Commissioners' Meeting
May 4, 1970
The Regular Meeting of the Board of Commissioners met in the Commissioners'
Room, City -County Building, on Monday, May 4, 1970, at four o'clock p.m.
The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag,
and a Moment of Silent Prayer.
There were present:

The Minutes of the Regular Meeting of April 27, 1970, were approved as mailed.
The Mayor proclaimed the week of May 10 through 16, 1970 - "NAVY NURSE CORPS
WEEK". The proclamation was read by Chief Musterman.

The Mayor proclaimed the week of May 3 through 10, 1970 - "NATIONAL MUSIC WEEK".'
The proclamation was read by Mrs. Charles Olson and Mrs. Shanahan.
An ordinance was introduced for second reading entitled: "AN ORDINANCE limiting
the number of dogs which may be kept within residential districts within the City of
Salina, Kansas."
Mrs. Raymond Freeman, representing the Dog Breeders Association, feels the
proposed ordinance will not solve the problems that the Commissioners think it will.
She recommends an Advisory Committee be established consisting of a veternarian, a
member of the Dog Breeders Association, and a member of the Health Department. She
feels that enforcement of the present ordinance would solve most of the problems the
City is confronted with.
Mrs. James Martin stated that she lives by a person who raises dogs and the
odor and health conditions are terrible and she is in favor of the proposed ordinance.
Mrs. Baten Young, Mr. Bob Sparks, Mrs. J.P. (Norma) Vi,lardell, Mrs. Kim
Richardson, Mrs. L. D. (Karen) Tinkler, Mrs. Eugene Corfman, all spoke against the proposed
ordinance. They feel the limiting of three dogs per residence will not solve the problemsi
Stricter enforcement of the present ordinance will probably solve a lot of the problems.
Commissioner Ashton asked Dr. C. L. Olson, D.U.M., if he has any remarks to
make about the proposed ordinance. His personal opinion is that the term "kennel" needs
to be defined, and then guidelines established for sanitary and health conditions. The
Health Officer has problems with the present ordinance checking the sanitary and health
conditions.
A motion was made by Commissioner Yost, seconded by Commissioner Ashton to
table the ordinance for thirty days, and to establish an advisory committee consisting
of: One member of the Kennel Club, one veternarian, one health officer, two members
at large, and one, non-voting liasion member of the City Commission. Ayes: (4). Nays:(0)
Motion carried.
Mrs. James (Jeanette) Ritchey, representing the Salina Consumers for a Better
Environment, and others were present protesting the proposed land fill at North Ohio
Street and 1-70. She gave 5 reasons, which were: (1.) It will present an ugly entrance
to Salina, with blowing trash and smoke on a major highway; (2.) It will contribute
to the surface water pollution in the Saline River; (3.) It will contribute to ground
water pollution; (4.) This site does not meet federal standards for a sanitary land fill
(5.) Planned removal of healthy trees should not be sponsored by a public agency.
She had a map of Saline County and suggested 2 or 3 locations, which she

