1 Commissioners' Meeting
December 14, 1970
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Monday, December 14, 1970, at four o'clock P.M.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and
a Moment of Silent Prayer.
There were present:

A PUBLIC HEARING was held on the proposed assessments for the improvements in
s Job 520:
Sanitary Sewer Pumping Station and Force Main to serve
the area described as follows:
That part of the Southwest Quarter of the Southeast Quarter
of Section Eighteen, Township 14 South, Range 2 West of the
Sixth Principal Meridian in Saline County, Kansas, lying
east and above elevation 1239.0 feet; and that part of the
Northeast Quarter of the Northeast Quarter of Section Nineteen,
Township 14 South, Range 2 West of the Sixth Principal Meridian

feet.
as authorized by Resolution Number 3060, passed by the Board of Commissioners
on the 25th day of May, 1970.
No protests or changes were made in the proposed assessment. A motion was made
by Commissioner Rundquist, seconded by Commissioner Ashton to approve the assessments and
introduce the assessment ordinance for first reading. Ayes: (4). Nays: (0). Motion
carried.

AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing
for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof." [Rezoning Block 5, Replat of Blocks 4, 5, 6, of the
Replat of Lots 1 to 15, inclusive, Garden Home Addition to District "DD" (Office District)
which was requested in Petition Number 3136, filed by the YWCA on October 8, 19701
A motion was made by Commissioner Millikan, seconded by Commissioner Rundquist to adopt
the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist,
Caldwell (4). Nays: (0). Mayor approved the ordinance and it is numbered 8130. Carried.
The ordinance was introduced for first reading November 23, 1970.

A LETTER was received from the Salina City Planning Commission recommending the
denial of the rezoning of the property at 501 West Cloud to District "D" (Local Business)
which was requested in Petition Number 3134, filed by C. N. Hoffman, Agent, on October 6,
1970. Protest Petition Number 3140 was filed by Warren H. Garrett on November 16, 1970.
Mr. Robert Berkley, representing C. N. Hoffman, showed pictures of the building
and a map of the area to the City Commissioners and urged them to rezone the property to
District "D" (Local Business).
Mr. Donald Schoof, who lives on Woodlawn Avenue feels the area should be
residential, and felt the rezoning would cause more traffic hazard in the area. He also
stated that the petitioner, Mr. Hoffman, only included 8 feet of the building in his
rezoning request.
Emma Bartlett feels the trailer court could use some fixing up; that it is not
a decent place to live.
Mr. Berkley was asked how the building would be used if it is rezoned, and he
replied that a lady wants to open a "used clothing store".
Mrs. Warren Garrett feels Mr. Hoffman would do nothing to improve the outside
of the building if it is rezoned, because he has done nothing to improve the looks of
the trailer park.
Mr. Baten Young, principal of Hageman School, feels this would be spot zoning,
and that a business in the building would not help the safety and welfare of the school
children because of the additional traffic.
One lady present feels Eleventh Street should be opened south of Cloud Avenue.
A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan
that the application for rezoning be sent back to the Salina City Planning Commission for
reconsideration, for the reason that we feel the property in question is not suitable for
"A" Residential, and to have the Salina City Planning Commission review the trailer park
area for its best use.
Commissioner Ashton mentioned that the lessor of the property probably doesn't
want to spend a lot of money on the trailer park because of the term of his lease.
Mayor Caldwell called for a vote. Ayes: Rundquist, Millikan (2). Nays: Ashton (ll
Mayor Caldwell abstained. Motion carried.
A MOTION was made by Commissioner Millikan, seconded by Commissioner Ashton to
instruct the City Clerk to advertise for bids to be received for Job 531 (Lateral Sanitary
Sewer Number 512 and water line) on December 28, 1970. Ayes: (4). Nays: (0). Motion
carried.
Mr. FRED MARTIN, was present representing Mr. and Mrs. Virgil Holcolm, who are
interested in purchasing 8 z acres in the SW4 EZ SE4', of Section 6, T 15 S, R 3 W of the
Sixth Principal Meridian, to build a house. This property is in the Rural Water District
which is to be developed.
The City Attorney mentioned that the Rural Water District Agreement provides
that the District shall not serve water to other than agricultural consumers on any tract
of less than twenty (20) acres. Mr. Martin asked if there are similar water hook-ups.
The Commissioners answered the County Yards, Airport Authority House, water tanks for
livestock. A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan
that the application be denied because they didn't feel they should allow property less
than 20 acres to hook up to water because of the Rural Water District Agreement.
Ayes: (4). Nays: (0). Motion carried.
A MOTION was made by Commissioner Millikan, seconded by Commissioner Ashton to
introduce an ordinance for first reading describing the complete City Limit Boundary of
the City of Salina, as provided for by State Law. Ayes: (4). Nays: (0). Motion carried.

FIFTY-THREE Cereal Malt Beverage License Applications were filed for renewal
for 1971. A motion was made by Commissioner Millikan, seconded by Commissioner Rundquist
to approve the license applications. Ayes: (4). Nays: (0). Motion carried.

A LETTER was received from the Veterans of Foreign Wars requesting permission to ?
install a flag pole on the sidewalk in line with the parking meters at 212-214 North Santa
Fe Avenue. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton
to approve the installation of the flag pole, at no cost to the City. Ayes: (4). Nays: (0)�.
Motion carried.
THE CITY COMMISSIONERS considered an agreement between the City of Salina and
the State Highway Commission, whereas the State will request the Federal Highway Administra ion
for approval of Project Number 70-85 1-70-4 (-) highway lighting on Interstate Route # 70,
for that portion within the City Limits of Salina. A motion was made by Commissioner
Millikan, seconded by Commissioner Rundquist to approve the agreement. Ayes: (4). Nays:
Motion carried.

A MOTION was made by Commissioner Millikan, seconded by Commissioner Rundquist to
introduce an ordinance for first reading relating to benefits obtainable by cities under
the program for Federal and State Aid on Highway Construction and authorizing the Mayor to
sign the agreement. Ayes: (4). Nays: (0). Motion carried.

that the Salina City Planning Commission set a date, as soon as possible, for a public
hearing for an amendment to the Zoning Ordinance for Mobile Home Parks. Ayes: (4).
Nays: (0). Motion carried.
CITY ENGINEER filed Final Estimate on Job 522 - East North Street Water Main -
for Brown & Brown, Inc., in the amount of $1,093.30. A motion was made by Commissioner
Ashton, seconded by Commissioner Rundquist to approve the estimate. Ayes: (4). Nays: (0).
Motion carried.

appropriation for the payment of certain claims." (Bills - $417,086.19) A motion was
made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance
as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Caldwell (4).
Nays: (0). Mayor approved the ordinance and it is numbered A-1559. Carried.
