Commissioners' Meeting
May 18, 1970
The Regular Meeting of the Board of Commissioners met in the Commissioners'
Room, City -County Building, on Monday, May 18, 1970, at four o'clock p.m.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag,
and a Moment of Silent Prayer.
There were present:
Mayor Robert C. Caldwell, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Donald D. Millikan
Commissioner Carl R. Rundquist
Commissioner William W. Yost
comprising a quorum of the Board, also:

Absent:

The Minutes of the Regular Meeting of May 11, 1970, were approved as mailed.
The Mayor's Plaque and Gavel were presented by Mayor Caldwell to Donald D.
Millikan for his term as Mayor, from April 21, 1969 through April 20, 1970.
The Mayor proclaimed the week of May 17 to 25, 1970 - "REALTOR WEEK". The
proclamation was read by Joyce Winn.
The Mayor proclaimed May 23, 1970 - "NAACP TAG DAY". The proclamation was
read by Rev. J. E. Jones.
The Mayor proclaimed May 23, 1970 - "BUDDY POPPY DAY". The proclamation was
read by Karl Day of the V. F. W.
BIDS were received for the Gasoline Supply for Central Garage for the period of
May 22, 1970 through November 19, 1970. The bids were opened and tabulated, and a motion
was made by Commissioner Rundquist, seconded by Commissioner Yost to award the bid to
Long Oil Company (Gulf) as low bidder for the six month period. (Regular .11401;
Ethyl .1306G; 3 to 1 average .1264 per gallon). Ayes: (5). Nays: (0). Motion carried.
BIDS were received for the Diesel Fuel Supply for the period of May 22, 1970
through November 19, 1970. The bids were opened and tabulated, and a motion was made by
• Commissioner Rundquist, seconded by Commissioner Yost to award the bid to Walthers Oil
Company (Champlin), as low bidder for the six month period. (.10551 per gallon).
Ayes: (5). Nays: (0). Motion carried.
A RESOLUTION was introduced and passed entitled: "A RESOLUTION determining the
advisability of a sanitary sewer pumping station and force main improvements, estimating
the cost thereof, defining the boundaries of the improvement district, method of assessment,
and apportioning the cost between the improvement district and the City -at -large." A
motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the
Resolution as read and the following vote was had: Ayes: Caldwell, Ashton, Millikan,
Rundquist, Yost (5). Nays: (0). Mayor approved the Resolution and it is numbered 3057•
Carried.

BIDS were received for the Gasoline Supply for the Fire Department for the
period of May 22, 1970 through November 19, 1970. The bids were opened and tabulated,
and a motion was made by Commissioner Rundquist, seconded by Commissioner Yost to award
the bid to Long Oil Company (Gulf), as low bidder for the six month period. (.1385 per
gallon - Ethyl) Ayes: (5). Nays: (0). Motion carried.
HEARING was held, as required by Resolution Number 3054, on Job 520 for a
sanitary sewer pumping station and force main. (For the Phil Martin Apartment Project
and Upper Mill Heights Addition Number 2.) There were no protests filed, written or oral.
A motion was made by Commissioner Yost, seconded by Commissioner Millikan, that the
hearings be adjourned. Ayes: (5). Nays: (0). Motion carried.

