Commissioners' Meeting
June 1, 1970
The Regular Meeting of the Board of Commissioners met in the Commissioners'
Room, City -County Building, on Monday, June 1, 1970, at four o'clock p.m.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag,
and a Moment of Silent Prayer.
There were present:

The Minutes of the Regular Meeting of May 25, 1970, were approved as mailed.
An ordinance was introduced for second reading entitled: "AN ORDINANCE providing
for the vacation of a portion of SHALIMAR DRIVE within the City of Salina, Kansas."
(Requested in Petition Number 3108, which was filed by E. W. Yockers on April 30, 1970)
A motion was made by Commissioner Millikan, seconded by Commissioner Yost to adopt the
3 ordinance as read and the following vote was had: Ayes: Caldwell, Ashton, Millikan,
Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 8084.
Carried. Ordinance was introduced for first reading May 25, 1970.
An ordinance was introduced for second reading entitled: "AN ORDINANCE levying
special assessments against certain property to pay the cost of constructing certain
sidewalks in the parking abutting the following property, to -wit:
A concrete sidewalk on the north side of Ralph Avenue,
and adjacent to Lots 10, 11, 12, 13, 14, 15, 16, 17,
and 18, Block 3, Southern View Addition to the City
of Salina, Saline County, Kansas.
(Sidewalks were requested in Petition Number 3057, which was filed by Robert H. Teske on
April 12, 1969) A motion was made by Commissioner Yost, seconded by Commissioner Ashton
to adopt the ordinance as read and the following vote was had: Ayes: Caldwell, Ashton,
Millikan, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is
numbered 8085. Carried. Ordinance was introduced for first reading May 25, 1970.

An ordinance was introduced for second reading entitled: "AN ORDINANCE
providing for the construction of certain sidewalks for the payment of the cost thereof,
and how the same shall be assessed and the manner of the payment therefor." (Sidewalks
were requested in Petition Numbers 3102 and 3103, which were filed by Chester A. Beineke
on March 12, 1970, for the east and west sides of the 1900 Block of Highland) A motion
was made by Commissioner Rundquist, seconded by Commissioner Millikan to adopt the
ordinance as read and the following vote was had: Ayes: Caldwell, Ashton, Millikan,
Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 8086.
Carried. Ordinance was introduced for first reading May 25, 1970.
Petition Number 3115 was filed by Marshall Motor Company, Inc., 801 East
Crawford, for the rezoning of Lots 1, 39 5, 7, 9, Block 15, and Lots 2, 4, 6, Block 14,
Pacific Addition to the City of Salina, Saline County, Kansas, from District "E" to
District "F" (Light industrial district) A motion was made by Commissioner Rundquist,
seconded by Commissioner Ashton to refer the petition to the Salina City Planning
Commission. Ayes: (5). Nays: (0). Motion carried.
Petition Number 3116 was filed by E. W. Yockers for the renaming of that
portion of Shalimar Drive south of Wayne Avenue in Mayfair Addition to Douglas Drive.
A motion was made by Commissioner Millikan, seconded by Commissioner Yost to refer
the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion
carried.

A Cereal Malt Beverage License Application was filed by Thomas R. Young, d/b/a
Daisy May's, 409 South Broadway. (New) A motion was made by Commissioner Ashton, seconded
by Commissioner Rundquist to approve the license. Ayes: (5). Nays: (0). Motion carried.
A proposal was submitted by Cayton, Jones, Engelhardt, and Gillam, Architects,
to do a Feasibility Study concerning improvements to Memorial Hall. A motion was made by
Commissioner Rundquist, seconded by Commissioner Millikan to accept the proposal, with
the exception of Items 7 and 8, and instructed the City Manager to negotiate with the
architects on the cost. Ayes: (5). Nays: (0). Motion carried.
Mr. Bill Hinkel was asked by Commissioner Ashton what the P. A. System needs in
Memorial Hall. Mr. Hinkel stated that the amplifiers are in excellent condition, that the
main problem with the P. A. System is the old style microphones. It also needs sound
column speakers. He also stated that only about one quarter of the Hall has proper
accoustical treatment, and that the rest of the Hall is in great need of accoustical
treatment. The stage area needs new ropes for the back drops and the electrical panel
needs to be worked over. He suggested the T -Rail system be installed to replace the ropes.
There is an outfit in Louisville, Kentucky which has a used system for $6,000.00. A new
system would cost 40 - 50 thousand dollars.
The Mayor, with the approval of the Board of Commissioners, made the following
appointments:

Pat Bolen reappointed for a 3 year term to May 1, 1973
Charles Carroll, Jr. appointed for a 3 year term to May 1, 1973
to succeed Dan Stevenson
Plumbers & Gas Fitters Examining Board
Robert Parker, Journeyman, reappointed for a 2 year term to May 1, 1972•
Zoning Board of Appeals
J. D. Patterson reappointed for a 3 year term to May 8, 1973
Roy Presley appointed for a 3 year term to May 8, 1973 to
succeed Leonard Altman
Building Code Advisory Board
Max Bishop appointed to fill the unexpired term of Ron Richmond
to June 1, 1972
The City Engineer filed Partial Estimate # 3 for Job 512, New High School Street
Improvements, for Brown & Brown, Inc., in the amount of $22,858.68. A motion was made by
Commissioner Rundquist, seconded by Commissioner Ashton to approve the estimate. Ayes: (5) i
Nays: (0). Motion carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (bills - $232,337.40) A motion was made
by Commissioner Yost, seconded by Commissioner Millikan to adopt the ordinance as read and
the following vote was had: Ayes: Caldwell, Ashton, Millikan, Rundquist, Yost (5).
Nays: (0). Mayor approved the ordinance and it is numbered A-1535• Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll - $93,481.10) A motion was
made by Commissioner Yost, seconded by Commissioner Millikan to adopt the ordinance as
read and the following vote was had: Ayes: Caldwell, Ashton, Millikan, Rundquist, Yost (5)
Nays: (0). Mayor approved the ordinance and it is numbered A-1536. Carried.
The Mayor thanked the Veteran organizations for their part in the Memorial Day
Services.
On a motion by Commissioner Millikan, the Board of Commissioners adjourned.
