05-10-1971 Minutes1 J 1 City of Salina, Kansas Commissioners' Meeting May 10, 1971 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, May 10, 1971, at four o'clock p.m. The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and a Moment of Silent Prayer. There were present: Mayor Robert C. Caldwell, Chairman presiding Commissioner Norma G. Cooper Commissioner Mike Losik, Jr. Commissioner Jack Weisgerber comprising a quorum of the Board,also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: Commissioner Leon L. Ashton The Minutes of the Regular Meeting of May 3, 1971, were approved as mailed. THE MAYOR PROCLAIMED May 9 - 15, 1971 - "NAVY NURSE CORPS WEEK". The proclamation was read by Chief John Munsterman. I THE MAYOR PROCLAIMED Saturday, May 15, 1971 - "FIRE FIGHTER MUSCULAR DYSTROPHY ASSOCIATION OF AMERICA DAY" in honor of their second annual Fire Fighter Boot Brigade. The proclamation was read by Mrs. Kay Richards, member of the Ladies Auxiliary of Local 782.: THE MAYOR PROCLAIMED May 23 - 29, 1971 - "REALTOR WEEK'. The proclamation was read by Mr. Glenn Mason. MRS. NATHALIE GAWTHROP, Executive Secretary of the American Red Cross presented an award to Police Officers Marvin Pratt and James Miller for their mouth-to-mouth recesitation in saving the life of a three year old girl. BIDS were received for the Sale of the Old City Hall and Police Department Site and Improvements. Mr. D. A. Nelson submitted a bid of $45,000.00 for the site and the improvements, or $50,000.00 for site with the improvements cleared. A MOTION was made by Commissioner Losik, seconded by Commissioner Cooper not to take any action for a period of two weeks. Ayes: (4). Nays: (0). Motion carried. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE pertaining to the regulation, control, and licensing of dogs within the City of Salina, Kansas, and providing for procedures therefor; providing for the issuance of special permits for operation of kennels within specified areas and setting the fee therefor; amending Article II of Chapter 8 of The Salina Code and repealing said original section. (Tabled for two weeks at the April 26, 1971 meeting) A motion was made by Commissioner Cooper, seconded by Commissioner Weisgerber to adopt the ordinance as read and the following vote was had: Ayes: (0). Nays: Cooper, Losik, Weisgerber, Caldwell (4). Commissioner Ashton absent. The ordinance was disapproved. Ordinance Passed: _# Number: I A RESOLUTION was introduced for second reading entitled: ''A RESOLUTION determining the necessity of and directing that the owner or owners of certain lots construct or reconstruct, in compliance with plans and specifications of the City Engineer, a sidewalk abutting said lots within 45 days of the adoption and publication hereof and providing that in the event the owner or owners fail to do so, that the City of Salina, shall proceed to construct or reconstruct or cause to be constructed said sidewalk and that the total cost thereof shall be assessed against such lot or lots on which such sidewalk shall abut as other special assessments.'' (Sidewalk on the east side of Tenth Street from Harsh Avenue to Hamilton Avenue, requested in Petition Number 3153 which was filed by Mrs. Wayne Darling on April 16, 1971) A motion was made by Commissioner Weisgerber seconded by Commissioner Losik to adopt the Resolution as read and the following vote was had: Ayes: Cooper, Losik, Weisgerber, Caldwell (4). Nays: (0). Commissioner Ashton absent. The Mayor approved the Resolution and it is numbered 3088. The Resolution was introduced for first reading May 3, 1971. AN ORDINANCE was introduced for second reading entitled: ''AN ORDINANCE exempting persons employed in the construction or prefabrication of modular residential structures from the license requirements of Section 9-130 of The Salina Code.'' (Tabled for three weeks at the April 19, 1971 meeting) AN ORDINANCE was introduced for second reading entitled: ''AN ORDINANCE providing the method for the electrical inspection of structures constructed or assembled other than at their ultimate location and excepting the same from the provisions of Section 9-166 of The Salina Code.'' (Tabled for three weeks at the April 19, 1971 meeting) AN ORDINANCE was introduced for second reading entitled: ''AN ORDINANCE providing the method of inspection of plumbing facilities installed in structures which are built or assembled