Commissioners' Meeting
June 15, 1970
The Regular Meeting of the Board of Commissioners met in the Commissioners'
Room, City -County Building, on Monday, June 15, 1970, at four o'clock p.m.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag, and
a Moment of Silent Prayer.
There were present:
Mayor Robert C. Caldwell, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Donald D. Millikan
Commissioner Carl R. Rundquist
comprising a quorum of the Board, also:
L. 0. Bengtson, City Attorney
Norris D. Olson, City Manager
D. L. Harrison, City Clerk
Absent:
Commissioner William W. Yost
The Minutes of the Regular Meeting of June 8, 1970, were approved as mailed.
An award was presented by Mrs. J. Ritchey for Consumers for a Better Environment
to the City Commissioners for their contributions to the City, for changing the location of
the proposed land fill site. The Mayor thanked the Committee for the award.
The Engineering Department reported on Petition Number 3117, which was filed by
Aubrey G. Linville, Vice president of Upper Mill Development Company, Inc., for the vacation
of certain easements, and recommended the easements be vacated. A motion was made by
Commissioner Rundquist, seconded by Commissioner Ashton to accept the recommendation of the
Engineering Department to vacate the easements, and to introduce an ordinance for first
reading. Ayes: (4). Nays: (0). Motion carried.

The Engineering Department filed Plans and Specifications for Job 523 for sidewalk$
on the east and west sides of the 1900 Block of Highland Avenue, which were requested in
Petitions 3102 and 3103 filed by Chester A. Beineke on March 12, 1970. A motion was made
by Commissioner Rundquist, seconded by Commissioner Ashton to accept the Plans and Specifica#ions
as filed, and instruct the City Clerk to advertise for bids to be received on June 29, 1970.'
Ayes: (4). Nays: (0). Motion carried.
A letter was received from Kenneth Nordboe requesting that the City Commission
take final action on the ordinance regarding trailer camps within 600 feet of schools, which'
was delayed for second reading on October 27, 1969. A motion was made by Commissioner
Ashton to introduce the ordinance for second reading entitled: "AN ORDINANCE providing the
proximity requirements of a mobile home court from parks, public buildings, hospitals or
colleges; amending Section 21-29 of The Salina Code and repealing said original section."
Motion died for lack of a second. A motion was made by Commissioner Ashton, seconded by
Commissioner Rundquist to amend the ordinance to read: "AN ORDINANCE providing the proximity,
requirements of a mobile home court from parks, public buildings, hospitals, schools or
colleges; amending Section 21-29 of The Salina Code and repealing said original section."
(Providing, however that a mobile home court which provides a minimum area of 4,600 square
feet for each mobile home, may be located within a distance of 300 feet of any public park,
public building, school, or college) Ayes: Caldwell, Ashton, Rundquist (3). Nays:
Millikan (1). Commissioner Yost absent. Mayor approved the ordinance and it is numbered
8087. Carried.
Petition Number 3118 was filed by A. A. Riker Trust, by Ralph E. Reitz for the
approval of the Replat of the East one-half of Block 10, Riker Addition to the City of
Salina, Saline County, Kansas. A motion was made by Commissioner Millikan, seconded by
Commissioner Ashton to refer the petition to the Salina City Planning Commission. Ayes: (4).
Nays: (0). Motion carried.

Petition Number 3119 was filed by Mrs. Lois Herrington, for the installation of
water and sewer mains to serve the property adjacent to Stimmel Road from U. S. 81 By-pass
to Fifth Street Road; and for the concrete curb, gutter and paving of Stimmel Road from
U. S. 81 By-pass to Fifth Street Road. A motion was made by Commissioner Rundquist,
seconded by Commissioner Millikan to refer the petition to the Engineering Department.

Petition Number 3120 was filed by Dick George to amend Salina Code Sections
9-166, 9-167, 9-168, 9-170, adopt Section 9-173 and amend 9-201. (These amendments are in
connection with prefabricated or modular homes, electrical and plumbing sections.) A
motion was made by Commissioner Millikan, seconded by Commissioner Rundquist to refer the
petition to the Building Code Advisory Board. Ayes: (4). Nays: (0). Motion carried.
Merchant Police License Application was filed by Paul J. Gestl, Sr., 1519 Sycamore
Street, d/b/a Merchant's Special Police Service. (Renewal) A motion was made by Commission r
Ashton, seconded by Commissioner Rundquist to approve the license. Ayes: (4). Nays: (0).
Motion carried. ;
Merchant Police License application was filed by Willie Beard, 416 Washington
(Renewal) A motion was made by Commissioner Millikan, seconded by Commissioner Rundquist
to approve the license. Ayes: (4). Nays: (0). Motion carried.
Mayor Caldwell commended the Salina Jaycees for a fine Soap Box Derby, held on
Sunday, June 14, 1970.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (Bills - $118,986.40) A motion was
made by Commissioner Ashton, seconded by Commissioner Rundquist to adopt the ordinance
as read and the following vote was had: Ayes: Caldwell, Ashton, Millikan, Rundquist (4).
Nays: (0). Mayor approved the ordinance and it is numbered A-1537• Carried.
On a motion by Commissioner Rundquist, the Board of Commissioners adjourned.
