Commissioners' Meeting
April 5, 1971
The Regular Meeting of the Board of Commissioners met in the Commissioners'
Room, City -County Building, on Monday, April 5, 1971, at four o'clock p.m.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and
a Moment of Silent Prayer.
There were present:

The Minutes of the Regular Meeting of March 29, 1971, were approved as mailed.
THE MAYOR PROCLAIMED the Month of April, 1971, - "CANCER CRUSADE MONTH" and
April 19, 1971 - ''SALINA RESIDENTIAL CRUSADE DAY". The proclamation was read by
Mrs. Don Amend.
MR. DON McPhail, Chairman of the Housing Authority asked the City Commissioners
to adopt a resolution providing for cooperation in development and operation of low -rent
housing; also a resolution for surveys and planning to also include housing for the elder
citizens. The application is asking for Federal money for 205 units.
Mr. Joe Keeling was present representing the American Association of Retired
I People, which has 312 members in Salina, and asked the City Commissioners for help in
getting housing for elderly people.
I Mr. Carl Ramsey and Mr. William Green were present representing the Salina
Community Action Council, and went on record supporting the Low -Rent Housing Project.
Mr. Green mentioned that 100% of the people in the minority group which were
i surveyed were in support of the project.
Mrs. Floyd E. Davis, President of the A. A. R. P. stated she has contacted
other groups interested in the Low -Rent Housing Project.
Commissioner Millikan asked Mr. McPhail if the application for low -rent housing
includes elderly people. Mr. McPhail replied, "yes".
The Housing Authority has 56 FHA homes leased at the present and only have one
year left to do something. FHA wants to get out of the rental business.
Commissioner Rundquist asked about houses leased from other sources than FHA.
Mr. McPhail said 146 are leased from other sources, but the problem is there are no 4 - 6
bedroom houses available and the Federal Government stipulates they cannot lease a 3 bedroom
house to someone needing 4 - 6 bedrooms.
Mr. Ron Rodriques was present representing the G. I. Forum and went on record in
favor of the Low -Rent Housing Project.
Mr. McPhail said the study will reveal the needs, places and types of houses
for low -rent and elderly people.

Commissioner Rundquist moved that the request for Low -Rent Housing be referred
to the Citizens Advisory Commission for a meeting at their earliest convenience, and
report back to the City Commission as soon as possible, and also said to give the
Citizens Advisory Commission the City Commission's blessings. The motion was seconded
by Commissioner Ashton. Ayes: (5). Nays: (0). Motion carried.
Mr. James Briscoe feels enough groups have shown interest today and they
shouldn't wait for another board to make a recommendation.
Rev. J. E. Jones stated that if the application is not approved by the Citizens
Advisory Commission, the application will be delayed by HUD.

Rev. Jones said he is a member of the Citizens Advisory Commission and feels
they should have a meeting immediately.

B.A.C.O.S. supports the project.
MR. GEORGE CURTIS,was present requesting Permission to hook on to the water
and sewer lines at Diamond Drive and. U. S. Highway 81. It would be extended by the
developer one block west to serve a Dairy Queen to be built at that location, .A
motion was made by Commissioner Rundquist, seconded by Commss'loner Millikan that the
request be granted for water and sewer for the Dairy Queeii Store and authorize the
Mayor to sign the agreement. Ayes: Ashton, Millikan, Rundquist, Caldwell (4). j
Nays: (0). Commissioner Zimmerman abstained. Motion carried.
PETITION NUMBER 3150 was filed by V. M. Boyle and others residing in the
s vicinity of the slough area bordered by Bond, Crawford, Wood and Second Streets, requesting
help in obtaining action to correct the serious flooding problem that exists when heavy
rains occur. A motion was made by Commissioner Millikan, seconded by Commissioner Ashton
to refer the petition to the City Engineer for a report. Ayes: (5). Nays: (0). Motion
carried. Commissioner Rundquist asked what the problem is and the City Engineer replied
that it is surface water.

PETITION NUMBER 3151 was filed by Wayne R. Ward, for the vacation of Fawn Street,
including setback requirements, from Schippel Drive to Albert Street. A motion was made
by Commissioner Rundquist, seconded by Commissioner Millikan to refer the petition to the
Salina City Planning Commission for their consideration. Ayes: (5). Nays: (0). Motion
carried.

A MOTION was made by Commissioner Millikan, seconded by Commissioner Zimmerman
to set the date of April 19, 1971 to receive bids for two trucks for the Water and
Sewerage Department, and to instruct the City Clerk to advertise for bids. Ayes: (5). I
Nays: (0). Motion carried. i
THE CITY ENGINEER filed Partial Estimate # 4 for Job 525 for Upper Mill Heights
Addition Number 2 Improvements, for Brown & Brown, Inc., in the amount of $10,060.74.
A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to approve i
the estimate. Ayes: (5). Nays: (0). Motion carried.

THE CITY ENGINEER filed Partial Estimate # 1 for Job 530 for the improvement
of miscellaneous streets, for Smoky Hill, Inc., in the amount of $6,221.88. A motion
was made by Commissioner Millikan, seconded by Commissioner Zimmerman to approve the
estimate. Ayes: (5). Nays: (0). Motion carried.
THE CITY ENGINEER filed Partial Estimate # l for Job 531 - Part I - Water,
for Stevens Contractors, Inc., in the amount of $11,001.78. A motion was made by
Commissioner Millikan, seconded by Commissioner Rundquist to approve the estimate.
Ayes: (5). Nays: (0). Motion carried.

THE CITY ENGINEER filed Partial Estimate # 1 for Job 531 - Part II - Sanitary
Sewer Number 512 to serve Lots 6 and 7, Mount Barbara Park Addition for Stevens Contractors,
Inc., in the amount of $2,383.20. A motion was made by Commissioner Rundquist, seconded
by Commissioner Ashton to approve the estimate. Ayes: (5). Nays: (0). Motion carried.
AN APPROPRIATION ORDINANCE was introduced and passed entitled: ''AN ORDINANCE
making an appropriation for the payment of certain claims.'' (bills - $96,498.12) A
motion was made by Commissioner Zimmerman, seconded by Commissioner Millikan to adopt the
ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist,
Zimmerman, Caldwell (5). Nays: (0). Carried. The Mayor approved the ordinance and it
is numbered A-1575.
