REGULAR MEETING OF THE BOARD OF COMMISSIONERS
May 11,2020
4:00 p.m.
Mayor Hoppock asked the Clerk for verification that notice had been sent for today's City
Commission meeting. The Clerk replied yes.
The Regular Meeting of the Board of Commissioners was called to order at 4:00 p.m. in Room 107,
City-County Building. Roll call was taken followed by the Pledge of Allegiance and a moment of
silence.

Those present and comprising a quorum: Mayor Michael L. Hoppock (presiding), Commissioners
Trent W. Davis, M.D.,Rod Franz,Melissa Rose Hodges, and Karl Ryan.
Also present: Michael Schrage, City Manager; Greg Bengtson, City Attorney; and Shandi Wicks,
City Clerk.
Michael Schrage, City Manager, confirmed that Scott Gardner, Director of Continuous Process
Improvement,verified that the telephone conference was working,Salina Media Connection audio
and live meeting was working, and the YouTube Live was working. Mr. Gardner confirmed that
they all were working properly.
Mr. Schrage explained how a citizen could call in to participate in the meeting. He also explained
how executive sessions would work but mentioned there were no planned executive sessions for
today's meeting.
AWARDS AND PROCLAMATIONS
(3.1) The day of May 15, 2020 as "Peace Officers' Memorial Day" and the week of May
10-16, 2020 as "Police Week" in the city of Salina. Chief Brad Nelson read the
proclamation. Mayor Hoppock thanked Chief Nelson and his staff for their hard
work. Chief Nelson stated the typical yearly event was cancelled due to the current
events but noted that staff did put together a video and it was posted on the Salina
Police Department Facebook page.
CITIZENS FORUM
Mukesh Patel stated he called last week and asked for relief with water bills and he would
like to ask for the same request today.

(6.1) Approve the minutes of May 4,2020.

(7.1) Approve the purchase of a VirTra-300 LE virtual judgment simulator to be installed
at the Salina Police Department Regional Training Center.
Brad Nelson, Police Chief, explained the purchase,fiscal impact and action options.
Commissioner Davis provided his thoughts on the importance of the simulator.
Commissioner Hodges thanked the police excellence fund for their generosity and time for
TTI the purchase. She asked what the expected life span was for the equipment and the
replacement cost. Chief Nelson stated he was notified that significant upgrades would need
to occur after the 5-year period.
Commissioner Hodges asked if the simulator would be used by other area law enforcement
agencies. Chief Nelson stated the simulator would be available for use be other agencies.
Mayor Hoppock asked if he read correct that the service agreement would be split between
the police department budget and the excellence fund. Chief Nelson stated yes, the
excellence fund would pay for the service fees in the first three (3) years and years four (4)
and five (5) would be split 50/50 between the excellence fund and the police department
budget.
Mayor Hoppock also mentioned the use of the facility by other agencies. Chief Nelson
stated the use of the simulator by other law enforcement agencies would be at no charge
but noted there would be a cost for the use of the firing range.
Commissioner Ryan asked how much money would remain in the excellence fund. Chief
Nelson stated approximately$30,000.
Byron Norris, Salina Police Department Excellence Fund board member, stated it was a key
effort by all members of the excellence fund board to raise the funds for the simulator. He
also provided information regarding an annual event that occurred to raise additional
funds.
Daran Neuschafer, Salina Police Department Excellence Fund board member, thanked the
citizens of Salina for their support for the training center.
Carolyn Peterson, Salina Police Department Excellence Fund board member, provided her
thoughts on the purchase of the simulator and the work of the board to reach out to citizens
for their contributions. She continued by asking for the City Commission's approval of the
purchase.
20-0146 Moved by Commissioner Davis, seconded by Commissioner Hodges, to approve the purchase of
VirTra 300 LE, from VirTra, in the amount of $206,685.90 to be funded by The Salina Police
Department Excellence Fund. Aye: (5). Nay: (0). Motion carried.
(7.2) Resolution No. 20-7833 appointing members of the Salina Field House Qualified
Active Low-Income Community Business, Inc.
Michael Schrage, City Manager, explained the boards, appointment and action options.
Commissioner Hodges asked when the annual meeting was. Mr. Schrage stated by the end
of June.

