03-08-1971 Minutesi City of Salina, Kansas Commissioners' Meeting , { March 8, 1971 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, March 8, 1971, at four o'clock p.m. The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and a Moment of Silent Prayer. There were present: Mayor Robert C. Caldwell, Chairman presiding Commissioner Leon L. Ashton j Commissioner Donald D. Millikan Commissioner Carl R. Rundquist Commissioner Richard H. Zimmerman comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of March 1, 1971, were approved as mailed. I AN ORDINANCE Was introduced for second reading entitled: "AN ORDINANCE ratifying and confirming a contract with Smoky Hill, Inc., for the construction of certain improvements in the City of Salina, Kansas, and providing for the issuance of temporary notes to pay the cost thereof, pending the issuance and sale of bonds." A motion was made by Commissioner !, Rundquist, seconded by Commissioner Millikan to adopt the ordinance as read and the followings vote was had: Ayes: Ashton, Millikan, Rundquist, Zimmerman, Caldwell (5). Nays: (0). Carried. The Mayor approved the ordinance and it is numbered 8145. The ordinance was introduced for first reading March 1, 1971. (Job 530) A RESOLUTION was introduced for second reading entitled: "A RESOLUTION relating to the paving of Woodland Avenue with 6 inch reinforced concrete (Twenty-eight (28) feet wide from toe of gutter to toe of gutter) from the west line of Second Street to the east line of Third Street." A motion was made by Commissioner Millikan, seconded by Commissioner Zimmerman to adopt the Resolution as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Zimmerman, Caldwell (5). Nays: (0). Carried. The Mayor approved the Resolution and it is numbered 3083. The Resolution was introduced for first reading March 1, 1971. A MOTION was made by Commissioner Millikan, seconded by Commissioner Rundquist to set the date of March 29, 1971 to receive bids for the demolition of the Old City Hall and the Old Police Building, and instruct the City Clerk to advertise for bids. Ayes: (5). Nays: (0). Motion carried. MRS. NORB SKELLEY was present asking the City Commissioners to defer the demolition of the Old City Hall until she could organize a committee to see if the City Hall could be restored and used for a museum. She said this is the only architecturally historical building of its' kind left in the City. Rich Nethaway and Wendell Wyatt said they think the Old City Hall should be restored and used as a museum. Commissioner Rundquist stated the Library Board had a man from the Kansas State Historical Society come to Salina for the purpose of inspecting the Old City Hall and Old Courthouse for the possibility of using one as a museum, and he felt neither were suitable. Commissioner Rundquist said the Old City Hall has wooden floors and is a fire trap, and felt the Old County Courthouse might be more suitable, since it is more of a fire proof building. Commissioner Millikan suggested they go ahead with the date of March 29, 1971 to receive bids for the demolition of the buildings,, to see if there is any organized group to take over the restoration of the Old City Hall as a museum. 1 274 A MOTION was made by Commissioner Rundquist, seconded by Commissioner Ashton to introduce an ordinance for first reading adopting the Uniform Building Code, Volume V, Signs, 1970 Edition, except as modified by Article IV of The Salina Code and repealing the existing Section 9-63 of The Salina Code. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: Number A MOTION was made by Commissioner Millikan, seconded by Commissioner Zimmerman to introduce an ordinance for first reading repealing Section 9-7 of The Salina Code which pertains to signs required on new construction projects. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: Number: A MOTION was made by Commissioner Rundquist, seconded by Commissioner Ashton to introduce an ordinance for first reading repealing Section 9-26 of The Salina Code which pertains to seismic zone for the City. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: Number: A MOTION was made by Commissioner Ashton, seconded by Commissioner Rundquist to introduce an ordinance for first reading repealing Section 9-27 of The Salina Code which pertains to snow and wind load designed calculations. Ayes: (5). Nays: (0). Motion . carried. Ordinance Passed: Number: A MOTION was made by Commissioner Zimmerman, seconded by Commissioner Millikan to introduce an ordinance for first reading repealing Section 9-28 of The Salina Code which pertains to penalties for violation of Uniform Building Code. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: Number: A MOTION was made by Commissioner Ashton, seconded by Commissioner Rundquist to introduce an ordinance for first reading providing for the amendment of Section 608 of the Uniform Plumbing Code pertaining to appliance connections. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: Number: PETITION NUMBER 3147 was filed by C. N. Hoffman, Agent for the Rezoning of the 500 Block of West Cloud Street from District "A" (Second Dwelling House District) to District "E" (General Business District). A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. A MOTION was made by Commissioner Millikan, seconded by Commissioner Zimmerman to set the date of March 22, 1971 to receive bids for 3 trucks from the Traffic and Sanitation Departments, and to instruct the City Clerk to advertise for bids. Ayes: (5). Nays: (0). Motion carried. A REQUEST was filed by Duane E. Logback for an inclusion into the proposed Mobile Home Code, and establishing a provision for the license and bonding of a Mobile Home Service Craftsman. Mr. Logback explained the need of a Mobile Home Service Craftsman. He stated this is a field in itself and such restrictions put on a craftsman would not interfere with other professions, such as electrical and plumbing contractors. A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to refer the request to the Building Code Advisory Board for study. Ayes: (5). Nays: (0). Motion carried. A TREE TRIMMING License Application was filed by Manfred Eldon Nelson, d/b/a Nelson's Tree Service, P. 0. Box 94, Assaria, Kansas, for the trimming of trees and shrubs. (Renewal) A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to approve the license applications. Ayes: (5). Nays: (0). Motion carried. A CEREAL MALT BEVERAGE LICENSE Application was filed by Frank J. Zsamba, d/b/a The Body Shop Restaurant, 1014 East Prescott Road. (New). A motion was made by Commissioner Millikan, seconded by Commissioner Zimmerman to approve the license application, subject _ to the final approval of the Health Department. Ayes: (5). Nays: (0). Motion carried. A MOTION was made by Commissioner Rundquist, seconded by Commissioner Ashton that the Regular Meeting be adjourned. Ayes: (5). Nays: (0). Motion carried. D. L. Harrison, City Clerk IN i I MR. BRUCE BROCE of Merrill Electric, wants the City of Salina to change the licensing of non-resident electricians, which would allow electricians holding a valid master or journeyman license in another city to work in Salina, with recriprocal privileges established,providing the electrical qualifications are parallel to Salina's. Mr. Broce said Hays, Abilene, McPherson and other cities in the area are accepting electricians holding master or journeyman cards in Salina. A motion was made by Commissioner Millikan, seconded by Commissioner Ashton to instruct the City Attorney to prepare an ordinance i relating to non-resident electricians. Ayes: (5). Nays: (0). Motion carried. THE MAYOR, with the approval of the City Commissioners, appointed Mrs. Don Simcox ! I to the Arbor Day Committee. AN ORDINANCE was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills - $1,945,594.86) A motion was made by Commissioner Rudnquist, seconded by Commissioner Ashton to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Zimmerman, Caldwell (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1571. Carried. AN ORDINANCE was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims."
