08-02-1971 MinutesCity of Salina, Kansas Commissioners' Meeting August 2, 1971 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, August 2, 1971, at four o'clock p.m. The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and a Moment of Silent Prayer. There were present: Mayor Robert C. Caldwell, Chairman presiding i Commissioner Leon L. Ashton j Commissioner Norma G. Cooper Commissioner Mike Losik, Jr. Commissioner Jack Weisgerber comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of July 26, 1971 were approved as mailed. BIDS were received for the demolition of thirteen Unsafe Structures: 1 Bob Smith Salvage Company, Solomon, Kansas $3,175.00 Bob Albers Construction, Inc. Salina, Kansas 4,300.00 Ark Wrecking Company Inc. Wichita, Kansas 5,942.00 Wilson Constructors, Inc. Salina, Kansas 10,987.00 A motion was made by Commissioner Ashton, seconded by Commissioner Cooper to award the bid to Bob Smith Salvage Company, subject to the checking of the bid by the Engineering Department. Ayes: (5). Nays: (0). Motion carried. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE annexing certain land to the City of Salina, Kansas, in conformity with the provisions of K. S. A. 1970 Supplement 12-520." (Tracts 9 and 6 and that portion of 7 for which a "Consent to Annexation" has been filed and those portions of E and A which are platted, as recommended in a letter from the Salina City Planning Commission dated July 15, 1971) A motion was made by Commissioner Weisgerber, seconded by Commissioner Losik to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Cooper, Losik, Weisgerber, Caldwell (5). Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8167. The ordinance was introduced for first reading July 26, 1971. THE CITY ENGINEER reported on Petition Number 3175, (Which was filed by Mrs. Rom Drummond, President of John F. Kennedy PTA on July 8, 1971, for the construction of sidewalks on the east side of Neptune between Otto and Venus, on the south side of Otto between Haskett and Neptune; on the west side of Haskett between Otto and Harold; on the east side of Hageman between Yale and Otto) that the petition has over 25 registered voters in the precinct who signed the petition, and that these sidewalks are on a direct route to the school. A motion was made by Commissioner Cooper, seconded by Commissioner Ashton to have the City Staff notify the property owners, and prepare a resolution to be put on the agenda next week. Ayes: (5). Nays: (0). Motion carried. THE CITY ENGINEER reported on Petition Number 3178, (which was filed by the residents of Belmont Addition on July 21, 1971, for a street light at the intersection of Montclair Drive and Quincy) and recommended a street light be installed. A motion was made by Commissioner Losik, seconded by Commissioner Ashton to accept the City Engineer's recommendation and approve the street light. Ayes: (5). Nays: (0). Motion carried. 1 THE CITY CLERK reported on Petition Number 3180, (which was filed by the property owners in the benefit district of the improvement of East Crawford, protesting the method of assessment of the improvement on East Crawford Avenue (Project 71-505) that the petition+ was signed by 84% of the resident property owners owning 95% of the property in the benefit district. A motion was made by Commissioner Losik, seconded by Commissioner Ashton that no improvements, such as pavement, be done at this time on East Crawford. Ayes: (5). Nays: (0). Motion carried. THE BUILDING INSPECTION DEPARTMENT AND FIRE DEPARTMENT reported on Petition Number 3174, (which was filed by Lucyle Hanson on July 2, 1971, concerning the property at 415 East Mulberry) that the building is unsafe for occupancy, expecially as a theatre or for public assembly, and recommended the City Commissioners suggest that the Board of Education give serious consideration to demolishing this building as soon as possible. A motion was made by Commissioner Weisgerber, seconded by Commissioner Cooper, to accept the Report and forward a copy to the Unified School District # 305. Ayes: (5). Nays: (0). Motion carried. A CEREAL MALT BEVERAGE License Application was filed by Lloyd E. Smith, d/b/a The Den, 260 Smithers. (new) A motion was made by Commissioner Losik, seconded by Commissioner Cooper that the license application be approved. Ayes: (5). Nays: (0). Motion carried. PETITION NUMBER 3182 was filed by Dr. E. L. Loyd (by L. W. Gutsch) for the annexation of the NW' of the SE4 lying north of Interstate Highway 70 (except the west 66 feet thereof) of Section 35, Township 13 South, Range 3 West of the Sixth Principal Meridian, and placed in District "F" (Light Industrial). A motion was made by Commissioner Weisgerber, seconded by Commissioner Losik to refer the petition to the Salina City Planning Commission for their consideration. Ayes: (5). Nays: (0). Motion carried. PETITION NUMBER 3183 was filed by John C. Ryberg, 1100 West Crawford for sewers to serve a tract of land described on an attached survey. Consideration should be given to the future development of Lakewood Addition and Lakewood Park. A motion was made by Commissioner Ashton, seconded by Commissioner Losik to refer the petition to the Engineering) Department. Ayes: (5). Nays: (0). Motion carried. PETITION NUMBER 3184 was filed by John C. Ryberg, 1100 West Crawford, for the rezoning of all of Block 8, Belmont Addition from District "A" (Church) to District "DD" (Office District) A motion was made by Commissioner Cooper, seconded by Commissioner Ashton to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. A LETTER was received from T. M. Siler, Realtor, requesting the removal of the parking meters on the north side of the 100 Block of East Mulberry from Santa Fe Avenue to the alley. A motion was made by Commissioner Losik, seconded by Commissioner Weisgerber to refer the letter of request to the Traffic Engineer for a report. Ayes: (5). Nays: (0). Motion carried. A MOTION was made by Commissioner Ashton, seconded by Commissioner Weisgerber to introduce an ordinance for first reading levying special assessments against certain lots and pieces of property to pay the cost of abatement of nuisances. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: Number: A MOTION was made by Commissioner Weisgerber, seconded by Commissioner Ashton to introduce an ordinance for first reading levying special assessments against certain lots and pieces of property to pay the cost of cutting weeds on certain lots and parkways abutting thereon in the City of Salina, Kansas. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: Number: Mr. Gene Scheibmeir, Manager of Central Supply Company asked about the Zoning of the property on East Prescott. He was told the zoning would be considered at the Salina City Planning Commission meeting tomorrow. Mrs. Larry Justus was present and stated that since there will be no improvements on East Crawford, she is concerned about pedestrian and bicycle traffic on this street. She! feels a pedestrian and bicycle lane should be built on one side or the other for those who walk or ride bicycles on the street. Commissioner Ashton said he thinks this should be taken under consideration and referred to the Engineering Department for study.