(7.3) Resolution No. 20-7832 authorizing the Mayor to execute a Second Amendment to
the Transferee Agreement with Salina Educational Automotive Museum of
America,Inc.
Michael Schrage, City Manager, explained the project, request, fiscal impact and action
options.

Commissioner Ryan asked if there was a request to change the completion date. Mr.
Schrage stated no. Mayor Hoppock noted that the completion date as so many months after
commencement. Mr. Schrage stated yes, the completion date was 18 months from the
commencement date.
Commissioner Franz stated he had some concern on the sales tax generated for the project
and asked if the project could be delayed to utilize the sales tax to generate debt. Mr.
Schrage stated there was an escrow schedule generated for the bonds and he was not sure if
delaying the project and utilizing the sales tax was an option.
Commissioner Hodges asked in the event that we were to pursue a public financing cap
deduction where any excess funds would be applied. Mr. Schrage stated he assumed back
to the bond holders. Commissioner Franz stated they would typically be used to reduce the
debt but could not be used for other issuers.
Commissioner Hodges asked if there was any act of God clause included and the escrow
conditions were no longer applicable. Mr. Schrage stated the escrow conditions were met
when the business opened and the escrow funds were already released.
Commissioner Franz stated the hotel, Ya-Ya's and Starbucks had not opened and asked
what would happen if they could not open. Mr. Schrage stated any alteration to this would
need to include all of the bond holders and staff would have to find their way through that.
Mr. Schrage provided an update on Barolo Grille that staff was planning to bring before the
City Commission as well.
Mayor Hoppock stated there were funds set aside to service the debt. Debbie Pack, Director
of Finance & Administration, stated there was enough money in capitalized interest to
make the June payment and there was enough in reserve and capitalized interest for the
December payment.
Mayor Hoppock asked if there was any risk to the City of Salina in the case there was a
default of the STAR Bonds. Mr. Schrage stated the bonds were not full faith and credit
bonds issued by the City,they were standalone economic development bonds and a default
on these bonds would not impact our financial rating or our status on other bonds.
Mayor Hoppock stated this project, along with a lot of other things going on in other
communities across the opportunity to do some bond restructuring due to the lack of cash
flow. Mr. Schrage stated the markets would have to be favorable, the rates would have to
be favorable and the interest rate would have to be less that we were currently paying and
you would also have to be within a timeframe that the bonds would be callable.
Joe Aker, Hampton&Royce,provided an update on the progress of the museum.
Commissioner Hodges asked if that was the date the bids would be received or bids
opened. Mr. Aker stated the project would be open to accept bids.
Commissioner Davis stated with the request to extend the commencement date 90 days,
then the construction would be completed in 15 months. Mr. Schrage stated the delay of the

commencement date 90 days would just delay the commencement date and the completion
date would still be 18 months from the commencement date.
Commissioner Davis asked if funding was not available,would the transferee need to come
back to the Commission to request an extension for a period of time or would the City
Commission automatically grant the extension for a period of time. Mr. Schrage stated
2-there were provisions in the transferee agreement that discussed delays on the City's part
or delays outside of the control of the transferee. He continued to state there was a
presumption that if it's outside of the car museum's control there would be some
consideration for that.

(7.4) Financial review and programming discussion.
Michael Schrage,City Manager, explained the progression of the presentations over the last
several weeks and an overview of the presentation on the agenda today.
Debbie Pack, Director of Finance & Administration, explained the financial review.
Commissioner Hodges asked for information on the contractual services and the savings
there. Ms. Pack stated those services included ancillary hiring of contractors for services
through Parks &Recreation. Mr. Schrage noted services for copiers, etc.
Mr. Schrage provided information regarding the Coronavirus cases by state.
Commissioner Franz stated in the last two (2) or three (3) days the numbers were
moderating and the numbers over the last couple weeks were increased due to four (4)
specific counties. A conversation ensued between the City Commission and Mr. Schrage
regarding the number of cases in the United States by state. Mr. Schrage continued explain
the phasing approach released by Kansas Governor Kelly.
Chris Cotten, Director of Parks & Recreation, explained the Parks & Recreation summer
programming list,parks guidance.
Commissioner Hodges asked if the City Commission could be more restrictive with the
options for the facilities. Mr. Cotten stated yes, and mentioned that the number one (1)
complaint from citizens were the restrooms being closed.
Mr. Cotten continued by explaining what the peer communities were doing. Mayor
Hoppock noted that Eagle Bend Golf Course was open and had been open for several
weeks. Mr. Schrage stated it was a Google search of what other communities were doing.
Mr. Cotten continued to explain the City of Salina Parks & Recreation Revenue and Pricing
Policy, the cost recovery plan for the facilities.
Mr. Schrage explained the high impact economic development events.
Ms. Pack explained the work share savings from Parks Department, and Parks Department
staffing. Mr. Schrage note the added column for reassignments listed on the Parks
Department staffing list. He continued by explaining the Parks mowing schedule. Mr.
Cotten explained the map provided. Mr. Schrage continued to explain the mowing
schedule.
Commissioner Davis stated if the rights-of-way were to be mowed monthly, would that

