Commissioners' Meeting
October 12, 1970
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Monday, October 12, 1970, at four o'clock p.m.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and a
I Moment of Silent Prayer.
There were present:
Mayor Robert C. Caldwell, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Donald D. Millikan
Commissioner William W. Yost
comprising a quorum of the Board, also:
L. 0. Bengtson, City Attorney
Norris D. Olson, City Manager
D. L. Harrison, City Clerk
Absent:
Commissioner Carl R. Rundquist
The Minutes of the Regular Meeting of October 5, 1970, were approved as mailed.
THE MAYOR proclaimed the Week of October 18 through 24, 1970 - "COMMUNITY HEALTH
WEEK". The proclamation was read by Larry Smith, Executive Secretary of the Saline County
Medical Society.
THE MAYOR proclaimed the Week of October 18 through 25, 1970 - "NATIONAL BUSINESS
WOMEN'S WEEK". The proclamation was read by Mayor Caldwell for Mrs. Harold Scribner.
AN ORDINANCE WAS introduced for second reading entitled: "AN ORDINANCE levying
special assessments against certain property to pay the cost of constructing certain
sidewalks in the parking abutting the following property, to -wit:
A concrete sidewalk installed at the curb line on the
east side of Highland Avenue and adjacent to Lots 1,
2, 3, 4, 5, 6, 7, 8, 9, 10, Block 2, Kraft Manor
Addition Number 2 to the City of Salina, Saline
County, Kansas.
A concrete sidewalk installed at the curb line on the
west side of Highland Avenue and adjacent to Lots 11,
12, 13, 14, 15, 16, 17, 18, 19, 20, Block 1, Kraft
Manor Addition Number 2 to the City of Salina, Saline
County, Kansas. "
(Engineering Job 523 - sidewalks were requested in Petition Numbers 3102 and 3103, which
were filed by Chester A. Beineke on March 12, 1970) A motion was made by Commissioner Yost,;
seconded by Commissioner Millikan to adopt the ordinance as read and the following vote was
had: Ayes: Ashton, Millikan, Yost, Caldwell (4). Nays: (0). Commissioner Rundquist absent.
Mayor approved the ordinance and it is numbered 8109. Carried. The Ordinance was introduce
for first reading October 5, 1970.

THE CITY MANAGER reported on Petition Number 3130, which was filed by Claude
Freeman on September 21, 1970, for a street light on the corner of Brown and Tenlawns. The
City Manager stated that the intersection does warrant a street light and suggested the j
light be installed on the Southwest corner. The property owner has given permission for
the installation of the street light. A motion was made by Commissioner Millikan, seconded
by Commissioner Yost to accept the City Manager's report and authorize the installation of
the street light. Ayes: (4). Nays: (0). Motion carried.

THE CITY ENGINEER reported for the Traffic Department on Petition Number 3132,
which was filed by Mrs. Virginia Frese on September 28, 1970, for the installation of "WALK -
DON'T WALK" traffic light on the corner of Ninth and Crawford, that the intersection had beer,
checked three times during the times children cross and counted only 4 children crossed on
the left turn signal. The City Engineer reported that the cost of a Walk -Don't Walk signal j
is approximately $1,200.00. The City Manager suggested a sign be installed saying "Don't
walk on left turn signal". A motion was made by Commissioner Yost, seconded by Commissioner;
Millikan that the petition be tabled for one week. Ayes: (4). Nays: (0). Motion carried.
THE CITY ENGINEER reported on Petition Number 3133, which was filed by Mr. 0. K.
Webster on October 5, 1970, for the concrete pavement of the 500 Block of Barney Street,
with lay back curb, that 50% of the abutting property owners had signed the petition and
recommended the paving be approved. A motion was made by Commissioner Millikan, seconded
by Commissioner Yost to accept the recommendation of the City Engineer and introduce a
Resolution for first reading for the paving of the street. Ayes: (4). Nays: (0). Motion
carried.

A LETTER was received from the Salina City Planning Commission, recommending the
approval of the rezoning of Lots 4, 5, 6, Block 6, Shalimar Plaza Addition, from District
"B" (Two Family Dwelling House District) to District "C" (Apartment District), which was
requested in Petition Number 2126, filed by Clyde E. Smith on August 21, 1970. A motion
was made by Commissioner Yost, seconded by Commissioner Millikan to accept the recommendatio6
of the Salina City Planning Commission and introduce an ordinance for first reading for the
rezoning. Ayes: (4). Nays: (0). Motion carried.

A LETTER was received from the Salina City Planning Commission, recommending the
approval of the rezoning of the West 415 Feet of Block 6, Schilling Sub -Division, from
District "C" (Apartment District" to District "PIP" (Planned Industrial Park) which was
requested in Petition Number 3127, filed by the Salina Airport Authority on August 25, 1970.
A motion was made by Commissioner Millikan, seconded by Commissioner Ashton to accept the
recommendation of the Salina City Planning Commission and introduce an ordinance for first
reading for the rezoning. Ayes: (4). Nays: (0). Motion carried.

PETITION NUMBER 3134 was filed by C. N. Hoffman Agent for the rezoning of a tract 'i
of land commencing at the Northwest corner of Hageman School Grounds on Cloud Street, thence;
westerly 75 feet along the south line of Cloud Street, thence south 60 feet, thence east
75 feet, thence north 60 feet to the point of beginning (501 West Cloud), from District "A"
(Second Dwelling House District) to District "D" (Local Business District). A motion was
made by Commissioner Millikan, seconded by Commissioner Ashton to refer the petition to the
Salina City Planning Commission. Ayes: (4). Nays: (0). Motion carried.
PETITION NUMBER 3135 was filed by Harold Dickey for the installation of "No Parkin"
signs from 1-35-W to the north gate of the Salina Industrial Airport, on both sides of
Centennial Road for safety reasons. A motion was made by Commissioner Yost, seconded by
Commissioner Millikan to refer the petition to the Traffic Department for study and a report1
Ayes: (4). Nays: (0). Motion carried.
PETITION NUMBER 3136 was filed by the YWCA, 122 South Eighth Street, by
Constance M. Achterberg, Agent, for the rezoning of Block 5, Replat of Blocks 4, 5, 6,
of the Replat of Lots 1 - 15, inclusive, Garden Home Addition from District "C" (Apartment
District) to District "DD" (Office District). A motion was made by Commissioner Millikan,
seconded by Commissioner Yost to refer the petition to the Salina City Planning Commission.
Ayes: (4). Nays: (0). Motion carried.
THE CITY ENGINEER filed Final Estimate on Job 527 - Indian Rock Park Water Main
for Stevens Contractors, Inc., in the amount of $3,912.09. A motion was made by Commissioner]
Ashton, seconded by Commissioner Millikan to approve the estimate. Ayes: (4). Nays: (0).
Motion carried.
