03-24-1970 Minutes1 City of Salina, Kansas Commissioners' Meeting March 24, 1970 The Special Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Tuesday, March 24, 1970, at four o'clock p.m. There were present: Mayor Donald D. Millikan, Chairman presiding Commissioner Leon L. Ashton Commissioner Robert C. Caldwell Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also: L. 0. Bengtson, Norris D. Olson, D. L. Harrison, Absent: None City Attorney City Manager City Clerk The Minutes of the Regular Meeting of March 16, 1970, were approved as mailed. Mayor Millikan asked that everyone bow their heads in a moment of silent prayer in memory of Harold Harper. An ordinance was introduced for second reading entitled: "AN ORDINANCE providing rates to be charged by the City of Salina for water furnished to rural water districts." A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 8075. Carried. Ordinance was introduced for first reading March 16, 1970. An ordinance was introduced for second reading entitled: "AN ORDINANCE confirming and ratifying a contract with Rural Water District No. 3, Saline County, Kansas, regarding the furnishing of water to said water district." A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 8076. Carried. Ordinance was introduced for first reading March 16, 1970. A report from the Engineering Department on Petition Numbers 3102 and 3103, filed by Chester A. Beineke, for curb sidewalks on the east and west sides of the 1900 Block of Highland Avenue, was made by Assistant City Engineer that the petitions have 50% of the property owners' signatures which is sufficient. A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to introduce a Resolution for first reading determining the necessity of and directing that the owner or owners construct a sidewalk within 45 days. Ayes: (5). Nays: (0). Motion carried. Resolution Passed: N%.'L go, 1910 Number: X041 Letters were received from the Salina City Planning Commission recommending the approval of Section ND -401 of the Salina NDP Application, and from the Citizens' Advisory Committee recommending the approval of the NDP Plan as proposed by Wilson & Company, for the Central City Neighborhood Development Program Project. A motion was made by Commissiondr Rundquist, seconded by Commissioner Caldwell to accept the letters from the Salina City Planning Commission and the Citizens' Advisory Committee and to instruct the City Clerk to publish a notice of public hearing to be held April 13, 1970. Ayes: (5). Nays: (0). Motion carried. Mr. Jim Morrow was present asking about his request for the Electricians Panel to be appointed. Mayor Millikan told him the panel would be appointed as soon as possible. David LeBer, owner of 1-70 and Ohio Champlin Station was present asking about lighting this intersection. The City Attorney advised that it is outside the City Limits and about the only thing to do is to pass a resolution asking the State Highway Commission or Bureau of Public Roads to light the intersection. A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to instruct the City Attorney to prepare a resolution asking for the lighting of this intersection and any other intersections around Salina that might need lighting, for their consideration. Ayes: (5). Nays: (0). Motion carried. 1-0 A Tree Trimming License Application was filed by L. C. Oliver, 512 South Eighth Street. A motion was made by Commissioner Caldwell, seconded by Commissioner Rundquist to approve the license. Ayes: (5)• Nays: (0). Motion carried. A Tree Trimming License Application was filed by Manfred Eldon Nelson, d/b/a Nelson's Tree Service, Assaria, Kansas. A motion was made by Commissioner Rundquist, seconded by Commissioner Yost to approve the license. Ayes: (5)• Nays: (0). Motion carried. A Cereal Malt Beverage License Application was filed by David S. LeBer, d/b/a Village Gate - Pizza Inn, 1329 East Iron Avenue. A motion was made by Commissioner Ashton, seconded by Commissioner Yost to approve the license. Ayes: (5). Nays: (0). Motion carried. A proposal was submitted by First Securities Company of Wichita, Kansas, to purchase General Obligation Internal Improvement Bond Series P-212 in the amount of $79,481.71 for 20 years at an average annual interest rate of 5.7442%. A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to accept the proposal of First Securities Company of Wichita, Kansas to purchase Bond Series P-212 and to introduce an ordinance for first reading authorizing the issuance of the bonds.