schedule impede the view of drivers. Mr. Cotten stated staff was out daily reviewing the
areas and staff would adjust the schedule to cover that area.
Commissioner Hodges asked if there had been a discussion on utilizing volunteers to help
cover some services. Mr. Schrage stated there had been citizens that had offered and staff
had discussed the opportunity but needed to further discuss the liability of utilizing
W volunteers and outside agencies.
Commissioner Ryan asked if the liability would extend to other institutions, like USD No.
305. Mr. Schrage stated with the example provided, both entities held insurance policies
and could indemnify each other for those services. He continued to state that staff had a
conversation with the school district and could continue to have additional conversations.
Commissioner Hodges asked if the mowing of the soccer fields could be done monthly and
mentioned the lack of use of the fields. Mr. Schrage stated there was some concern from
staff on the additional work that would need to occur if the fields were not mowed
regularly. Mr. Cotten stated the fields were typically 2 inches high but were now 4 to 6
inches high between mowing's. He also stated the goals were locked up due to citizens not
utilizing the social distancing requirement.
Commissioner Franz provided his thoughts on the flowers. Mayor Hoppock asked if the
flowers were for Oakdale Park and downtown. Mr. Cotten stated yes both Oakdale Park
and downtown and noted a correction to the number of hours to maintain the flowers.
A conversation ensued between the City Commission, Mr. Schrage and Mr. Cotten
regarding the planting of flowers, offering flowers for sale at cost, and utilizing volunteers.
Mayor Hoppock asked staff to contact Salina Downtown, Inc. (SDI) to discuss the option
for SDI to work with merchants to plant in the flower beds downtown.
Mr. Schrage stated the options he had heard were: (1) contact SDI to see if an interest was
there for SDI to coordinate planting the downtown flowerbeds; and (2) consider the
possibility of selling the flowers at cost what people might want and then whatever was left
to figure out a way to plant them.
Commissioner Hodges asked for staff to look at working with master gardeners group or
other similar groups to help with planting the flowers in Oakdale Park.
Mr. Cotten explained the expenses and revenues of Kenwood Cove, practical challenges,
and alternative options.
Commissioner Ryan asked how long it would take to fill the lap pool. Mr. Cotten stated it
would take approximately two (2) weeks.
Commissioner Ryan asked how the staffing would work on this approach. Mr. Cotten
stated staff would need to rely on lifeguards employed prior and there could be the
possibility of the need to retrain the lifeguards. Mr. Schrage continued to explain the
challenges of opening the lap pool portion of the facility.
Commissioner Franz asked if the net profit/loss did not include the hiring and the Utilities
Department staff maintaining the pumping system. Mr. Cotten stated the part-time
staffing, a fraction of Deputy Director of Parks & Recreation position wages, and
equipment purchasing for the pump system were included in the net profit/loss.
Mayor Hoppock noted the decrease in the number of days the facility could be open, the
availability in the number of life guards available, and the potential of needing to close the

facility if an event occurred,he agreed with staff on the need to not open the facility.
Commissioner Hodges stated several individuals had already paid for their yearly
membership of the facility and asked how many memberships there were and the process
for a refund. Mr. Cotten stated he was not sure the number of memberships already paid
for but could obtain that information for the City Commission and noted those that had
already called and requested a refund,those were processed and mailed out.
77, Davis stated that citizens may need to utilize the fire hydrants and put an
adapter on for a spray park. Mr. Schrage stated that staff intended to open the spray parks
in the community when they are allowed in the Governor's phased approach.

