Commissioners' Meeting
June 14, 1971
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Monday, June 14, 1971, at four o'clock p.m.
The Mayor asked everyone to stand for'the Pledge of Allegiance to the Flag and
a Moment of Silent Prayer.
There were present:
Acting Mayor Jack Weisgerber, Chairman presiding

Commissioner Norma G. Cooper
Commissioner Mike Losik, Jr.
comprising a quorum of the Board, also:

The Minutes of the Regular Meeting and Special Meeting of June 7, 1971, were
approved as mailed.
THE CITY COMMISSIONERS considered a letter from the Salina City Planning
Commission recommending the City Commission negotiate the reorganization of planning
activity with the County Commission to conform with Condition Number 2, as proposed by
the Planning Commission Study, March 1971, by Bucher and Willis Consulting Engineers and
Architects. A motion was made by Commissioner Losik, seconded by Commissioner Cooper to
accept the recommendation of the Salina City Planning Commission. Ayes: (4). Nays: (0).
Motion carried.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE relating
to and apportioning and levying special assessments on certain lots and pieces of ground in
the City of Salina, Kansas, to pay the cost of constructing Lateral Sanitary Sewer District
Number 512, and relating to and providing for the collection and payment of such assessments.'
(Engineering Project 71-531) A motion was made by Commissioner Ashton, seconded by
Commissioner Losik to adopt the ordinance as read and the following vote was had: Ayes:
Ashton, Cooper, Losik, Weisgerber (4). Nays: (0). Mayor Caldwell absent. Carried.
Acting Mayor Weisgerber approved the ordinance and it is numbered 8162. The ordinance was
introduced for first reading June 7, 1971.
AN ORDINANCE was introduced for second reading entitled : "AN ORDINANCE providing
for the vacation of a certain alley in Pacific Addition to the City of Salina, Saline
County, Kansas." A motion was made by Commissioner Cooper, seconded by Commissioner Ashton
to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Cooper, Losik,
Weisgerber (4). Nays: (0). Mayor Caldwell absent. Carried. Acting Mayor Weisgerber
approved the ordinance and it is numbered 8163. The ordinance was introduced for first
reading June 7, 1971. (The vacation of the alley was requested in Petition Number 3159
which was filed by Ben Vidricksen on May 6, 1971)
COMMISSIONER ASHTON moved to introduce and pass a resolution entitled: "A
RESOLUTION authorizing and ordering certain curbing, guttering, paving and grading
improvements, ordering preparation of plans and specifications, and the estimate of
costs." (Engineering Project 71-505 - East Crawford Avenue) The motion died for the
lack of a second.

THE CITY ENGINEER reported for the Traffic Engineer regarding traffic control
' at the intersection of Crawford Avenue and the Missouri Pacific Railroad tracks. The
Traffic Engineer did not recommend the removal of the existing traffic control or the
installation of actuated signals which would operate only during the time a train is i
approaching the crossing. He said this would be the same as no traffic control at all
except during the time a train is approaching the crossing. He thinks this type of
traffic control would only encourage higher speeds which would causea loss of control of
vehicles using this crossing because of the change in grade on Crawford Avenue. A motion
was made by Commissioner Cooper, seconded by Commissioner Ashton to accept the Traffic
Engineer's report to leave the traffic control as it is. Ayes: (4). Nays: (0). Motion
carried.
THE CITY ENGINEER reported for the Traffic Engineer regarding traffic control
at the intersection of Crawford Avenue and Fourth Street. The Traffic Engineer did not
recommend signals be installed at this time, but did recommend that Fourth Street west
of the tracks be designated as a one way street south bound from Crawford Avenue to Cloud
Street and Fourth Street east of the tracks be designated as a one way street north bound.
A motion was made by Commissioner Ashton, seconded by Commissioner Cooper to accept the
Traffic Engineer's report. Ayes: (4). Nays: (0). Motion carried.
THE CITY COMMISSIONERS considered a Resolution approving application for
preliminary loan for Low Rent Public Housing, and a resolution providing for cooperation
in development and operation of Low Rent Housing Project. A motion was made by Commissioner
Losik, seconded by Commissioner Cooper to table the resolutions for one week, so the Mayor
can be present. Ayes: (4). Nays: (0). Motion carried.
Mr. McPhail, Mr. Tallman and Mr. Worth were present, and the City Commissioners
asked them several questions relating to the resolutions. j
r PETITION NUMBER 3170 was filed by Walter Bernhardt for a street light in the
center of the 700 Block of Osage. A motion was made by Commissioner Cooper, seconded by
Commissioner Ashton to refer the petition to the City Engineer to be checked. Ayes: (4).
Nays: (0). Motion carried.
THE CITY COMMISSIONERS Considered the proposed "Four Rivers Resource Conservation
and Development Project'. A motion was made by Commissioner Losik, seconded by Commissioner';
Ashton to approve the agreement and authorize the Acting Mayor to sign. Ayes: (4).
Nays: (0). Motion carried.
ACTING MAYOR WEISGERBER announced that a resolution will probably be considered
at the next meeting setting one evening Commission meeting to be held each month. He is
not sure which week the evening meeting will be held; they will have to decide later, after
a discussion with the staff.
A MOTION was made by Commissioner Losik, seconded by Commissioner Cooper that an
Order be filed with the Clerk of the District Court for the demolition of 13 structures:

Commissioner Cooper asked if the applications could be made separately, as to
the number of units or categories, rather than as a package deal.
Mr. McPhail replied that it can be done, but it will take longer to have the
applications processed if they are filed separately.
Commissioner Losik feels the Citizens' Advisory Committee needs more information.
He doesn't feel that the vote of the 14 members present at the Citizens' Advisory Committee
meeting, out of 44 members, was a valid opinion of the public. Commissioner Losik said,
of the 14 members present at the meeting, nine members voted for the project and four voted
against it.
PETITION NUMBER 3169 was filed by Central Supply Company, Inc., 640 North Santa Fe
Avenue, for the rezoning of the East 32.5 feet of Lot 14, all of Lot 13, and the West 2.5
feet of Lot 12, Block 9, Replat of Garden Homes Addition (832 East Prescott Road) from
District "D" (Local Business District) to District "E" (General Gusiness District). A i
motion was made by Commissioner Losik, seconded by Commissioner Cooper to refer the petition
to the Salina City Planning Commission. Ayes: (4). Nays: (0). Motion carried.

COMMISSIONER COOPER made a statement (addressed to Mr. Frank Langshaw) that
the funding of the demolition of the 13 structures will come from Contingencies.
THE CITY ENGINEER filed Final Estimate for Job 525 for Upper Mill Heights
Addition Number 2 Improvements, for Brown & Brown, Inc., in the amount of $20,342.91.
A motion was made by Commissioner Ashton, seconded by Commissioner Cooper to approve
the estimate for payment. Ayes: (4). Nays: (0). Motion carried.
AN APPROPRIATION ORDINANCE was introduced and passed entitled: ''AN ORDINANCE
making an appropriation for the payment of certain claims.'' A motion was made by
Commissioner Losik, seconded by Commissioner Ashton to adopt the ordinance as read and
the following vote was had: Ayes: Ashton, Cooper, Losik, Weisgerber, (4). Nays: (0).
Mayor Caldwell absent. Carried. Acting Mayor Weisgerber approved the ordinance and
it is numbered A-1585• (bills - $87,031.01)
A MOTION was made by Commissioner Ashton, seconded by Commissioner Losik that
the Regular Meeting of the Board of Commissioners be adjourned. Ayes: (4). Nays: (0).
Motion carried.