reviewed with the City Commissioners.
Mrs. Joyce Fent said the proposed locations they have in mind will present no
danger of water pollution. Mrs. Ritchey filed a petition with 681 signatures protesting
the North Ohio Street and 1-70 land fill. [The petition was later numbered 3112,1
Mary Ann Lee, who's mother lives on East Iron Avenue, complained about the
present land fill site. She said smoke from the site seems to follow the river toward
Iron Avenue in the evening, and causes undesirable odors.
The City Manager reported that the City is willing to consider any proposal
for a different land fill site; and anyone having suggestions, please let us know.
The City Commission accepted the petition and will take it under advisement.
Petition Number 3106 was filed by Wilson and Company for the approval of the
Preliminary Plat of Interstate District North of 1-70, an Addition to the City of Salina,
Kansas. A motion was made by Commissioner Millikan, seconded by Commissioner Yost to
refer the petition to the Salina City Planning Commission. Ayes: (4). Nays: (0).
Motion carried.
Petition Number 3107 was filed by V. M. Boyle to redesignate the parking meters
in Municipal Parking Lot # 8, located west of the alley and the north portion from 2 hour
(silver) to 6 hour (orange). A motion was made by Commissioner Yost, seconded by
Commissioner Millikan to refer the petition to the Engineering Department for checking.
Ayes: (4). Nays: (0). Motion carried.
Petition Number 3108 was filed by E. W. Yockers for the vacation of that
portion of Shalimar Drive in Mayfair Addition, lying north of East Wayne Avenue to the
drainage ditch. A motion was made by Commissioner Ashton, seconded by Commissioner
Millikan to refer the petition to the Salina City Planning Commission for a recommendation.`
Ayes: (4). Nays: (0). Motion carried.
Petition Number 3.109 was filed by E. W. Yockers for the extension of curb,
gutter and paving 120 feet south of East Wayne Avenue on Shalimar Drive and Linden Drive,
both streets being in Mayfair Addition to the City of Salina, Kansas. A motion was made
by Commissioner Millikan, seconded by Commissioner Ashton to refer the petition to the
Engineering Department. Ayes: (4). Nays: (0). Motion carried.
Petition Number 3110 was filed by Nannie F. Ringle, et al, for the denial of
the rezoning of any portion of Lot 6, Plat 2, Lamer Sub -division, [Rezoning was requested
in Petition Number 3104, filed by D. A. Norris for the rezoning of all of Lot 6, except
I the West 7 feet and the North 33 feet lying South and West of US 81 By-pass from District
"D" to District "E" (General Business District) on April 2, 1970.1 A motion was made
by Commissioner Yost, seconded by Commissioner Ashton to refer the petition to the
Salina City Planning Commission. Ayes: (4). Nays: (0). Motion carried.
Petition Number 3111 was filed by Mrs. C. F. Christman for a street light in
Willow Court. A motion was made by Commissioner Yost, seconded by Commissioner Millikan
to refer the petition to the City Manager to be checked. Ayes: (4). Nays: (0). Motion
carried.
A motion was made by Commissioner Yost, seconded by Commissioner Ashton to
instruct the City Clerk to advertise for bids for Gasoline Supply at Central Garage,
for the period of May 22, 1970 to November 19, 1970, to be received May 18, 1970.
Ayes: (4). Nays: (0). Motion carried.
A motion was made by Commissioner Yost, seconded by Commissioner Ashton to
instruct the City Clerk to advertise for bids for Diesel Fuel Supply for the period of
May 22, 1970 to November 19, 1970, to be received May 18, 1970. Ayes: (4). Nays: (0).
Motion carried.
A motion was made by Commissioner Yost, seconded by Commissioner Ashton to
instruct the City Clerk to advertise for bids for Gasoline Supply at the Fire Department,
for the period of May 22, 1970 to November 19, 1970, to be received May 18, 1970.
Ayes: (4). Nays: (0). Motion carried.
A Cereal Malt Beverage License Application was filed by Dale 0. Longbine for
the change of address of his 1970 license from 600 North Santa Fe Avenue to 808 North
Santa Fe Avenue. A motion was made by Commissioner Millikan, seconded by Commissioner
Ashton to approve the transfer, subject to the approval of the Health Department.

The Mayor, with the approval of the City Commissioners made the following
appointments to the Citizens Advisory Committee:

The City Engineer filed Final Estimate for Job 517 - Water Main for Coleman
Transfer and Storage, in the amount of $1,201.71, for Stevens Contractors, Inc. A
motion was made by Commissioner Ashton, seconded by Commissioner Yost to approve the
estimate. Ayes: (4). Nays: (0). Motion carried.
The City Engineer filed Final Estimate for Job 519 - Sidewalk on the north
side of the 600 block of Ralph, in the amount of $197.76 for A. W. Saum & Sons. A
motion was made by Commissioner Millikan, seconded by Commissioner Yost to approve
the Final Estimate. Ayes: (4). Nays: (0). Motion carried.
The City Engineer filed Estimate Number 2 for Job 512 - New High School Street
Improvements, in the amount of $43,531.40 for Brown & Brown, Inc. A motion was made
by Commissioner Yost, seconded by Commissioner Ashton to approve the estimate. Ayes: (4).
Nays: (0). Motion carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (bills - $739,979.41) A motion was
made by Commissioner Ashton, seconded by Commissioner Yost to adopt the ordinance as
read and the following vote was had: Ayes: Caldwell, Ashton, Millikan, Yost (4). Nays: (0)l
Commissioner Rundquist absent. Mayor approved the ordinance and it is numbered A-1531.
Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (payroll - $91,904.27) A motion was
made by Commissioner Millikan, seconded by Commissioner Yost to adopt the ordinance as
read and the following vote was had: Ayes: Caldwell, Ashton, Millikan, Yost (4). Nays: (0)
Commissioner Rundquist absent. Mayor approved the ordinance and it is numbered A-1532.
Carried.
On a motion by Commissioner Yost, the Board of Commissioners adjourned.