Kenwood Cove at any level this year. Aye: (5). Nay: (0). Motion carried.
Commissioner Hodges asked about the status of the spray parks. Mr. Schrage stated that
staff had not included those in the presentation and were just going to open them when
they were allowed in the phasing plan.
Mr. Schrage explained the expenses and revenues for spring and summer programs for
athletics, the list of tournaments, softball and baseball leagues, and private organization
support of tournaments,leagues and camps along with the City duties.
Commissioner Ryan asked what staffs confidence level for maintaining consistency on the
responsibilities of the private group. Mr. Schrage stated his thought was to post signage at
the facilities to note tasks of the volunteers and how that helps to step up the clean-up of
the facilities.
Commissioner Davis stated specifically noted in the contract the terms of the
responsibilities of the private group. Mr. Schrage stated it would not be seamless but the
groups were very motivated to make it work.
Commissioner Hodges provided her thoughts on being creative with making this work and
wanted staff to continue to be creative with other types of activities.
Commissioner Franz noted the public health aspect for teams coming from other
communities into the City and provided his thoughts on restoring the services necessary
and spending the additional$75,000 on baseball/softball when staffing had been reduced.
Commissioner Davis provided his thoughts on the generation of the sales tax by citizens
and those in town to support the ball teams.
A conversation ensued between the City Commission and Mr. Schrage regarding the
increase in staffing levels to complete the City duties for baseball/softball.
Mayor Hoppock asked if the list of tournaments included the American Legion. Mr.
Schrage stated that staff would be open to the same private/City relationship for other
groups.
Mayor Hoppock noted the individuals that attended the car show over last weekend and
the locations they were from. Mr. Schrage stated that staff had a conversation with the
health officer regarding the Kansas Department of Health &Environment travel restrictions
and provided that information to the car show organizer and the car show organizer made
the decision to not allow entries from Colorado.
Commissioner Hodges noted the cost to open the Kenwood Cove versus the cost for the

baseball/softball.
A conversation ensued between the City Commission regarding the cost to open the
facilities and economic impact.
Commissioner Davis asked how the dugouts would be handled. Mr. Schrage stated if the
number of individuals fell below the restricted number then social distancing was not in
force.
Mr. Schrage asked if staff had the details of what the $75,000 covered. Travis Scheele,
Recreation Superintendent, stated the cost would bring staff out of furlough and move golf
course staff to athletic facilities to help work the fields and added a second mowing to
inside the fences.
Mr. Schrage stated staff had conversation about the mowing schedule and the fields being
mowed on Thursday's prior to weekend tournaments. Mr. Cotton stated the fields were
currently being mowed but not to the standards for use to play ball. He continued to state
it was not possible to mow all of the fields on Thursday prior to a tournament.
Loren Fisher stated he was the individual that made the baseball/softball proposal and
explained his proposal and the benefits of the proposal to Salina.
Eric Brown, Salina Area Chamber of Commerce, wanted to show his support for the
baseball/softball proposal, provided information on the current COVID-9 cases in Kansas,
the phasing plan released by the Governor Kelly.
Mayor Hoppock asked about baseball tournaments. Mr. Scheele stated that there were
some groups interested in holding baseball tournaments and noted that there were several
baseball tournaments that were cancelled and several organizers wish to hold the
tournaments in late summer before school began.
20-0150 Moved by Commissioner Ryan, seconded by Commissioner Davis, to increase recreation staffing
levels at a cost of approximately $75,000 to complete City duties as described in Volunteer
Supported Approach, as long as it followed State or County health guidelines.
Commissioner Davis stated that was assumed that was in compliance with the health
guidelines. Commissioner Ryan stated yes. Mr. Schrage stated that staff would absolutely
follow the health guidelines.
Mayor Hoppock called the question. Aye: (3). Nay: (2) Franz,Hodges. Motion carried.
The City Commission recessed at 7:07 p.m. for a 5 minute break. The meeting resumed at
7:12 p.m.
Commissioner Davis stated he voted for this action but stated it was very important to
follow the health guidance.
Commissioner Ryan stated he echoed Commissioner Davis' comments and stated that
participants needed to keep the importance of the health guidance in mind as they
participate.
Mr. Schrage explained the Kustom Kemps of America (KKOA) Leadsled Car Show and
Drags on July 23-26, 2020.
Commissioner Franz asked for the dollar equivalent for the parade and car show hours and
stated the event would need to be very careful with the health pandemic but felt the event
was doable. Mr. Schrage stated he had a conversation with Jerry Titus, KKOA regarding