other than at their ultimate location and excepting the same from the inspections required in the Uniform Plumbing Code, Section 1-13." (Tabled for three weeks at the April 19, 1971 meeting) AN ORDINANCE was introduced for second reading entitled: ''AN ORDINANCE exempting persons employed in the construction of prefabricated, or modular residential structures from the license requirements of Section 1.10 of The Uniform Plumbing Code.'' (Tabled for three weeks at the April 19, 1971 meeting) A MOTION was made by Commissioner Losik, seconded by Commissioner Weisgerber to table the 4 above described ordinances until a report is made by the Building Code Advisory Board. Ayes: (4). Nays: (0). Motion carried. A TREE TREATING License Application -was filed by Lowell Montgomery, d/b/a Montgomery Termite and Pest Control, Bridgeport, Kansas. (Renewal) A motion was made by Commissioner Weisgerber, seconded by Commissioner Cooper to approve the license application. Ayes: (4). Nays: (0). Motion carried. A SURETY ON BAIL BOND License Application was filed by E. P. Nichols, d/b/a Nichols Bail Bond, West State Street Road. (Renewal) A motion was made by Commissioner Cooper, seconded by Commissioner Losik to approve the license application. Ayes: (4). Nays: (0). Motion carried. A SURETY ON BAIL BOND License Application was filed by Ralph Bennett, d/b/a B & K Bonding, 651 South Ohio. (Renewal) A motion was made by Commissioner Weisgerber, seconded by Commissioner Losik to approve the license application. Ayes: (4). Nays: (0). Motion carried. A SURETY ON BAIL BOND License Application was filed by Jack Kindlesparger, Agent for B & K Bonding, 651 South Ohio. (Renewal) A motion was made by Commissioner Cooper, seconded by Commissioner Weisgerber to approve the license application. Ayes: (4). Nays: (0). Motion carried. PETITION NUMBER 3157 was filed by Ben Vidricksen for the closing of an alley between Eleventh and Twelfth Streets running north and south from Broadway to an alley running east and west from Eleventh to Twelfth. A motion was made by Commissioner Weisgerber, seconded by Commissioner Cooper to refer the petition to the Salina City Planning Commission. Ayes: (4). Nays: (0). Motion carried. PETITION NUMBER 3158 was filed by Ben Vidricksen for the closing of an alley between Eleventh and Twelfth Streets, running east and west between Broadway and Grand Avenue. A motion was made by Commissioner Weisgerber, seconded by Commissioner Cooper to refer the petition to the Salina City Planning Commission. Ayes: (4). Nays: (0). Motion carried. PETITION NUMBER 3159 was filed by Ben Vidricksen for the closing of an alley between Twelfth and Thirteenth Streets running east and west between Broadway and Grand Avenue. A motion was made by Commissioner Weisgerber, seconded by Commissioner Cooper to refer the petition to the Salina City Planning Commission. Ayes: (4). Nays: (0). i Motion carried. i THE MAYOR, with the approval of the City Commissioners, made the following appointments: i Electrical Code Panel Neil Swander, Journeyman Electrician, reappointed for a 5 year term to April 6, 1976 i Plumbers and Gas Fitters Examining Board ' Ronald R. Tremblay, Deputy Building Official, reappointed for a 2 year term to May 1, 1973 Clifford Johnson, Master Plumber, reappointed for a 2 year term to May 1, 1973 Salina City Planning Commission I John Ryberg, reappointed for a 3 year term to May 1, 1974 Zoning Board of Appeals William F. REV. J. E. JONES was present and stated that the Housing Sub-committee of the Citizens Advisor Committee was given 30 days to stud the Low-Rent Housing. He said the Y 9 Y Y 9• sub-committee has not had a meeting yet, but will do so tomorrow or the next day, and will file a report with the Citizens Advisory Committee. He asked for a 10 day extension. A motion was made by Commissioner Losik, seconded by Commissioner Weisgerber that it is a reasonable request and that it be honored. Ayes: (4). Nays: (0). Motion carried. MR. JOHN KIPLEY presented a petition (later numbered 3160) for a stop sign at Lewis and Minneapolis Streets. A motion was made by Commissioner Cooper, seconded by i Commissioner Losik to refer the petition to the Traffic Engineer for study. Ayes: (4). r } Nays: (0). Motion carried. COMMISSIONER LOSIK announced, on behalf of the City Commissioners, that the i Personnel Manual will be reviewed for any necessary additions or amendments.
