11-09-1970 MinutesCity of Salina, Kansas Commissioners' Meeting November 9, 1970 I The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, November 9, 1970, at four o'clock p.m. I The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag i and a Moment of Silent Prayer. I There were present: Mayor Robert C. Caldwell, Chairman presiding Commissioner Leon L. Ashton Commissioner Donald D. Millikan j Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board,also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager M. E. Abbott, Acting City Clerk Absent: I D. L. Harrison, City Clerk i The Minutes of the Regular Meeting of November 2, 1970, were approved as mailed. s THE MAYOR proclaimed the week of November 7 through 13, 1970 - "MARINE CORPS WEEK". The proclamation was read by Master Sgt. John Gallagher, Retired. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE providing the age and residence requirements of applicants for taxicab drivers licenses; j amending Section 34-90 of The Salina Code and repealing said original section." (changing the residence requirements from 1 year in the City or within 2 miles to 90 days in the County) A motion was made by Commissioner Yost, seconded by Commissioner Millikan to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, ! Rundquist, Yost, Caldwell (5). Nays: (0). Mayor approved the ordinance and it is numbered 8120. Carried. The ordinance was introduced for first reading November 2, 1970. A LETTER was received from the Salina City Planning Commission recommending Petition Number 3131 be granted. [Petition Number 3131 was filed by the Prudential Savings Association, 600 South Santa Fe Avenue, for the rezoning of Lot 6, Santa Fe Ave., Prescott Addition (616 South Santa Fe Avenue) from District "C" (Apartment District) to District "DD" (Office District)]. A motion was made by Commissioner Yost, seconded by Commissioner Ashton to accept the recommendation of the Salina City Planning Commission and approve the petition and introduce an ordinance for first reading for the rezoning. Ayes: (5). Nays: (0). Motion carried. i Ordinance Passed: 'R 1910 Number: 4123 A MOTION was made by Commissioner Millikan, seconded by Commissioner Ashton to introduce an ordinance for first reading creating and defining Lateral Sanitary Sewer District Number 512, to serve Lots 6 and 7, Mount Barbara Addition. [Sewer was requested in Petition Number 3137, which was filed by James A. Greenwood, Jr., on October 16, 1970] Ayes: (5)• Nays: (0). Motion carried. (bills - $1,128,358.11) A motion was made by Commissioner Millikan, seconded by Commissioner Yost to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Yost, Caldwell (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1555.. Carried. AN ORDINANCE was introduced and passed entitled: ''AN ORDINANCE making an appropriation for the payment of certain claims.'' (payroll - $92,535.11) A motion was made by Commissioner Millikan, seconded by Commissioner Yost to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Yost, Caldwell (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1556. Carried On a motion by Commissioner Rundquist, seconded by Commissioner Millikan, the Regular Meeting of the Board of Commissioners adjourned. M. E. Abbott, Acting City Clerk 1 PETITION NUMBER 3138 was filed by Betty Jesnowski to prohibit parking on the south side of Maple Avenue from Hageman to Haskett, because it is only a twenty-five foot street and there are no sidewalks. A motion was made by Commissioner Millikan, seconded i by Commissioner Ashton to refer the petition to the Traffic Engineer for a report. Ayes: (5). Nays: (0). Motion carried. A CEREAL MALT BEVERAGE License Application was filed by Perry L. Copeland for Bengtson and Sons Tire and Service Center, 1103 East Crawford, for package sales only (New).; A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to approve j the license application. Ayes: (5). Nays: (0). Motion carried. COMMISSIONER ASHTON asked if something could be done at the intersection of South Santa Fe and South Street. This is by Asbury Hospital and young people have been making excessive noise with their cars. The City Manager referred the matter to the Traffic Engineer. CITY ENGINEER filed Final Estimate on Job 529 for Belmont Boulevard Sidewalk Repair for Wilbur Construction Company, in the amount of $4,613.25. A motion was made by Commissioner Ashton, seconded by Commissioner Millikan to approve the estimate. Ayes: (5). Nays: (0). Motion carried.
