04-12-1971 MinutesCity of Salina, Kansas Commissioners' Meeting April 12, 1971 i The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, April 12, 1971, at four o'clock p.m. The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and a Moment of Silent Prayer. Harrison, City Clerk I I Absent: r None I The Minutes of the Regular Meeting of April 5, 1971, were approved as mailed. THE MAYOR PROCLAIMED the week of April 11 - 17, 1971 - ''BARBERSHOP HARMONY WEEV"' The proclamation was read by Keith Olson, of the Salina Crossroads Chapter of the Society for the Preservation and Encouragement of Barber Shop Quartet Singing in America. THE MAYOR PROCLAIMED the week of April 12 - 17, 1971 - ''KANSAS BANK WEEK''. The proclamation was read by Jerry Simpson. THE CITY ENGINEER filed Plans and Specifications for the Water Reservoir Roof at the old Camp Phillips location (Project Number 71-534). A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to accept the Plans and 1 Specifications as filed and instruct the City Clerk to advertise for bids to be received May 3, 1971. Ayes: (5). Nays: (0). Motion carried. THE CITY ENGINEER filed a Feasibility Report as instructed by Resolution Number 3084, for the curbing, guttering and paving of East Crawford Avenue, from the Smoky Hill River Bridge to Marymount Road. (Project Number 71-505) The City Engineer presented two alternates in the feasibility report; Alternate Number 1 for a 53 foot street from curb to curb (4 lanes), and Alternate Number 2 for a 38.5 foot street from I curb to curb (3 lanes). A motion was made by Commissioner Millikan, seconded by Commissioner Ashton to accept the feasibility report, Alternate Number 2, for 3 lanes and instructed that the proper resolution be prepared for the next meeting setting the date for a public hearing. Motion carried. i A LETTER was received from the Salina City Planning Commission recommending that Petition Number 3151, requesting the vacation of Fawn Street, including building setback requirements, from Schippel Drive to Albert Street, be approved. A motion was made by Commissioner Ashton, seconded by Commissioner Millikan to accept the recommendatioh of the Salina City Planning Commission and approve the vacation of Fawn Street, and introduce an ordinance for first reading. Ayes: (5)• Nays: (0). Motion carried. Ordinance Passed: Number: I A LETTER was received from the Citizens' Advisory Committee regarding Public i Low -Rent Housing and Housing for the Elderly. Rev. J. E. Jones reported on the meeting of the Minority Housing Sub -Committee of the Citizens' Advisory Board, which made the following recommendation: ''The Minority Housing Sub -Committee recommends to the Citizens' Advisory Committee the approval of the application for a $74,000.00 grant for the purpose of a survey to determine the need of housing for the elderly and low income families.'' e Elaine Bednarz stated that she felt they approved the planning money and also the application for low -rent housing and housing for the elderly. Mr. Virg Lundberg, member of the Citizens' Advisory Committee for Community Improvement stated there was no quorum present at the meeting, but there was no objection to housing for the elderly by the committee members present. A letter was read from E. H. Hagan, Chairman of the Citizens' Advisory Committee for Community Improvement, which mentioned that everyone was confused about what they are approving. Mr. Dick Worth, of the Urban Renewal Agency, agreed that the meeting was in a state of general confusion. He stated that after a call to all members of the Housing Authority, they approved the filing for a grant for planning for 125 units for housing for the elderly, and the low -rent housing application be returned to the Citizens' Advisory Committee for study; this reduces the planning grant from $74,000.00 to $50,000.( Rev. Jones felt the majority of the poor members of the commission were not present at the meeting because of the short notice. Commissioner Rundquist asked Rev. Jones if he agreed with the recommendation to start on the housing for the elderly. He replied, ''Yes, it is a start''. Mr. Dwight Tolle said he thought he was a member of the Citizens' Advisory Committee but was not notified of the meeting, later he was told he is a member of the Committee. Mr. Tolle stated that he is a Director of the Saline County Taxpayers Association and felt this organization should be represented at a Citizens' Advisory Committee meeting. The Commissioners suggested to the members present of the Citizens' Advisory Committee that they invite the Saline County Taxpayers Association to the meetings. A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to submit the application for housing for the elderly of 125 units and a planning grant of $50,000.00, and the low -rent housing part be referred back to the Citizen's Advisory Committee for a report back in 30 days. Ayes: (5). Nays: (0). Motion carried. PETITION NUMBER 3152 was filed by Kenneth Nordboe for the inclusion of the following described property within the corporate limits of the City of Salina: Lots 6, 7, 8, 9, 10, 11, 12, Block 15, Wallerius Addition. A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to introduce an ordinance for first reading to include the property within the City Limits, and it be in Special Class Zoning for Mobile Home Park. