02-09-1970 MinutesCity of Salina, Kansas Commissioners' Meeting February 9, 1970 The Regular Meeting of the Board of Commissioners met in the Commissioners' Room, City -County Building, on Monday, February 2, 1970, at four o'clock p.m. There were present: Mayor Donald D. Millikan, Chairman presiding Commissioner Leon L. Ashton Commissioner Robert C. Caldwell Commissioner Carl R. Rundquist Commissioner William W. Yost comprising a quorum of the Board, also: L. 0. Bengtson, City Attorney Norris D. Olson, City Manager D. L. Harrison, City Clerk Absent: None The Minutes of the Regular Meeting of February 2, 1970, were approved as mailed. The Mayor proclaimed the week of February 8 - 14, 1970 - "NATIONAL BEAUTY SALON WEEK". The Mayor proclaimed the week of February 8 - 14, 1970 - "VOCATIONAL EDUCATION WEEK". I Mrs. Dana Jackson, representing the League of Women Voters, was present giving their position on a fair housing ordinance for Salina, and supports an intermediate board to receive and investigate complaints, mediate and consiliate and refer cases to the City Attorney for prosecution if mediation fails. Commissioner Rundquist asked the City Attorney if the City Commission should wait until the Legislators have decided on a fair housing bill. The City Attorney thinks it (the bill) will be passed in the very near future, and that the Commissioners probably should wait to see what is passed by the State Legislature so there won't be any conflict. i An ordinance was introduced for second reading entitled: "AN ORDINANCE providing for the amendment of Zoning Ordinance Number 6613 and the Zoning District Map therein and thereby adopted and providing for the rezoning of certain property within the City and prescribing the proper uses thereof." (a tract of land south of Crawford Street, west of Roselawn Memorial Park Cemetery and east of the Smoky Hill River to District "C" Apartment 9 District under the Community Unit Plan, requested in Petition Number 3086, filed by Max Bishop, Agent for Phil Martin, Owner, on December 15, 1969) A motion was made by j Commissioner Rundquist, seconded by Commissioner Yost to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 6068. Carried. Ordinance was introduced for first reading January 26, 1970. An ordinance was introduced for second reading entitled: "AN ORDINANCE calling a special election in the City of Salina, Kansas, for the purpose of submitting to the qualified electors of said City a proposed ordinance which would repeal Ordinance Number 8058 pertaining to the elimination of parking meters; designating the time of holding said election, prescribing the form of ballot to be used thereat and authorizing the publication and notice of said election." (ordinance sets March 24, 1970 as the date for the special election) A motion was made by Commissioner Ashton, seconded by Commissioner Caldwell to adopt the ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 8069. Carried. Ordinance was introduced for first reading February 2, 1970 A letter was received from the Salina City Planning Commission recommending the denial of the request of George Johnson to include wholesale and retail auto parts and j accessory operations in District "D", requested in Petition 3087, filed on December 15, 1969; A motion was made by Commissioner Caldwell, seconded by Commissioner Yost to delay any action on this petition for one week. Ayes: (5). Nays: (0). Motion carried. 1 _51 An application for Surety on Bail Bonds License was filed by Ralph Bennett, d/b/a B s K Bonding, 651 South Ohio Street. A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to approve the License. Ayes: (5). Nays: (0). Motion carried. An application for Surety on Bail Bonds License was filed by Jack Kindlesparger, Agent for B & K Bonding, 651 South Ohio Street. A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to approve the license. Ayes: (5). Nays: (0). Motion carried. An application for Tree Trimming License was filed by Dennis Brake, 511 North 13th, A motion was made by Commissioner Ashton, seconded by Commissioner Rundquist to approve the license. Ayes: (5). Nays: (0). Motion carried. A letter was received from Unified School District # 305, requesting the change from 20 years to 10 years in the assessment period for Job 512, Improvements around the new high school site. A motion was made by Commissioner Yost, seconded by Commissioner Caldwell to accept their request. Ayes: (5). Nays: (0). Motion carried. A Cereal Malt Beverage License application was filed by W. W. Remmers, d/b/a Topper, 1600 South Ninth Street, for package sales only. A motion was made by Commissioner Ashton, seconded by Commissioner Yost to approve the license. Ayes: (5). Nays: (0). Motion carried. Commissioner Rundquist asked about the next step on our NDP Application. The City Manager reported it might be necessary to file a Conventional Plan along with the NDP to see if this would help. The City had, last year, started to file the Conventional Plan for the Central Business District and was told by HUD in Ft. Worth to change to the NDP for the Central Business District. Final Estimate was filed for Fire Station # 4, at Marymount and Crawford Streets, On a motion by Commissioner Ashton, the Board of Commissioners adjourned. &41IA�e D. L.
