04-27-1970 Minutes1 �J City of Salina, Kansas jj Commissioners' Meeting April 27, 1970 i I The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, April 27, 1970, at four o'clock p.m. The Mayor asked everyone to stand for the Pledge of Allegiance to the Flag, and a Moment of Silent Prayer. There were present: Mayor Robert C. Caldwell, Chairman presiding Commissioner Leon L. Ashton Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk f Absent: Commissioner Donald D. Millikan The Minutes of the Regular Meeting of April 20, 1970, were approved as mailed. The Mayor proclaimed the Month of May -"JOY MONTH". (Job Opportunity for Youth) The proclamation was read by Cleo Allen. The Mayor proclaimed the Month of May -"ABWA SCHOLARSHIP MONTH'. The proclamation was read by Hank Corcoran, president of the Sunflower Chapter. The Mayor proclaimed the Month of May' -"MENTAL HEALTH MONTH'. The proclamation was read by Dee Atteberry, Secretary -Treasurer of the Mental Health Association. The Mayor proclaimed May 1, 1970 -"LOYALTY DAY'. The proclamation was read by Ernest Keller, V. F W. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof.'' [Rezoning a 6.29 acre tract of land, north of Pacifi and east of Front Street, from District "A" to District "G" (Heavy Industrial District) which was requested in Petition Number 3099, filed by Jack and Maybelle Beverly on February 25, 1970.] A motion was made by Commissioner Yost, seconded by Commissioner Ashtc to adopt the ordinance as read and the following vote was had: Ayes: Caldwell, Ashton, Rundquist, Yost (4). Nays: (0). Commissioner Millikan absent. Mayor approved the ordinance and it is numbered 3081. Carried. Ordinance was introduced for first reading April 13, 1970. A Resolution was introduced and passed entitled: "A RESOLUTION directing and ordering a public hearing on the advisability of a sanitary sewer pumping station and force main improvements in certain districts and giving notice of such hearing." The Hearing Date is set for May 18, 1970. A motion was made by Commissioner Rundquist, second by Commissioner Ashton to adopt the Resolution as read and the following vote was had: Ayes: Caldwell, Ashton, Rundquist, Yost (4). Nays: (0). Commissioner Millikan absent. Mayor approved the Resolution and it is numbered 3054. Carried. Rev. J. E. Jones was present, representing the NAACP and the Baptist Church, to thank the Commissioners for a fine Fair Housing Ordinance, and for voting for Mr. Caldwell as Mayor. A Resolution was introduced and passed entitled: "A RESOLUTION designating the State Highway Commission of Kansas as agent for the City of Salina in connection with the construction and installation of certain highway improvements." (A signing modification project on 1-70 from about 400 feet west of the center line of 81 Highway northeasterly to the east city limits) A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to adopt the Resolution as read and the following vote was had: Ayes: Caldwell, Ashton, Rundquist, Yost (4). Nays: (0). Commissioner Millikan absent. Mayor approved the Resolution and it is numbered 3055. Carried. 1.76 A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to introduce an ordinance for first reading limiting the number of dogs which may be kept within the residential districts of the City, to allow 3 dogs over the age of three months per residence, in certain zones. Ordinance Passed: Number: Commissioner Rundquist congratulated KWU on the "Teach -In" on Environmental Control, and hoped they will continue with this program. It was suggested that the City Commissioners encourage KWU to continue with this program. On a motion by Commissioner Rundquist, the Board of Commissioners adjourned. D. L. Harrison, City Clerk
