THE SPECIAL MEETING of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Monday, August 9, 1971, at four o'clock p.m.

ENGINEERING JOB 530
The meeting was held for the purpose of acting on the appraisers reports for
Engineering Job 530, for the paving and grading of Barney Street with concrete (Forty-one (41)
feet wide from back of curb to back of curb) with 4 inch lay back curb, from the north line
of North Street to the south line of Lincoln Avenue; paving the West side of Fourth Street
with concrete (Twenty-five (25) feet wide from edge of pavement to back of curb) from the
south line of Crawford Avenue to the north line of Bond Street, the same being an intervening
connecting street; the curbing, guttering, paving and grading of Linden Drive with 6 inch
reinforced concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the
south line of Wayne Avenue, south 120 feet; the curbing, guttering, paving and grading of
Shalimar Drive with 6 inch reinforced concrete (Thirty-three (33) feet wide from back of
curb to back of curb) from the south line of Wayne Avenue, south 120 feet.
No protests, written or oral, were filed.
A motion was made by Commissioner Ashton, seconded by Commissioner Losik to approve!
the appraisers report as read, and to introduce the assessment ordinance for first reading.
Ayes: (5). Nays: (0). Motion carried.

The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Monday, August 9, 1971, at four o'clock p.m.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and
a Moment of Silent Prayer.

The Minutes of the Regular Meeting of August 2, 1971 were approved as mailed.
PUBLIC HEARING on the 1972 Proposed Budget was postponed until 7:30 P.M.
A MOTION was made by Commissioner Cooper, seconded by Commissioner Ashton to
introduce a Resolution for first reading determining the necessity of and directing that they
owner or owners of certain lots construct, in compliance with the plans and specifications
of the City Engineer, a sidewalk, abutting said lots within 45 days of the adoption and
publication of the Resolution and providing that in the event the owner or owners fail to
do so, that the City of Salina shall proceed to construct, or cause to be constructed, said
sidewalk and that the total cost thereof shall be assessed against such lot or lots on which!
such sidewalk shall abut as other special assessments." Ayes: (5)• Nays: (0). Motion

AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE levying
special assessments against certain lots and pieces of property to pay the cost of abatement
of nuisances." (for lot clean up, removal of trees, etc.) A motion was made by Commissionet
Weisgerber, seconded by Commissioner Cooper to adopt the ordinance as read and the following
vote was had: Ayes: Ashton, Cooper, Losik, Weisgerber, Caldwell (5). Nays: (0). Carried.
The Mayor approved the ordinance and it is numbered 8168. The ordinance was introduced for
first reading August 2, 1971.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE levying
special assessments against certain lots and pieces of property to pay the cost of cutting
weeds on certain lots and parts of lots and the parkways abutting thereon in the City of
Salina, Kansas." A motion was made by Commissioner Weisgerber, seconded by Commissioner
Ashton to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Cooper,!
Losik, Weisgerber, Caldwell (5)• Nays: (0). Carried. The Mayor approved the ordinance
and it is numbered 8169. The ordinance was introduced for first reading August 2, 1971.
A LETTER was received from the Salina City Planning Commission recommending the
annexation of the area south of Crawford and north of McAdams Road, extended east to the
present City Limits. A motion was made by Commissioner Ashton, seconded by Commissioner
Cooper to accept the Salina City Planning Commission recommendation. Ayes: (5)• Nays: (0).!
Motion carried.
A MOTION was made by Commissioner Weisgerber, seconded by Commissioner Ashton to
introduce an ordinance for first reading annexing tracts 8 and B, as recommended by a
letter from the Salina City Planning Commission, dated July 15, 1971, and the area south of
Crawford and north of McAdams Road, extended east to the present City Limits, as recommended
in the Salina City Planning Commission letter referred to above. Ayes: (5)• Nays: (0).

A LETTER was received from the Salina City Planning Commission recommending the
City Commission approve the request from Robert Frobenius for the withdrawal of Petition
Number 3168 (which was filed for the rezoning of the north 200 feet of the NE 1/4 of the
NE 1/4 of Section 19-14-2) A motion was made by Commissioner Losik, seconded by Comm issioneI
Cooper to accept the Salina City Planning Commission recommendation and approve the request
to withdraw the petition. Ayes: (5). Nays: (0). Motion carried.
THE CITY ENGINEER reported for the Traffic Engineer, on the request from T. M. Siler,
Realtor, for the removal of the parking meters on the north side of the 100 Block of East
Mulberry from Santa Fe Avenue to the alley, that they got with Mr. Siler and worked out a
parking plan so no parking meters will need to be removed. A motion was made by Commissioner
Ashton, seconded by Commissioner Losik to accept the report. Ayes: (5). Nays: (0). Motion!
carried.
A RESOLUTION was introduced and passed entitled: "A RESOLUTION providing for the
method of amendment of the Personnel Manual, amending Section 2 of Resolution Number 3080
and repealing said original section." A motion was made by Commissioner Losik, seconded
by Commissioner Cooper to adopt the Resolution as read and the following vote was had:
Ayes: Ashton, Cooper, Losik, Weisgerber, Caldwell (5). Nays: (0). Carried. The Mayor
approved the Resolution and it is numbered 3102.
A RESOLUTION was introduced and passed entitled: "A RESOLUTION adopting and
approving certain amendments to the Personnel Manual as provided by Resolution Number 3080,
dated July 25, 1971." A motion was made by Commissioner Losik, seconded by Commissioner
Weisgerber to adopt the Resolution as read and the following vote was had: Ayes: Ashton,
Cooper, Losik, Weisgerber, Caldwell (5). Nays: (0). Carried. The Mayor approved the
Resolution and it is numbered 3103.
The Grievance Committee will be appointed by the City Commission at a later date.

