Commissioners' Meeting
November 23, 1970
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Monday, November 23, 1970, at four o'clock p.m.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and
a Moment of Silent Prayer.
There were present:
Mayor Robert C. Caldwell, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Donald D. Millikan
Commissioner Carl R. Rundquist
comprising a quorum of the Board, also:

Norris D. Olson, City Manager

Commissioner William W. Yost
The Minutes of the Regular Meeting of November 16, 1970, were approved as mailed.
THE CITY ENGINEER filed Plans and Specifications for Lateral Sanitary Sewer
Number 512, to serve Lots 6 and 7, Mount Barbara Park Addition, which was requested in
Petition Number 3137, filed by James A. Greenwood, Jr., on October 16, 1970. A motion
was made by Commissioner Rundquist, seconded by Commissioner Millikan to accept the
Plans and Specifications as filed. Ayes: (4). Nays: (0). Motion carried.
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing
for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and
thereby adopted and providing for the rezoning of certain property within the City and
prescribing the proper uses thereof." [Rezoning of Lot 6, Santa Fe Avenue, Prescott
Addition (616 South Santa Fe Avenue) to District "DD" (Office District), which was requested;
in Petition Number 3131, filed by Prudential Savings and Loan Association on September 25,
19701 A motion was made by Commissioner Millikan, seconded by Commissioner Ashton to adopt
the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist,
Caldwell (4). Nays: (0). Commissioner Yost absent. The Mayor approved the ordinance and
it is numbered 8123. Carried. Ordinance was introduced for first 'reading November 9, 1970.;
AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE adopting
the 1970 Edition of the Uniform Plumbing Code and all appendices, except as modified by
Chapter 9 of The Salina Code and repealing the original section." A motion was made by
Commissioner Ashton, seconded by Commissioner Rundquist to adopt the ordinance as read
and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Caldwell (4). Nays: (0)1.
Commissioner Yost absent. Mayor approved the ordinance and it is numbered 8124. Carried.
The ordinance was introduced for first reading November 16, 1970.
A LETTER was received from the Salina City Planning Commission recommending the
approval of the rezoning of Block 5, Replat of Blocks 4, 5, 6, of the Replat of Lots 1 to
15, inclusive of Garden Home Addition to District "DD" (Office District). The rezoning
was requested in Petition Number 3136, which was filed by the Young Women's Christian
Association on October 8, 1970. A motion was made by Commissioner Millikan, seconded by
Commissioner Ashton to accept the recommendation of the Salina City Planning Commission
and introduce the rezoning ordinance for first reading. Ayes: (4). Nays: (0). Motion
carried.

THE CITY COMMISSIONERS considered an Agreement with Marymount College for the use
of Memorial Hall for Basketball. The Director of Administration explained that the City is
to receive $10.00 an hour for practice games and $15.00 an hour for regularly scheduled
games. This will amount to approximately $1,300.00 for the basketball season. The City is
spending approximately $1,500.00 for the refinishing of the floor and the installation of
pads. The agreement stipulates if the City does not receive sufficient fees over the 2 year.
period to compensate for the expenditures of refinishing the floor and pads, the College
will reimburse the difference. A motion was made by Commissioner Millikan, seconded by
Commissioner Rundquist to authorize the Mayor to sign the agreement. Ayes: (4). Nays: '(0)
Motion carried.
A MOTION was made by Commissioner Rundquist, seconded by Commissioner Millikan
to introduce an ordinance for first reading providing for the type of back water value to
be used, modifying Section 209 of The Uniform Plumbing Code. Ayes: (4). Nays: (0).
Motion carried.

A MOTION was made by Commissioner Millikan, seconded by Commissioner Rundquist
to introduce an ordinance for first reading specifying the type of gate valves to be used
on drainage work, modifying Section 210 (a) of the Uniform Plumbing Code. Ayes: (4).
Nays: (0). Motion carried.

A MOTION was made by Commissioner Ashton, seconded by Commissioner Rundquist to
introduce an ordinance for first reading pertaining to drainage piping serving fixtures
located below the property line, modifying Section 409 (a) of the Uniform Plumbing Code.
Ayes: (4). Nays: (0). Motion carried.

A LETTER was received from the Building Code Advisory Board recommending the
adoption of the 1970 Edition of the Fire Prevention Code with amendments. A motion was
made by Commissioner Rundquist, seconded by Commissioner Millikan to introduce an
ordinance for first reading adopting the 1970 Edition of the Fire Prevention Code with
amendments. Ayes: (4). Nays: (0). Motion carried.

A MOTION was made by Commissioner Rundquist, seconded by Commissioner Millikan
to introduce an ordinance for first reading providing for compliance with the Kansas
Statutes in regard to turnstiles modifying Section 11.5 of the Fire Prevention Code
and repealing Section 12-89 of the Salina Code. Ayes: (4). Nays: (0). Motion carried.

THE CITY ENGINEER filed Change Order # 1 for Job 520 - Upper Mill Heights
Addition Number 2 - Force Main and Pump Station, for Brown and Brown, Inc., in the amount
of $1,380.00 (for lowering the pump station, extending entrance tube, etc.) A motion was
made by Commissioner Millikan, seconded by Commissioner Rundquist to approve the change
order. Ayes: (4). Nays: (0). Motion carried.
THE CITY ENGINEER filed Change Order # 2 for Job 520 - Upper Mill Heights
I Addition Number 2 - Force Main and Pump Station, for Brown and Brown, Inc., in the amount
of $180.00 (for an additional 60 L.F. of 1 1/4 inch water service line) A motion was
made by Commissioner Ashton, seconded by Commissioner Millikan to approve the change
order. Ayes: (4). Nays: (0). Motion carried.
1 THE CITY ENGINEER filed Final Estimate for Job 520 - Upper Mill Heights Addition
1 Number 2 - Force Main and Pump Station, for Brown and Brown, Inc., in the amount of
$4,171.75• A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist
to approve the final estimate. Ayes: (4). Nays: (0). Motion carried.
AN ORDINANCE was introduced and passed entitled: ''AN ORDINANCE making an
appropriation for the payment of certain claims.'' (payroll - $85,156.35) A motion was
made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance
as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Caldwell (4)
Nays: (0). Commissioner Yost absent. The Mayor approved the ordinance and it is
numbered A-1558. Carried.
THE MAYOR, with the approval of the City Commissioners made the following
appointments:
Glenn C. Long to the Salina City Planning Commission to fill the unexpired term
of J. D. Patterson to May 1, 1971.
Mrs. Barbara Knight to the Public Welfare Board to fill the unexpired term of
Mrs. L. S. Nelson, to May 21, 1974.
I Mayor Caldwell read a letter of resignation from City Commissioner W. W. Yost.
A motion was made by Commissioner Millikan, seconded by Commissioner Rundquist to accept
his resignation with regret and to write a letter of thanks for his years of service as
a City Commissioner. Ayes: (4). Nays: (0). Motion carried.

On a motion by Commissioner Millikan, seconded by Commissioner Ashton, the
Regular Meeting of the Board of Commissioners adjourned. Ayes: (4). Nays: (0). Motion
carried.