the health guidance and the State of Kansas Governor's phasing plan.
Commissioner Hodges asked if staff was going to provide guidance on how the City
expected to see the drags setup. Mr. Schrage stated there were very detailed maps showing
the setup and staff required insurance for the event. He continued to state that if Mr. Titus
met the insurance standard than he could handle the drag event.
Eric Brown, Salina Area Chamber of Commerce, provided information regarding the
relationship with the new car museum and the KKOA Leadsled.
Mayor Hoppock stated with the amount of time involved, it was very advantageous for the
hoteliers and restaurants and stated he would be concerned about losing the event in the
`3 future if we did not hold the event.
20-0150 Moved by Commissioner Franz, seconded by Commissioner Ryan, to authorize continued City
support of parade and car show and KKOA fully responsible for Thursday night drags, as long as
it followed State or County health guidelines.
Commissioner Davis wanted to make sure the safety of the participants and the spectators.
Mr. Schrage stated staff issued a special event permit for the event and that included
several conditions.
Commissioner Hodges asked if a special event permit had been withdrawn before. Mr.
Schrage stated staff had been in attendance in the past and forced compliance of the event.
Commissioner Franz stated that the intent would be to follow the health guidelines.
Commissioner Hodges noted the concerns regarding the hot spot areas and health
guidelines. Mr. Schrage stated the State of Kansas' health guidance was for the individuals
coming from outside the State of Kansas located in a hot spot area were to self-quarantine
for 14 days and would be free to partake in their activity on the 15th day.
Commissioner Franz stated through the special event permit process staff could require the
registration list from the KKOA and determine who would not be able to attend from the
hot spots list. Mr. Schrage stated that staff's intent was not to review the registration list but
to relay the health guidance information and Kansas Department of Health & Environment
(KDHE) travel hotspot guidance to Mr. Titus.
Greg Bengtson, Legal Counsel, stated the best expectation was to list the health guidance
information and KDHE's travel hotspot guidance to the event organizer.
A conversation ensued between the City Commission and Mr. Schrage regarding KDHE's
travel hotspots.
Commissioner Ryan asked if you could asked participants to test once arriving to the
community and asked if it was even legal to do. Mayor Hoppock stated being the
crossroads of two (2) interstates, there were people traveling through, staying in hotels and
eating at restaurants,which was something we could not control.
Commissioner Franz stated he would leave the motion as it was and his intent was to
follow KDHE guidance.
Commissioner Hodges asked if there was guidance from KDHE on traveling from one state
to another and provided her thoughts on relying on that guidance to the event organizer.

Mr. Cotten explained the neighborhood centers, the expenses and revenues for use of the
centers, and staff's recommendation.

Mr. Cotten explained therapeutic recreation and staff's recommendation.
Commissioner Hodges asked what the cost to the City was for the service. Mr. Cotten
stated the cost listed was the cost for the entire year.
Commissioner Davis asked if any of the classes could be taught by volunteers. Mr. Cotten
stated that staff could look into utilizing volunteers.
Commissioner Davis asked what types of activities were included in the program. Mr.
Cotten stated the activities included cooking classes, day trips and a yearly dance.
Commissioner Hodges asked if the activities could be accommodated with social
distancing. Mr. Cotten stated yes,with staff availability.
Commissioner Davis asked if the activities could be handled by something similar to
CLASS through the Salina Public Library. Mr. Cotten stated that a staff person would need
to be available to coordinate and supervise the classes. Mr. Schrage stated the cost for the
classes covered 45% of the costs with the City of Salina covering the remaining 55%.

