02-16-1970 Minutesw City of Salina, Kansas ' Commissioners' Meeting February 16, 1970 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, February 16, 1970, at four o'clock p.m. There were present: Mayor Donald D. Millikan, Chairman presiding Commissioner Leon L. Ashton Commissioner Robert C. Caldwell Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: i None I The Minutes of the Regular Meeting of February 9, 1970, were approved as mailed. The Mayor proclaimed the week of February 22 - 28, 1970 - "ENGINEERS' WEEK". i BIDS were received for Job 512 - Improvements around the New High School Site: i i i Brown and Brown, Inc. $149,657.75 Walters Construction 156,477.10 Stevens Contractors 160,567.50 Klaver Construction 165,088.60 Engineer's Estimate 165,055.25 A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to award the Did to Brown and Brown, Inc., subject to checking and approval of the Engineering Department,' and to introduce a contract ordinance for first reading. Ayes: (5). Nays: (0). Motion carried. Ordinance Passed: (�(o ��l 2, 19 1 o Number: go7o BIDS were received for Job 517 - Extension of a Water line to serve Coleman Transfer and Storage Company in the South Industrial Area: Stevens Contractors $ 12,662.50 Brown and Brown, Inc. 15,453.00 Walters Construction 18,940.28 Engineer's Estimate 16,545.00 A motion was made by Commissioner Yost, seconded by Commissioner Rundquist to award the bid to Stevens Contractors, subject to checking and approval of the Engineering Department. Ayes: (5). Nays: (0). Motion carried. The Commissioners considered the letter from the Salina City Planning Commission recommending the denial of the request of George Johnson to include wholesale and retail auto parts and accessory operations in District "D", requested in Petition Number 3087, filed on December 15, 1969, which was tabled for one week on February 9, 1970. Larry Dunlap, Manager of Salina Auto Parts, wants to put a sub -store for auto parts in the Southeast part of Salina and presented a letter signed by automobile dealers, service station managers and used car lot owners supporting the business in District "D". Mr. George Johnson, Realtor, read a statement by John Williamson, 909 Millview, stating that he has no objections to auto parts and accessory uses in District "D". A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to accept the recommendation of the Salina City Planning Commission and deny the petition. Ayes: (5). Nays: (0). Motion carried. 1 i A letter was received from the Building Code Advisory Board, recommending approval of the change in Section 9-185 of The Salina Code, requested in Petition Number 3093, filed January 16, 1970 by Max Bishop and Phil Martin. A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to accept the recommendation of the Building Code Advisory Board and introduce an ordinance for first reading. Ayes: (5). Nays: (0). Motion carried. aa Ordinance Passed: (�o,�e�c, .Z . mo Number: 7071 Petition Number 3095 was filed by Foster McBride for installation of 2 street lights on West Euclid. One light at the west end and one midway between Ninth Street and the west end. A motion was made by Commissioner Yost, seconded by Commissioner Ashton to refer the petition to the City Manager for a recommendation. Ayes: (5). Nays: (0). Motion carried. A letter was received from Yellow Taxi Company, Inc., requesting an increase in taxi fares. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to accept the letter for study and have a meeting with both taxicab companies for a study of taxicab fares. Ayes: (5). Nays: (0). Motion carried. Commissioner Rundquist mentioned his concern about environmental controls and feels the City should do some studies on this for the best interest of Salina. Commissioner Rundquist mentioned it is necessary for 100% of the abutting property owners to sign for a curb sidewalk and wondered if this could be changed. After discussion about regular sidewalk requirements, a motion was made by Commissioner Rundquist, seconded by Commissioner Yost to instruct the City Attorney to prepare an ordinance changing the requirements of curb sidewalks from 100% to 50%, which is the same as property line sidewalks for the Commissioners consideration. Ayes: (5). Nays Motion carried. There will be no meeting on February 23, 1970, because of the Legal Holiday in in observance of Washington's Birthday. An ordinance was introduced and passed entitled: "AN ORDINANCE making an appropriation for the payment of certain claims." (bills - $174,890.28) A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5).
