Commissioners' Meeting
March 16, 1970
The Regular Meeting of the Board of Commissioners met in the Commissioners'
Room, City -County Building, on Monday, March 16, 1970, at four o'clock p.m.
There were present:
Mayor Donald D. Millikan, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Robert C. Caldwell
Commissioner Carl R. Rundquist
Commissioner William W. Yost
comprising a quorum of the Board, also:
L. 0. Bengtson, City Attorney
Norris D. Olson, City Manager
D. L. Harrison, City Clerk
Absent:
None
The Minutes of the Regular Meeting of March 9, 1970, were approved as mailed.
The Mayor proclaimed April 1, 1970 - ''CENSUS DAY IN SALINA, KANSAS''.
A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton
to introduce an ordinance for first reading providing rates to be charged by the City of
Salina, for water furnished to rural water districts. Ayes: (5). Nays: (0). Motion
carried.

A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to
introduce an ordinance for first reading approving an agreement between Rural Water
District # 3 and the City of Salina to purchase water. (Held over from the meeting of
March 9, 1970). Ayes: (5). Nays: (0). Motion carried.

Mr. Jim Morrow, Electrician, was present asking why the committee, or panel,
has not been established, as set out in the Electrical Code to handle grievances,
hardship cases or amendments, and wondered if it was an oversight. The City Attorney
thought it was probably an oversight. The City Manager stated that it would be checked
out to see why the committee, or panel was never established.
Petition Number 3102 was filed by Chester A. Beineke for the installation of
` a curb sidewalk on the east side of the 1900 Block of Highland. A motion was made by
Commissioner Yost, seconded by Commissioner Rundquist to refer the petition to the
Engineering Department for a report. Ayes: (5). Nays: (0). Motion carried.

Petition Number 3103 was filed by Chester A. Beineke for the installation of

Commissioner Yost, seconded by Commissioner Rundquist to refer the petition to the
Engineering Department for a report. Ayes: (5). Nays: (0). Motion carried.

A Cereal Malt Beverage License Application was filed by Larry Lawler, Commander
of American Legion Post # 29 for the approval of an address change from 502 North Third
? to 347 North Seventh. A motion was made by Commissioner Caldwell, seconded by Commissioner
j Yost to approve the change of address for the American Legion Post Cereal Malt Beverage
License. Ayes: (5). Nays: (0). Motion carried.
Estimate # 5 was filed by Floyd Farley for Steven J. Lyon, Golf Course
Contractor, in the amount of $30,003.30. A motion was made by Commissioner Yost,
seconded by Commissioner Ashton to approve the payment. Ayes: (5). Nays: (0). Motion
carried.

A Request for partial payment was filed by Clarence L. King, Jr., Attorney
for B. J. Frick and Company, contractor for the Police Administration Building, in
the amount of $18,000.00. A motion was made by Commissioner Yost, seconded by
Commissioner Rundquist to pay the $18,000.00 to King and Stokes, Attorneys. Ayes: (5).
Nays: (0). Motion carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (bills - $101,196.64). A motion was
made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance
as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist,
Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered A-1525. Carried.
An ordinance was introduced and passed entitled: "AN ORDINANCE making an
appropriation for the payment of certain claims." (Payroll - $83,228.54). A motion was
made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the ordinance as
read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5).
Nays: (0). Mayor approved the ordinance and it is numbered A-1526. Carried.
On a motion by Commissioner Ashton, the Board of Commissioners adjourned.