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: Number: A REQUEST was filed by Donald G. Vanover for a Permit to keep 3 riding horses in the City Limits, at 1733 North Fifth Street. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to approve the request. Ayes: (5). Nays: (0) Motion carried. A LETTER was received from the Salina City Planning Commission recommending the addition of a Mobile Home Residential District in the Zoning Ordinance. (Proposed ordinande was attached) Mr. Jim Graves, Attorney representing Mobile Home Park Operators, presented an ordinance to the Commissioners which they would like to see passed. He stated that Sections 17 and 18 concerning Non -Conforming Use were okay; but they did not approve of the ordinance as approved by the Salina City Planning Commission. He mentioned that he thought there should be two classes of Mobile Home Parks, such as Mobile Home Park Number 1 and Mobile Home Park Number 2. Mobile Home Park #1 would have a higher set of standards, more area for each mobile park space, etc; and Mobile Home Park # 2 would have standards similar to now. The classes of Mobile Home Parks would then be determined by the Salina City Planning Commission which would consider the area of town, etc. Mr. Graves mentioned there is a need for Mobile Home Parks in the City and could not see trying to create standards as strict as for stick built houses. A couple of the Commissioners said they just received their copy of the Mobile Home Ordinance in the mail today, and had not had a chance to read it. A motion was made by Commissioner Millikan, seconded by Commissioner Rundquist to defer action on the ordinance, and would call the attorneys when it is to come up again. Ayes: (5). Nays: (0). Motion carried. It was suggested that a copy of this ordinance be mailed to the three new City Commissioners. A LETTER was received from the Building Code Advisory Board recommending changes in the Electrical and Plumbing Code for modular housing. (The proposed ordinance to effect those changes were attached) The City Engineer explained that modular houses are built somewhere else, and our inspectors could not inspect the electrical and plumbing work because the walls are enclosed. These ordinances would permit inspections of modular houses to be made by other than City Staff. The installation of electrical and plumbing material is made by persons properly trained and supervised. The Electrical and Plumbing Inspectors may authorize a licensed professional engineer or registered architect to make the required inspections, and have him certify, in writing, that they meet all the requirements of the Electrical Code and the Uniform Plumbing Code. Commissioner Ashton felt that making the changes in the ordinances would allow lower priced housing, and he feels modular housing will help fulfill the need in Salina. A motion was made by Commissioner Ashton, seconded by Commissioner Millikan to accept the recommendation of the Building Code Advisory Board to change the Electrical and Plumbing Code, and introduce the necessary ordinances for first reading. Divilbiss, President, d/b/a Red Ram Lounge, 736 North Santa Fe Avenue. A motion was made by Commissioner Millikan, seconded by Commissioner Zimmerman to approve the license application. Ayes: (5). Nays: (0). Motion carried. A MOTION was made by Commissioner Rundquist, seconded by Commissioner Millikan to set the date of April 26, 1971 to receive bids for six police vehicles. (The City Manager reported that the policy is to try to trade the old vehicles in when they have about 75,000 miles. The cars now have from 64 to 80 thousand miles) Ayes: (5). Nays: (0). Motion carried. THE MAYOR, with the approval of the City Commissioners, made the following j appointments: Memorial Stadium Baseball Park Committee: Lawrence D. Clovis reappointed for a three year term to April 3, 1974• Urban Renewal Agency Mrs. John Riddle reappointed for a four year term to April 12, 1975. AN APPROPRIATION ORDINANCE was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills - $190,454.28) A motion was made by Commissioner Zimmerman, seconded by Commissioner Millikan to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist Zimmerman, Caldwell (5). Nays: (0). The Mayor approved the Ordinance and it is numbered A-1577. Carried. A MOTION was made by Commissioner Millikan, seconded by Commissioner Ashton that the Regular Meeting be adjourned.
