Cooper, seconded by Commissioner Losik to refer the petition to
the City Engineer for a report. Ayes: (4). Nays: (0). Motion carried.
A MOTION was made by Commissioner Ashton, seconded by Commissioner Cooper to set
the date of August 30, 1971 at the date to receive bids for the 1971 Resurfacing program
of certain streets, and to instruct the City Clerk to advertise for bids. Ayes: (4).
Nays: (0). Motion carried.
MRS. LARRY JUSTUS asked about a bicycle path on East Crawford. Commissioner
Ashton said he viewed the situation and it looks expensive. The City Engineer will not be
ready to report until sometime in October.
AN APPROPRIATION ORDINANCE was introduced and passed entitled: ''AN ORDINANCE
making an appropriation for the payment of certain claims.'' (bills - $87,758.72) A motion
was made by Commissioner Losik, seconded by Commissioner Ashton to adopt the ordinance as
read and the following vote was had: Ayes: Ashton, Cooper, Losik, Weisgerber (4). Nays: (0).
Mayor Caldwell absent. Carried. Acting Mayor approved the ordinance and it is numbered
