05-25-1970 Minutesi City of Salina, Kansas Commissioners' Meeting May 25, 1970 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, May 25, 1970, at four o'clock p.m. i The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag, and a Moment of Silent Prayer. There were present: Mayor Robert C. Caldwell, Chairman presiding Commissioner Leon L. Ashton Commissioner Donald D. Millikan Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of May 18, 1970, were approved as mailed. A RESOLUTION was introduced and passed entitled: "A RESOLUTION authorizing and ordering certain sanitary sewer pumping station and force main improvements, ordering preparation of plans and specifications, and the estimate of costs." (Job 520 - for the Phil Martin Apartment Project and Upper Mill Heights Addition # 2) A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the Resolution as read and the following vote was had: Ayes: Caldwell, Ashton, Millikan, Rundquist, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 3060. Carried. A RESOLUTION was introduced and passed entitled: "A RESOLUTION directing and ordering a public hearing on the advisability of a water main improvement in a certain district and giving notice of such hearing." (Job 522 - for the extension of water main on East North Street to serve Brown & Brown Addition # 1) A motion was made by Commissioner Yost, seconded by Commissioner Millikan to adopt the Resolution as read and the following vote was had: Ayes: Caldwell, Ashton, Millikan, Rundquist, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 3061. Carried. A Letter was received from the Salina City Planning Commission recommending the approval of the Final Plat of Brown & Brown Addition Number 1. (Requested in Petition Number 3084 which was filed by Brown & Brown, Inc., on December 9, 1969) A motion was made by Commissioner Millikan, seconded by Commissioner Yost to accept the recommendation of the Salina City Planning Commission and approve the Final Plat of Brown & Brown Addition Number 1. Ayes: (5). Nays: (0). Motion carried. A letter was received from the Salina City Planning Commission recommending the approval of the Final Plat of Northview Addition. (Requested in Petition Number 3098 which was filed by Jack and Maybelle Beverly on February 25, 1970) A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to accept the recommendation of the Salina City Planning Commission and approve the Final Plat of Northview Addition. Ayes: (5)i Nays: (0). Motion carried. A letter was received from the Salina City Planning Commission recommending the approval of Petition Number 3108, which was filed by E. W. Yockers on April 30, 1970, for the vacation of that portion of Shalimar Drive in Mayfair Addition, lying north of East Wayne Avenue to the present drainage ditch. A motion was made by Commissioner Millikan, seconded by Commissioner Yost to accept the recommendation of the Salina City Planning Commission and introduce an ordinance for first reading for the vacation of that part of Shalimar Drive. Ayes: (5). Nays: (0). Motion carried. i Ordinance Passed: Number: A letter was received from the Salina City Planning Commission, after reviewing the Annexation Plan of the City, recommends the annexation of the areas delineated on the map attached to the letter. A motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to accept the recommendation of the Salina City Planning Commission for study. Ayes: (5). Nays: (0). Motion carried. o(I 4 AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE authorizing and directing the issuance of $900,000 Principal amount of Salina, Kansas, Community Inn and Convention Center Refunding Revenue Bonds of 1970, Series A, of said City for the purpose of refunding, redeeming and paying off an equal principal amount of Salina, Kansas Community Inn and Convention Center Revenue Bonds of 1967, Series A; prescribing theJorm and authorizing the execution of a lease agreement by and between said City Q Salina Community Inn of America, Inc., a Kansas Corporation." A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Caldwell, Ashton, Millikan, Rundquist, Yost (5). Nays: (0). Mayor approved; the ordinance and it is numbered 8082. Carried. Ordinance was introduced for first reading' May 18, 1970• AN ORDINANCE was introduced for second reading entitled: "AN ORDINANCE authorizing!, the City of Salina, Kansas, to acquire a site for a building to be used for commercial facilities and authorizing and directing the issuance of $600,000 Principal amount of Salina, Kansas, Community Inn and Convention Center Refunding Revenue Bonds of 1970, Series B, of said City for the purpose of refunding, redeeming and paying off an equal principal amount of Salina, Kansas, Community Inn and Convention Center Revenue Bonds of 1967, Series B." A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance as read and the following vote was had: Ayes: Caldwell, Ashton, Millikan, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 8083. Carried. Ordinance was introduced for first reading May 18, 1970. A motion was made by Commissioner Yost, seconded by Commissioner Millikan to introduce an ordinance for first reading levying special assessments for sidewalks on the north side of the 600 Block of Ralph Avenue. