I The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Monday, August 31, 1970, at four o'clock p.m.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag and a
Moment of Silent Prayer.
There were present:
Mayor Robert C. Caldwell, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Donald D. Millikan
Commissioner Carl R. Rundquist
comprising a quorum of the Board, also:
Ron Barta, Assistant City Attorney
Norris D. Olson, City Manager
D. L. Harrison, City Clerk
Absent.

The Minutes of the Regular Meeting of August 24, 1970, were approved as mailed.
i A RESOLUTION was introduced and passed entitled: "A RESOLUTION directing and
ordering a public hearing on the advisability of curbing, guttering, paving, water main,
and sanitary sewer improvements in a certain district and giving notice of such hearing."
Hearing to be held September 21, 1970. (Improvements were requested in Petition Number
3119, filed by Mrs. Lois Herrington on June 12, 1970). (Job 528 - Stimmel Road Improvements
A motion was made by Commissioner Ashton, seconded by Commissioner Millikan to adopt the
Resolution as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist,
Caldwell (4). Nays: (0). Commissioner Yost absent. Mayor approved the Resolution and
it is numbered 3068. Carried.

I CITY ENGINEER filed a Feasibility Report for the proposed street improvement,
water, sanitary sewer, and storm sewer system for Upper Mill Heights Addition # 2. (Job 525)
A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to accept the
Feasibility Report as filed, and authorize the Resolution be prepared setting out the
findings and determination of the Governing Body. Ayes: (4). Nays: (0). Motion carried.

A MOTION was made by Commissioner Millikan, seconded by Commissioner Rundquist
to introduce an ordinance for first reading pertaining to the height and type of fences for
front yards, side yards and retaining walls and variations thereto; amending Section 9-352
9-352 (2), 9-352 (5) and 9-352 (7) of The Salina Code and repealing said original sections.'
Ayes: (4). Nays: (0). Motion carried.
Ordinance Passed: i4 igio Number: 410
PETITION NUMBER 3127 was filed by the Salina Airport Authority for the rezoning
of the West 415 feet of Block 6, Schilling Sub -division from District "C" (Apartment
District) to District "P.I.P." A motion was made by Commissioner Rundquist, seconded by
Commissioner Millikan to refer the petition to the Salina City Planning Commission.
Ayes: (4). Nays: (0). Motion carried.
A MOTION was made by Commissioner Millikan, seconded by Commissioner Ashton to
instruct the City Clerk to advertise for bids for Job 529 - Belmont Sidewalk Repair, to
be received on September 14, 1970. Ayes: (4). Nays: (0). Motion carried.
CEREAL MALT BEVERAGE LICENSE Application was filed by John W. Landes, d/b/a
Landes Apco # 3, 720 North Broadway. (New - for unbroken case lots) A motion was made
by Commissioner Millikan, seconded by Commissioner Rundquist to approve the license.
Ayes: (4). Nays: (0). Motion carried.
