11-02-1970 MinutesCity of Salina, Kansas Commissioners' Meeting November 2, 1970 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, November 2, 1970, at four o'clock p.m. The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and a Moment of Silent Prayer. There were present: Mayor Robert C. Caldwell, Chairman presiding Commissioner Leon L. Ashton Commissioner Donald D. Millikan Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of October 26, 1970, were approved as mailedi THE MAYOR proclaimed November 8, 1970 - "PEANUT BUTTER SUNDAY". The proclamation was read by Wayne Owens, President of the Salina Jaycees. THE MAYOR proclaimed November 9, 1970 - "T DAY". The proclamation was read by Jack Stewart. (For the Salina Community Theatre Building Fund Drive) MAYOR CALDWELL mentioned that November 6, 1970 is "PROFESSIONAL EDUCATOR DAY", for the Kansas National Education Association. AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE authorizing the issuance of Internal Improvement Bonds of the City of Salina, Kansas, in the sum of $147,101.81, to pay the cost of storm sewer, water main and street improvements in the City to be designated as Series P-213." A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Yost, Caldwell (5). Nays: (0). Mayor approved the ordinance and it is numbered 8119. Carried. The Ordinance was introduced for first reading October 26, 1970• THE CITY ENGINEER reported on Water and Sewer Lines to serve the North Fifth Street and Stimmel Road Areas. A motion was made by Commissioner Yost, seconded by Commissioner Millikan to accept the report from the City Engineer and to take it under study. Ayes: (5). Nays: (0). Motion carried. REPORT from the Traffic Engineer on Petition Number 3135, which was filed by Harold Dickey for the installation of "No Parking" signs from 1-35-W south to the north gate of the Salina Industrial Airport, on both sides of Centennial Road, for safety reasons, on October 7, 1970. The City Manager reported that the Traffic Engineer recommends the "No Parking" signs be installed. A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to have the signs installed as recommended. Ayes: (5). Nays: (0). Motion carried. REPORT from the Traffic Engineer on a letter from the Radio Cab Company for two additional taxi stands in the 100 Block of East Walnut. The City Manager reports that the Traffic Engineer recommends one additional taxi stand be installed. A motion was made by Commissioner Millikan, seconded by Commissioner Yost to accept the recommendation of the Traffic Engineer and have the Traffic Department install the sign. Ayes: (5). Nays: (0). Motion carried. COMMISSIONER YOST asked the City Engineer to check the parking on East Iron Avenue, near Marymount College. Cars parked on the street could be damaged when the streets are slippery. 1 1 MR. JACK GRAY, Ex -Captain of the Salina Fire Department, was present and referred to another letter being signed by members of the Salina Fire Department at this time. He also mentioned the letter written by Charles McCabe, in which he suggested the Department could be reduced by 15 members. Mr. Gray again asked the City Commissioners to make a full and impartial investigation of the Department. Mayor Caldwell asked Mr. Gray about the letter he was supposed to turn over to him. (Referring to the one Mr. Gray would not reveal the signature on last week) MR. GIB WENGER, United Fund Representative for the City, reported that City Employee Contributions increased 25%, with contribution of $5,613.00, and 100% Employee participation. He presented the City Manager, Norris D. Olson, and the Personnel Director, Mel Abbott, with a Certificate. The City Manager said his only roll was to write a letter to all City Employees, as he has done in the past; the Department Heads carried the ball. Commissioner Millikan added his congratulations to the City Employees for their participation in the United Fund. A MOTION was made by Commissioner Rundquist, seconded by Commissioner Ashton to instruct the City Clerk to advertise for bids for Gasoline Supply at Central Garage, for the period of November 20, 1970 to May 20, 1971, to be received November 16, 1970. Ayes: (5). Nays: (0). Motion carried. A MOTION was made by Commissioner Yost, seconded by Commissioner Millikan to instruct the City Clerk to advertise for bids for Diesel Fuel Supply for the period of November 20, 1970 to May 20, 1971, to be received November 16, 1970. Ayes: (5). Nays: (0). Motion carried. A MOTION was made by Commissioner Yost, seconded by Commissioner Millikan to instruct the City Clerk to advertise for bids for Gasoline Supply at the Fire Department', for the period of November 20, 1970 to May 20, 1971, to be received November 16, 1970. Ayes: (5). Nays: (0). Motion carried. A MOTION was made by Commissioner Millikan, seconded by Commissioner Yost to introduce an ordinance for first reading providing the age and residence requirements of applicants for Taxicab Drivers Licenses; amending Section 34-90 and repealing said original section. (Changing residence requirements from 1 year in the City or within 2 miles to 90 days in the County) Ordinance Passed: (�o,e,,,�,u, 4 199, Number: 'RIZ6 CITY ENGINEER filed Partial Estimate # 1 for Job 520 - Force Main and Pump Station for Upper Mill Heights Addition Number 2 - for Brown & Brown, Inc., in the amount of $18,261.00. A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0). Motion carried. CITY ENGINEER filed Partial Estimate # 1 for Job 522 - East North Street Water Main - for Brown & Brown, Inc., in the amount of $8,990.60. A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to approve the estimate. Ayes: (5). Nays: (0). Motion carried.