for 2020. Aye: (3). Nay: (2) Davis, Hodges. Motion carried.
Mr. Cotten explained Camp Salina and staff's recommendation.
Mayor Hoppock asked if the camp was just held at the field house. Mr. Cotten stated it
used to be held at two locations but was combined at the Fieldhouse.
Mayor Hoppock asked for the hours of operation and costs for the program. Mr. Cotten
stated the hours were 7:30 a.m. to 5:30 p.m. Jeff Hammond, Deputy Director of Parks &
Recreation, stated the revenue for the program last year was $61,000 with $51,000 in
expenses.
Mayor Hoppock asked what the staffing was for the program. Mr. Hammond stated the
full time person was currently furloughed and there were additional part-time staff to
assist with the camp. Mr. Schrage stated there was an additional Fieldhouse staff person
monitoring the doors of the building.
Commissioner Hodges asked about the USD No. 305 free lunch program and use of the
Fieldhouse building. Mr. Cotten stated that staff had not addressed that yet until staff knew
if the facility would be open or closed.
Commissioner Davis asked if there had been any other agencies that had contacted staff
wanting to take the camp over. Mr. Cotten stated no.
Commissioner Davis asked what the maximum number of individuals one (1) person could
handle. Mr. Hammond stated there was a maximum but he was not sure how many that
was.
Mayor Hoppock asked how the licensing of the camp was handled. Mr. Hammond stated
the license was based on a certain individual being responsible for the program and the
number of individuals.

Mr. Scheele stated USD No. 305 had contacted him and they would not be using the field
house for a free lunch program location. Commissioner Hodges asked if that was based on
the facility not being open. Mr. Scheele stated it as the choice of USD No. 305 for this year
only. Commissioner Hodges asked if USD No. 305 provided the lunches for the camp. Mr.
Scheele stated yes.
Mr. Schrage explained the recommendation of staff.
Commissioner Davis asked if the parents of the children paid for attending the camp. Mr.
Cotten stated he would have to look at the scholarships to see how many were used.
Mayor Hoppock asked where the scholarship money came from. Mr. Cotten stated it was
money donated from Schwan s.
Commissioner Hodges stated she would like more information from USD No. 305 if they
cancelled the food program based on the closure of the field house or if USD No. 305
planned to not use the facility before they knew the facility was closed. She also stated she
would like to know how many scholarships were given last year.
A conversation ensued between the City Commission, Mr. Cotten and Mr. Schrage
regarding the camp and the needed information to make a decision.
Mr. Cotten explained the Fieldhouse revenue, expenses, activities and staff's
recommendation.
Mayor Hoppock asked if the facility being closed for 2020 included the fall and winter
sports. Mr. Schrage stated yes unless the numbers look promising and we could open up
the facility earlier.
Commissioner Davis stated there were going to need to be options available for the youth
in the community. Mr. Schrage stated use of the parks facilities were another option.
Mr. Scheele provided examples of sports and activities utilizing the Fieldhouse and other
facilities in the community.
Commissioner Davis asked if the schools would be available this summer. Mr. Scheele
stated that summer activities were put on hold and the school buildings closed until May
31st.
Mayor Hoppock asked if staff was currently taking reservations for the fall and winter of
2020. Mr. Scheele stated he did have some tournaments tentatively scheduled for now but
were not taking any additional reservations.
Mayor Hoppock noted several teams that reserve the facility for practicing in the fall and
winter and asked if staff had a cost for those reservations. Mr. Scheele stated he did have a
cost month to month of the use of the facility. Mayor Hoppock asked if this included league
games in the evenings. Mr. Scheele stated there was a 65% cost recovery in the fall and the
percentage increased in the winter.
A conversation ensued between the City Commission, Mr. Scheele and Mr. Schrage
regarding the use of the Fieldhouse and the additional information needed.
Mr. Schrage explained the Golf Course maintenance schedule, staffing, operation changes
and staff's recommendation.
Commissioner Davis asked if there were any projections on the number of rounds lost due
to the COVID-19 virus. Mike Hargrave, Golf Course Manager, provided information on

the increase on the number of golf rounds through the State of Kansas and the region.
L Mayor Hoppock asked how many memberships were sold and if the course was closed for
2020, what would the refunds look like. Mr. Hargrave stated there were 262 memberships
N of varying levels and approximately $12,000 a month in membership sales from now to the
end of the year in 2019.

Mayor Hoppock asked if there was a list of tournaments for economic drivers in the
community. Mr. Hargrave listed the number of tournaments held at the course in the
future.