A RESOLUTION was introduced for second reading entitled:"A RESOLUTION relating
to the curbing, guttering, paving and grading of Shalimar Drive with 6" reinforced
concrete from the south line of Wayne Avenue, south 120 feet." (Requested in Petition
Number 3109 filed by E. W. Yockers on April 30, 1970) A motion was made by Commissioner
Yost, seconded by Commissioner Ashton to adopt the Resolution as read and the following
vote was had: Ayes: Caldwell, Ashton, Millikan, Rundquist, Yost (5). Nays: (0). Mayor
approved the Resolution and it is numbered 3058. Carried. The Resolution was introduced
for first reading May 11, 1970.
A RESOLUTION was introduced for second reading entitled:"A RESOLUTION relating
to the curbing, guttering, paving and grading of Linden Drive with 6" reinforced concrete
from the south line of Wayne Avenue, south 120 feet." (Requested in Petition Number 3109
filed by E. W. Yockers on April 30, 1970) A motion was made by Commissioner Ashton,
seconded by Commissioner Rundquist to adopt the Resolution as read and the following vote
was had: Ayes: Caldwell, Ashton, Millikan, Rundquist, Yost (5). Nays: (0). Mayor
approved the Resolution and it is numbered 3059. Carried. The Resolution was introduced
for first reading May 11, 1970.
The City Engineer filed the Feasibility Report for Job 522 for Water Main
Extension on East North Street to serve Brown & Brown Addition # 1. (Requested in
Petition Number 3097 filed by Research Products Company and Bromac, Inc., on February if
1970) A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to
accept the feasibility report and that the Resolution directing and ordering a public
hearing on the advisability of the improvements be prepared for the next meeting. Ayes:
Nays: (0). Motion carried.
Mr. Harold Chase, Attorney representing Franklin Parks, filed an appeal with
the City Commission regarding the denial of the Board of Zoning Appeals of Mr. Parks'
request for a mobile home park at 917 North 13th. Mr. Chase questioned whether or not
permission to put a mobile home park in the area had to go to the Board of Zoning Appeals.
He felt the Building Official could have given approval, providing he, Mr. Parks, met all
the requirements for a mobile home park. Mr. Chase mentioned that there are two other
mobile home parks in the area and he feels this area is best suited for that use. A
motion was made by Commissioner Rundquist, seconded by Commissioner Millikan to take the
matter under advisement until three weeks from today.
A motion was made by Commissioner Yost, seconded by Commissioner Ashton to
introduce an ordinance for first reading authorizing and directing the issuance of
$900,000.00 principal amount of Salina, Kansas, Community Inn and Convention Center
Refunding Revenue Bonds of 1970, Series "A". Ayes: (5). Nays: (0). Motion carried.

A motion was made by CommissLoner Rundquist, seconded by Commissioner Millikan
to authorize -the City of Salina, Kansas, and directing the issuance of $600,000.00
principal amount of Salina, Kansas, Community Inn and Convention Center Refunding Revenue
Bonds of 1970, Series "B". Ayes: (5). Nays: (0). Motion carried.

A Statement was filed by Bob Smith, d/b/a Bob Smith Salvage Company, dated
May 14, 1970, for the demolition of the South Park School Building, in accordance with t
contract, in the amount of $2,175.00. A motion was made by Commissioner Yost, seconded
Commissioner Rundquist, to approve the payment. Ayes: (5). Nays: (0). Motion carried.
AN ORDINANCE was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (bills - $102,913.65) A motion was
made by Commissioner Ashton, seconded by Commissioner Millikan to adopt the ordinance as
read and the following vote was had: Ayes: Caldwell, Ashton, Millikan, Rundquist, Yost
(5). Nays: (0). Mayor approved the ordinance and it is numbered A-1533• Carried.
AN ORDINANCE was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll - $83,590.10) A motion was
made by Commissioner Ashton, seconded by Commissioner Millikan to adopt the ordinance as
read and the following vote was had: Ayes: Caldwell, Ashton, Millikan, Rundquist, Yost
(5). Nays: (0). Mayor approved the ordinance and it is numbered A-1534. Carried.
Commissioner Rundquist mentioned that
the Old City Hall and Police Buildings.
Frank Langshaw, Curator of the Smoky Hill Historical Museum, would like to have
a couple of the City Commissioners go through the City Hall to see if there is anything o
historical value in the building. He feels the Clock in the Old City Hall should be
retained as a tourist attraction; he also suggested that the downtown merchants secure t
Old City Hall for a "Downtown Merchant Museum". He thought it would be a great attractio
for the City.
