08-03-1970 MinutesCity of Salina, Kansas Commissioners' Meeting August 3, 1970 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, August 3, 1970, at four o'clock p.m. The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag, and a Moment of Silent Prayer. There were present: Mayor Robert C. Caldwell, Chairman presiding Commissioner Leon L. Ashton Commissioner Donald D. Millikan Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also: Ron Barta, Assistant City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: L. 0. Bengtson, City Attorney The Minutes of the Regular Meeting of July 27, 1970, were approved as mailed. THE MAYOR PROCLAIMED August 6, 1970 - ''NAVY MOTHER'S DAY''. The proclamation was read by Mrs. Jennie Hayman. THE CITY ENGINEER reported on Petition Number 3119, which was filed by Lois Herrington on June 12, 1970, for the installation of water and sewer mains to serve the property adjacent to Stimmel Road, and for the concrete curb, gutter and paving of Stimmel Road from U. S. 81 Highway to 5th Street, which was referred back to the petitioner at the j June 15, 1970 meeting because it had an insufficient number of signers. The City Engineer reported that the signature obtained on the petition on July 27, 1970 gave the petition 500 of the property owners. He stated that if the street is paved, the City will need to obtain additional right-of-way. The estimated cost of paving will be $10.00 a front foot, water will be $2.50 a front foot, and sewer will be $2.50 a front foot. Commissioner Rundquist mentioned that there is no improved property on the south side of the street, and questioned the cost of street improvements to vacant property, that it might be on a tax sale in a few years. He felt the sewer and water improvements should be made, but the street improvements should be let go. The City Engineer stated that the 6 signers on the petition represent 30% of the abutting front footage. A motion was made by Commissioner Yost, seconded by Commissioner Millikan to instruct the City Engineer to prepare a feasibili report. Ayes: (5). Nays: (0). Motion carried. MR. ENOCH HARRIS, of Yellow Taxi, was present asking the City Commissioners to consider the taxicab rate increase proposed some time ago. He stated that costs have increased 34% over the past 6 or 7 years, and feels the small increase is more than justifie� A motion was made by Commissioner Yost, seconded by Commissioner Ashton to increase the rates as proposed and to introduce the ordinance for first reading, and to leave the public liability limits at 50,000/100,000/10,000 [Public Liability Insurance - $50,000 bodily injury per person, $100,000 bodily injury per accident, $10,000 property damage] Ayes: (5).1 Nays: (0). Ordinance Passed:,, I o, f91a Number: �Oq9 A MOTION was made by Commissioner Rundquist, seconded by Commissioner'Ashton to introduce an ordinance for first reading levying a special assessment against certain property to pay the cost of the abatement of nuisances. (Lot clean-up, demolition, clear sight clearance, removal of trees, & etc.) Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: Number: 4100 A CEREAL MALT Beverage License Application was filed by Colleen Hawk, d/b/a Hurry Back Inn, 153-A South Fifth Street. (New) A motion was made by Commissioner Yost, seconded by Commissioner Millikan to approve the license. Ayes: (5). Nays: (0). Motion carried. Richmond - reappointed for a 5 year term to August 17, 1975 i Building Code Advisory Board - Charles Frank, General Contractor, appointed to succeed Richard Johnson, for a 3 year term to June 1, 1973 Jack Gill, Electrical Contractor, reappointed for a 3 year term to June 1, 1973 John Weckel, Attorney, reappointed for a 3 year term to June 1, 1973 Plumbing Board of Appeals - William Lucas, Master, reappointed for a 2 year term to June 24, 1972 Clarence Holm, Jr., Master, reappointed for a 2 year term to June 24, 1972 Glenn Robertson, Journeyman, reappointed for a 2 year term to June 24, 1972 Ray Snead, Journeyman, reappointed for a 2 year term to June 24, 1972 Jim Baker, Mechanical Engineer, reappointed for a 2 year term to June 24, 11 (Laverne Turner, Plumbing Inspector - Secretary, Ex -officio) Supervised Recreation Commission Allen Dodge - reappointed for a 4 year term to June 9, 1974 Commissioner Millikan recommended the following rates for the Municipal Golf course: Green Fees: $2.25 Weekdays $3.25 Saturdays, Sundays and Holidays (One fee good all day) Annual Memberships: Individuals $125.00 Man & Wife $175.00 Family $200.00, regardless of number Age 65 and over, excluding Saturdays, Sundays and Holidays $75.00 Age 15 and under, excluding Saturdays, Sundays and Holidays $50.00 Golf Cart Rentals: Pull Type $.50 (plus $.50 deposit) Riding Type $4.00 for 9 holes; $7.00 for 18 holes $4.00 for own cart all day A RESOLUTION was introduced and passed entitled: ''A RESOLUTION authorizing and establishinc certain charges for the operation of the Salina Municipal Golf Course.'' A motion was made by Commissioner Millikan, seconded by Commissioner Yost to adopt the Resolution as read and the following vote was had: Ayes: Ashton, Millikan, Rundqui�t, Yost, Caldwell (5). Nays: (0). Mayor approved the Resolution and it is numbered 3067. Carried. MAYOR CALDWELL asked why the City crews would go out to mow a lot with a growth of weeds and leave a lot right next to it which needs to be mowed even worse. The City Manager explained the procedure. All complaints are taken by the Health Department, a notice is sent to the property owner and he is given five days to mow the property, or the City will, and the cost will be assessed against the property. COMMISSIONER YOST asked the City Engineer if the railroad companies are repairing any of their crossings. The City Engineer reported that the Missouri Pacific Railroad has started repairing their crossings, and that the Union Pacific Railroad is preparing a prefabricated crossing to be installed at Fourth and Crawford Streets this week. THE CITY ENGINEER filed Partial Estimate Number 1 - for Job 523 for sidewalks on the east and west sides of the 1900 Block of Highland, to J. S. Frank Construction Company, in the amount of $1,746.72. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to approve the payment. Ayes: (5). Nays: (0). Motion carried. THE CITY ENGINEER filed Partial Estimate Number 1 - for Job 524 - Part II - for Machine Laid Seal, for Brown & Brown, Inc., in the amount of $53,256.04. A motion was made by Commissioner Millikan, seconded by Commissioner Yost to approve the estimate. Ayes: (5). Nays: (0). Motion carried. 172 STATEMENT was filed by Cayton-Jones-Engelhardt-Gillam, Architects for the preparation of the Survey and Report on Salina Memorial Hall Building, in accordance with their proposal dated May 28, 1970, in the amount of $2,000.00. A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to approve the estimate. Ayes: (5). Nays: (0). Motion carried. PAYMENT for Services to Webb and Larson, Inc., for the demolition of 351 East Antrim, 917 North Santa Fe and 206 North Second, in the amount of $1,200.00. A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to approve the payment. Ayes: (5)• Nays: (0). Motion carried. AN ORDINANCE was introduced and passed entitled: "AN ORDINANCE making.an appropriation for the payment of certain claims." (bills - $1,197,358.12) A motion was made by Commissioner Yost, seconded by Commissioner Millikan to adopt the ordinance as read and the following vote was had: Ayes: Ashton, Millikan, Rundquist, Yost, Caldwell (5)• Nays: (0).