PETITION NUMBER 3185 was filed by John C. Ryberg, for the approval of the
preliminary plat of Lakewood Addition. A motion was made by Commissioner Weisgerber, j
seconded by Commissioner Losik to refer the petition to the Salina City Planning Commission.
Ayes: (5). Nays: (0). Motion carried.

PETITION NUMBER 3186 was filed by Emerson L. Hawk, 405 1/2 East Iron Avenue, for
the rezoning of Block 22 less the East 168.8 feet, Surveyor's Plat 8, from Districts "A"
and "B" (all vacant land) to District "C" (Apartment District). A motion was made by 5
Commissioner Cooper, seconded by Commissioner Ashton to refer the petition to the Salina
City Planning Commission. Ayes: (5). Nays: (0). Motion carried.

PETITION NUMBER 3187 was filed by Ferdinand Pieschl, 2344 Aurora Avenue, for a
street light in the middle of the block. (On Aurora, between Roach and Magnolia) A motion
was made by Commissioner Ashton, seconded by Commissioner Losik to refer the petition to
the City Engineer for study and a report. Ayes: (5). Nays: (0). Motion carried.
THE MAYOR, with the approval of the City Commissioners, made the following
appointment:

AN APPROPRIATION ORDINANCE was introduced and passed entitled: "AN ORDINANCE
making an appropriation for the payment of certain claims." (bills - $1,298,446.25)
A motion was made by Commissioner Losik, seconded by Commissioner Cooper to adopt the
ordinance as read and the following vote was had: Ayes: Ashton, Cooper, Losik, Weisgerber,
Caldwell (5). Nays: (0). Carried. The Mayor approved the ordinance and it is numbered
A-1591.
AN APPROPRIATION ORDINANCE was introduced and passed entitled: "AN ORDINANCE
making an appropriation for the payment of certain claims." (payroll - $102,225.47)
A motion was made by Commissioner Losik, seconded by Commissioner Ashton to adopt the
ordinance as read and the following vote was had: Ayes: Ashton, Cooper, Losik, Weisgerber,
Caldwell (5). Nays: (0). Carried. The Mayor approved the ordinance and it is numbered
A-1592.
A MOTION was made by Commissioner Losik, seconded by Commissioner Weisgerber
that the meeting recess until 7:30 P.M.
The Commissioners reconvened to consider the 1972 Proposed Budget at 7:30 P.M.
Mayor Caldwell stated the Commissioners feel the budget is an efficient and
reasonable budget for the coming year. He said there will be some reviews and studies
made in different areas between now and the first of the year.
Several interested tax payers asked questions and compared Salina with other
cities.
Mr. Robert Frobenius read from an eight page prepared statement comparing
Salina with other cities, mostly in Missouri. He compared tax rate and total expenditures.'
He mentioned different areas of concern in the proposed budget, that some items should be
cut 5% instead of raised 5%.
Commissioner Cooper feels this is a very efficient budget. The budget is the
maximum,the departments can underspend, not overspend. The areas for review will be the
Fire and Police Pension Funds, Industrial Development Fund, Water Rates and Cemetery Rates.'
The only increases in salaries are for the cost of living and merit raises for those who
merit an increase in their classification, during the coming year. She feels the budget
gives the best service for the dollar spent.
Commissioner Losik stated the Commission controls the budget and feels the
Commission will review the administration and utilization of personnel and equipment in
various areas of the budget during the coming year.
Mr. W. 0. Brown, Saline County Taxpayers Association, asked several questions
concerning the budget. He stated it is a wonderful budget and he has all the confidence
in the world that the Commission will make it work to the best interest of the City.
A motion was made by Commissioner Ashton, seconded by Commissioner Weisgerber
to approve the 1972 Budget as submitted, and to introduce a tax levy ordinance for first
reading. Ayes: (5). Nays: (0). Motion carried.
