04-06-1970 Minutes1 1 1 City of Salina, Kansas Commissioners' Meeting April 6, 1970 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, April 6, 1970, at four o'clock p.m. There were present: Mayor Donald D. Millikan, Chairman presiding Commissioner Leon L. Ashton Commissioner Robert C. Caldwell Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of March 30, 1970, were approved as mailed. The Mayor proclaimed the week of April 6 - 12, 1970 - ''SALINA TOPS WEEK". I i A letter was received from Bob Smith, d/b/a Bob Smith Salvage Company, Solomon, Kansas, requesting an extension of sixty days for the demolition of the South Park School Building. (The original agreement stated the completion date for the job would be April 9, 1970). A motion was made by Commissioner Yost, seconded by Commissioner Ashton to give an extension of thirty days, to May 9, 1970. Ayes: (5). Nays: (0). Motion carried. i Petition Number 3104 was filed by D. A. Norris for the Rezoning of Lot 6, except the West 7 feet and the North 33 feet, lying South and West of U. S. 81 By-pass in Plat 2, Lamer Sub -division in the City of Salina, Saline County, Kansas, from District "D" to District "E". A motion was made by Commissioner Rundquist, seconded by Commissioner Caldwell to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: ( ) Motion carried. I Petition Number 3105 was filed by Charles W. Walker (Power Vac, Inc.) for the I Replat of part of Block 2, Westport Exchange Addition to the City of Salina, Saline County, Kansas. A motion was made by Commissioner Caldwell, seconded by Commissioner Yost to refer the petition to the Salina City Planning Commission. Ayes: (5). Nays: (0). Motion carried. A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to introduce an ordinance for first reading defining the Ward and Precincts of the City of Salina, Kansas; amending Sections 11-1 to 11-34, inclusive, of The Salina Code and repeali said original sections. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: ��i3� iq�o Number: Qo jg The Mayor, with the approval of the City Commissioners, made the following appointments: Electrical Code Panel - Neil Swander, Journeyman Electrician, for a 1 year term to April 6, 1971. Aubrey Linville, Attorney, for a 2 year term to April 6, 1972. Glenn Merriman, Electrical Contractor, for a 3 year term to April 6, 1973 Bruce Broce, Electrical Contractor, for a 4 year term to April 6, 1974. Virgil Lundberg, Electrical Contractor, for a 5 year term to April 6, 1975. Urban Renewal Agency - Max McClintock, reappointed for a 4 year term to April 12, 1974. I City Engineer filed Partial Estimate # 1 - Job 512 - High School Street Improvements, Brown & Brown, Inc., in the amount of $50,884.49. A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to approve the estimate. Ayes: (5). Nays: (0). Motion carried. 1.6 j City Engineer filed Partial Estimate # 1 - Job 517 - Coleman Transfer and Storage Water Line - Stevens Contractors, Inc., in the amount of $10,811.39. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to approve the j estimate. Ayes: (5). Nays: (0). Motion carried. City Engineer filed Partial Estimate # 1 - Job 519 - Sidewalks - A. W. Saum & Son in the amount of $1,773.29. A motion was made by Commissioner Caldwell, seconded by Commissioner Yost, to approve the estimate. Ayes: (5). Nays: (0). Motion carried. (Sidewalks on the north side of the 600 Block of Ralph) i j An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills - $166,071.73) A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to adopt the ordinance { ' as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5)• Nays: (0). Mayor approved the ordinance and it is numbered A-1527. Carried. An ordinance was introduced and passed entitled: "AN ORDINANCE making an j appropriation for the payment of certain claims." (payroll - $92,495.22) A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to adopt the ordinance I as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5).