Commissioner Davis asked how long it would take for staff to have a good idea if the plan

would work. Mr. Hargrave stated he hoped that staff could have a good idea within a
couple of weeks. He continued by stating the conversations he had with citizens in the
community were that they were eager to get back to the golf course.
Mayor Hoppock noted the adjustments in the course hours and the use of the course by the
senior citizens in the early morning hours. Mr. Hargrave stated that staff hoped to come
back to the Governing Body as soon as they could to adjust the hours of the facility to allow
the seniors to get back to their morning rounds.
A conversation ensued between the City Commission, Mr. Cotten and Mr. Schrage
regarding staffing of the course, the projected numbers and the operational changes.

Mr. Cotten explained the Summer Recreation Programs and staff's recommendation.
A conversation ensued between the City Commission and Mr. Cotten regarding the
programs available,the number of participants, the costs to participate, and staffing.
Eric Brown, Salina Area Chamber of Commerce, asked if the art programs at Salina Art
Center was self-funded. Mr. Cotten stated the City provided a monetary contribution for
the program at approximately$10,000.
Commissioner Davis asked if there were programs that could continue to be held. Mr.
Schrage stated the baseball, softball, tennis camps were managed by facility maintenance.
Mr. Cotten stated most of the programs were managed by part-time staff and the person
that coordinated the programs were on furlough.

recreation programs,staffing options and cancelling the programs.

Mr. Cotten explained the Parks facilities and staff's recommendation.
Commissioner Hodges stated she had already received a call from a citizen regarding the
stagnant water in the Sunset ponds and asked what the plan would be for mitigating
mosquitos. Mr. Cotten stated staff had contacted the Utilities Department to help clean-out
the ponds and waterfall.
A conversation ensued between the City Commission, Mr. Cotten and Mr. Schrage
regarding the maintenance of the Sunset Ponds and Waterfalls.
Commissioner Hodges asked if there had been any contemplation of not opening the
downtown bathrooms. Mr. Schrage stated that staff did talk about that but noted issued
that would arise if they were not maintained.
20-0158 Moved by Commissioner Hodges, seconded by Commissioner Davis, the Parks Facilities were
subject to reopening plan and health indicators for 2020 and would like to see a mosquito
mitigation plan for the Sunset Ponds/Waterfalls. Aye: (5). Nay: (0). Motion carried.
Jim Kowach, Director of Public Works, explained the Salina Drive-Thru Recycling Center
(SDRC), the amended approach, 32 hour sanitation schedule, SDRC personnel model,
SDRC equipment, hours of operation and staff's recommendation. Mr. Schrage also
provided information regarding the work-share program for the sanitation operations.
Commissioner Davis asked what would happen after July 25th. Mr. Schrage stated the
increase in the $600 Federal Pandemic pay could increase the pay for some individuals
through July 25th and some individuals would remain whole or have additional
compensation for that time period.

regarding the costs to operate the facility and estimated additional cost for reopening the
SDRC.

regarding the health risk to the employees and the public, the equipment used, the
materials accepted at the facility and how refunds would be handled if the facility would
not be reopened.
20-0159 Moved by Commissioner Hodges, seconded by Mayor Hoppock, to not reopen the Salina Drive-
Thru Recycling Center and discontinue charging the fee that is charged to water customers.
Commissioner Davis provided his thoughts on the exposure of the employees and the need
for changes to the operation of the facility in the future.

20-0160 Moved by Commissioner Ryan, seconded by Commissioner Davis, to reopen the Salina Drive-
Thru Recycling Center with a modified staffing schedule and not accepting recyclables in a plastic
bag.
Mr. Kowach provided information on an alternate source for cardboard and additional
information on the operation of the facility.
Mayor Hoppock called the question to approve opening the SDRC with the exception of
accepting recycling in plastic bags: Aye: (3). Nay: (2) Hodges,Hoppock. Motion carried.

OTHER BUSINESS
Commissioner Hodges asked when the City Commission would be able to review other
contracts that were outstanding. Michael Schrage, City Manager, stated it would be a one
on one conversation staff would need to have with each vendor individually.
Commissioner Davis asked if the Planning Commission meeting was still on schedule. Mr.
Schrage stated that staff was working to hold a Planning Commission meeting utilizing a
similar approach to our meetings.