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: ��u„��, i9`lo Number: X0$5 A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to introduce an ordinance for first reading providing for the construction of certain sidewalks' for the payment of the cost thereof, and how the same shall be assessed and the manner of the payment therefor." (Sidewz-lks on the east and west side of the 1900 Block of Highland, which was requested in Petition Numbers 3102 and 3103, which was filed by Chester A. Beineke on March 12, 1970) Ayes: (5). Ordinance Passed: Uunti4.11197o Number: U1(o A Letter was received from Bob Smith, d/b/a Bob Smith Salvage Company, Solomon, Kansas, requesting a 90 day extension for the removal of 10 houses near Centennial Park, which were purchased from the City. A motion was made by Commissioner Yost, seconded by Commissioner Ashton to allow additional time until June 15, 1970 to get the houses moved, and until June 30, 1970 for all clean-up. It was mentioned that the City has an obligation with FHA to have the houses moved and cleaned up by June 30, 1970. Ayes: (5). Nays: (0). Motion carried. Frank Norton, Cecil Hernandez and Rev. J. E. Jones, of the Enablers, presented a proposal on the swimming pool rates. They feel there was a great reduction in the number of children who attended the swimming pools in 1969, as compared with 1968. He offered the following proposal: 1. Children 12 and under could buy a season ticket for $1.00 and then pay 10� a swim. 2. Children 13 through 16 could buy a season ticket for $2.00 and then pay 25� a swim. 3. Everyone 17 and over would pay 50�. Mr. Norton stated he hoped organizations and churches would purchase season tickets and distribute them to the needy children of the City. Commissioner Ashton mentioned the Enablers had stated they could sell 4,000 season tickets to children. He feels children over 12 can earn their own money to swim; and that Salina's rates are in line with other cities. Mr. Norton feels the children between 12 and 16 should not be forgotten at this time of their lives. A lot of children at this age cannot find jobs, and the swimming pool is a good place for this age group to be. Rev. J. E. Jones thought the NAACP and Enablers could work with the City Commissioners to sell season tickets as suggested by Mr. Norton. Commissioner Yost feels the City Commission should go along with the proposal for season tickets as presented by Mr. Norton. Commissioner Rundquist suggested they change the present 25� ticket to age 16; and allow them to buy a $2.00 ticket plus 10� a swim. A motion was made by Commissioner Millikan, seconded by Commissioner Yost to have a $2.00 season ticket plus 10� a swim for children 13 and under, and a $2.00 season ticket plus 25G a swim for children 14 and over; also, to`have a rate of 25� for 13 years of age and under and 50� for 14 years of age and over for individuals not having season tickets. Ayes: (5). Nays: (0). Motion carried. 1 1 1 City Engineer filed the Plans and Specifications for Job 524 for the Resurfacing and resealing of certain streets for 1970. A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to approve the Plans and Specifications as filed, and instruct the City Clerk to advertise for bids to be received on June 8, 1970. Ayes: (5). Nays: (0). Motion carried. Petition Number 3114 was filed by Jeff Dahl for the rezoning of 501 West Cloud, from District "A" to District "D" (Local Business District). A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. A Cereal Malt Beverage License Application was filed by Quik Trip Corporation, d/b/a Shopeze No. 4, 1307 South Santa Fe Avenue, for package sales only. (New) A motion was made by Commissioner Ashton, seconded by Commissioner Millikan to approve the license. Ayes: (5). Nays: (0). Motion carried. A Tree Trimming License Application was filed by Paul Handlin, Marquette, Kansas, (New) A motion was made by Commissioner Yost, seconded by Commissioner Millikan to approve the license. Ayes: (5). Nays: (0). Motion carried. Dr. Lloyd Schurr, on behalf of the Salina School System, expressed appreciation to the City Staff for their fine cooperation and work done over the past school year. He also mentioned the good lighting on Magnolia Road, near the new High School Site. Mr. Enoch Harris, d/b/a Yellow Taxi, was present to ask the Commissioners to consider a rate increase of 3k a mile. He mentioned that the last rate increase was in 1963, and he feels it is necessary because of the increase in the cost of parts, labor, and automobiles. Commissioner Yost mentioned that the City Commission is studying the situation at this time. On a motion by Commissioner Ashton, the Board of Commissioners adjourned. D. L. Harrison, City Clerk U
