11-30-1970 MinutesCity of Salina, Kansas Commissioners' Meeting November 30, 1970 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room City -County Building, on Monday, November 30, 1970, at four o'clock p.m. The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and a Moment of Silent Prayer. There were present: Mayor Robert C. Caldwell, Chairman presiding Commissioner Leon L. Ashton Commissioner Donald D. Millikan Commissioner Carl R. Rundquist comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of November 23, 1970, were approved as mailed. A "TRAFFIC SAFETY CHECK OF EXCELLENCE" AWARD was presented to Sgt. Herb Clark of the Salina Police Department by Mr. John Ortega of the Kansas State Highway Commission. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing for the type of back water valve to be used, modifying Section 209 of The Uniform Plumbing Code." A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Caldwell (4). Nays: (0). Mayor approved the ordinance and it is numbered 8125. Carried. The ordinance was Introduced for first reading November 23, 1970. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing for the type of gate valves to be used on drainage work, modifying Section 210 (a) of The Uniform Plumbing Code." A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Caldwell (4). Nays: (0). Mayor approved the ordinance and it is numbered 8126. Carried. The ordinance was introduced for first reading November 23, 1970. i AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE pertaining to drainage piping serving fixtures located below the property line, modifying Section 409(al) of The Uniform Plumbing Code." A motion was made by Commissioner Millikan, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Caldwell (4). Nays: (0). Mayor approved the ordinance and it is numbered 8127. Carried. The ordinance was introduced for first reading November 23, 1970 AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE adopting the 1970 Edition of the Fire Prevention Code, except as modified by Article 5 of The Salina Code, and repealing the Section 12-76 of The Salina Code." A motion was made by Commissionelr Rundquist, seconded by Commissioner Ashton to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Caldwell (4). Nays: (0). Mayor approved! I the ordinance and it is numbered 8128. Carried. The ordinance was introduced for first reading November 23, 1970. I AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE Providing j for compliance with Kansas Statutes in regards to turnstiles, modifying Section 11.5 of the Fire Prevention Code and repealing Section 12-89 of The Salina Code." A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Caldwell (4). Nays: (0). Mayor approved the ordinance and it is numbered 8129. Carried. The ordinance was introduced for first reading November 23, 1970. i 46 THE CITY CLERK reported that the Assessment Rolls are ready for the following improvements, to -wit: Job 520 - Sanitary Sewer Pumping Station and Force Main to serve the area described as follows: That part of the Southwest Quarter of the Southeast Quarter of Section Eighteen, Township 14 South, Range 2 West of the Sixth Principal Meridian in Saline County, Kansas, lying east and above elevation 1239.0 feet; and that part of the Northwest Quarter of the Northeast Quarter of Section Nineteen, Township 14 South, Range 2 West of the Sixth Principal Meridian in Saline County, Kansas, lying east and above elevation 1239.0 feet. As authorized by Resolution Number 3060, passed by the Board of Commissioners on the 25th day of May, 1970. The assessments have been determined and the final costs have been filed by the City Engineer. A motion was made by Commissioner Millikan, seconded by Commissioner Ashton to instruct the City Clerk to publish Notice in the official city newspaper at least once not less than ten days prior to the date of December 14, 1970, the date set for the hearing on said assessments, and that at the same time notice is published, to mail to the owners of property made liable to pay the assessments, at their last known post office address, a notice of the hearing and a statement of the cost proposed to be assessed against the land so owned and assessed. Ayes: (4). Nays: (0). Motion carried. A MOTION was made by Commissioner Millikan, seconded by Commissioner Rundquist to set the date of December 21, 1970 to receive bids for 11 vehicles for the Police, Fire, I Park and Street Departments, and to instruct the City Clerk to advertise for bids. Ayes: (4). Nays: (0). Motion carried. CITY ENGINEER filed Change Order # 1 for Job 522 - East North Street Water Main for Brown and Brown, Inc., in the amount of $110.40 (for extension of water main to fire r hydrant and additional asphalt paving) A motion was made by Commissioner Millikan, seconded by Commissioner Ashton to approve the change order. Ayes: (4). Nays: (0). Motion carried. Mr. RICH ROSS, Salina Raceway, Inc., was present and asked the City Commissioners to renew their lease agreement for drag racing next year. The City Attorney is to prepare ' an addendum to the present agreement extending the agreement one year. It was mentioned that they would not allow racing on golf tournemant days. A motion was made by Commissioner Ashton, seconded by Commissioner Millikan that the Regular Meeting be adjourned. Ayes: (4). Nays: (0). Motion carried. D. L. Harrison, City Clerk City of Salina, Kansas Commissioners' Meeting December 7, 1970 There was no meeting today, because a quorum was not present. The City Commissioners are attending the National League of Cities Convention in Atlanta, Georgia.
