A RESOLUTION RESUMING AND RESCHEDULING MEETINGS OF SPECIFIC CITY OF
SALINA, KANSAS SUBORDINATE BOARDS AND COMMISSIONS ADMINISTERED BY
THE COMMUNITY AND DEVELOPMENT SERVICES DEPARTMENT IN RESPONSE TO
THE BUDGETARY SHORTFALLS CAUSED BY THE COVID-19 OUTBREAK AND
AMENDING, IN PART, RESOLUTION NUMBER 20-7824.
TA WHEREAS:
A. By adoption of Resolution No. 20-7824 on March 25, 2020, the Governing Body of the
City of Salina, Kansas cancelled all meetings of the City's subordinate boards and committees for so
long as Governor Laura Kelly's Executive Order No. 20-14, its subsequent substantive equivalent, or
any other federal, state, or local order similarly limiting mass gatherings remains in effect.
B. Based upon the Governing Body's experience with its own meetings, the City has
demonstrated its ability to conduct a public meeting when necessary in compliance with applicable
limitations upon mass gatherings and the Kansas Open Meetings Act under K.A.R. 16-20-1 as
promulgated by the Office of Kansas Attorney General Derek Schmidt.
C. The Community and Development Services Department administers seven different boards
and commissions with the potential for 96 or more meetings per year.
D. In response to the budgetary shortfalls caused by the COVID-19 outbreak Community and
Development Services Department staffing has been reduced by a third through furlough or unfilled
vacancies until the end of 2020, and the majority of staff members scheduled to work will be working
under a 40-percent reduction in hours through the end of 2020.
E. Community needs warrant the resumption of meetings of certain boards and commissions
under the administration of the Community and Development Services Department, while staffing
limitations require modification of the regular meeting schedule of those boards and commissions.
THEREFORE, BE IT RESOLVED by the Governing Body of the City of Salina, Kansas:
Section 1. Commencing upon adoption of this Resolution continuing until December 31,2020,
meetings of the following boards and commission shall resume based upon the following revised
meeting schedules:
a) Planning Commission

i. Regular meeting schedule: 1st and 3rd Tuesday of every month.
ii. Revised meeting schedule: May 19th and as of June only the 1st Tuesday of every
month.
b) Business Improvement District Design Review Board
i. Regular meeting schedule: 2nd and 4th Thursday of every month.
ii. Revised meeting schedule: 2"d Thursday of every month.
c) Human Relations Commission
i. Regular meeting schedule: 2nd Tuesday of every month.
ii. Revised meeting schedule: 2nd Tuesday of every even numbered month (June,
August, October, December).
d) Building Advisory Board
i. Regular meeting schedule: 2nd Tuesday of every month
ii. Revised meeting schedule: 2nd Tuesday of every even numbered month (June,
August, October, December).
e) Heritage Commission
i. Regular meeting schedule: Last Wednesday of the month, meets quarterly (January,
April, July, October).
ii. Revised meeting schedule: No change, continue with regular meeting schedule.
f) Accessibility Advisory Board
i. Regular meeting schedule: 3rd Thursday, meets quarterly (June, August, October,
December).

g) Board of Zoning Appeals
i. Regular meeting schedule: 3rd Thursday of every month.
ii. Revised meeting schedule: No change, continue with regular meeting schedule.
Section 2. Resolution Number 20-7824 is amended to the extent it is modified by this
Resolution.
Section 3. This resolution shall supersede the bylaws of any of the boards or commissions listed
in Section 1 to the extent those bylaws address regular meeting schedules.
Section 4. This resolution shall be in full force and effect from and after its adoption.
Adopted by the Board of Commissioners and signed by the Mayor this 18th day of May 2020.
