01-25-1971 Minutes4 �i d7 f v ''30 City of Salina, Kansas Commissioners' Meeting January 25, 1971 I The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, j City -County Building, on Monday, January 25, 1971, at four o'clock p.m. i THE MAYOR asked everyone to stand for the Pledge of Allegiance to the Flag and a Moment of Silent Prayer. There were present: Mayor Robert C. Caldwell, Chairman presiding Commissioner Leon L. Ashton Commissioner Donald D. Millikan Commissioner Carl R. Rundquist Commissioner Richard H. Zimmerman comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk The Minutes of the Regular Meeting of January 18, 1971, were approved as mailed. MAYOR CALDWELL presented the Flag of Paraguay to the City. The Mayor had been presented this flag by the group sponsored by the Jaycees in exchange for a Salina Flag. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing for the paving and grading of BarneyStreet with concrete (Forty-one (41) feet wide from back of curb to back of curb) with a 4 inch lay back curb, from the north line of North Street to the south line of Lincoln Avenue; paving the West side of Fourth Street with concrete (Twenty-five (25) feet wide from edge of pavement to back of curb) from the south line of Crawford Avenue to the north line of Bond Street, the same being an intervening connecting street; curbing, guttering, paving and grading of Linden Drive with 6" reinforced concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the south line of Wayne Avenue, south 120 feet; curbing, guttering, paving and grading of Shalimar Drive with 6" reinforced concrete (Thirty-three (33) feet wide from back of curb to back of curb) from the south line of Wayne Avenue, south 120 feet, and providing for the payment of the cost thereof, and how the same shall be assessed and the manner of the payment of the cost thereof." [Engineering Job 5301 A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Zimmerman, Caldwell (5). Nays: (0). Carried. Mayor approved the ordinance and it is numbered 8142. The ordinance was introduced for first reading January 18, 1971. A TREE TRIMMING License Application was filed by John B. Shaw, d/b/a Shaw Tree Service, 914 South Chestnut, McPherson, Kansas for trimming only. A motion was made by Commissioner Millikan, seconded by Commissioner Zimmerman to approve the license application Ayes: (5). Nays: (0). Motion carried. A MOTION was made by Commissioner Ashton, seconded by Commissioner Rundquist to introduce an ordinance for first reading specifying the legal holidays to be observed by the City of Salina, Kansas, amending Section 2-58 of The Salina Code and repealing the existing section." Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: �1 �9� I Number: A RESOLUTION was introduced and passed entitled: "A RESOLUTION approving a personnel manual filed by the City Manager with the City Clerk which provides rules and regulations relative to all officers and employees of the City." A motion was made by Commissioner Millikan, seconded by Commissioner Rundquist to adopt the Resolution as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Zimmerman, Caldwell (5). Nays: (0). Mayor approved the Resolution and it is numbered 3080. Carried. i A CEREAL MALT BEVERAGE License Application was filed by Curtis McDaniel, d/b/a Mac's Bar -B -Q, 1100 North Ninth Street. (New) A motion was made by Commissioner Rundquist,' seconded by Commissioner Ashton to approve the license application. Ayes: (5). Nays: (0). Motion carried. A r46 , .. A CEREAL MALT BEVERAGE License Application was filed by James A. Pickering, d/b/a Cozy Inn, 108 North Seventh Street. (New) (Manager Ivan E. Ball -disapproved by the P.D.) A motion was made by Commissioner Millikan, seconded by Commissioner Ashton to deny the application. Ayes: (5). Nays: (0). Motion carried. MR. DAVID LeBER asked the City Commissioners why Lt. Martin was fired from the Fire Department. Commissioner Millikan answered that since suit has been filed against the City of Salina, legal council advises they need not discuss the matter any further. A MOTION was made by Commissioner Rundquist, seconded by Commissioner Ashton that the Regular Meeting be adjourned. Ayes: (5)• Nays: (0). Motion carried. D. L. Harrison, City Clerk
