Commissioners' Meeting
January 19, 1970
The Regular Meeting of the Board of Commissioners met in the Commissioners' Room,
City -County Building, on Monday, January 19, 1970, at four o'clock p.m.
There were present:
Mayor Donald D. Millikan, Chairman presiding
Commissioner Leon L. Ashton
Commissioner Robert C. Caldwell
Commissioner Carl R. Rundquist

The Minutes of the Regular Meeting of January 12, 1970, were approved as mailed.
The Mayor proclaimed the week of January 18 through 24, 1970 - "JAYCEE WEEK".
i Mrs. 0. J. Cooper presented a petition with over 2,600 signatures, asking the
repeal of Ordinance Number 8058 pertaining to the removal of parking meters. (The petition
was later numbered 3094) The Commission acknowledged receipt of the petition and asked for
a report on the petition's validity within two weeks.
An ordinance was introduced for second reading entitled: "AN ORDINANCE ratifying
and confirming a contract with A. W. Saum and Sons for the construction of certain
improvements in the City of Salina, Kansas, and providing for the issuance of temporary
notes to pay the cost thereof, pending the issuance and sale of bonds." (sidewalks on the
north side of the 600 block of Ralph - Job 519) A motion was made by Commissioner Caldwell,
seconded by Commissioner Yost to adopt the ordinance as read and the following vote was had:'
Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5). Nays: (0). Mayor approved the
ordinance and it is numbered 8060. Carried. Ordinance was introduced for first reading
January 12, 1970.
An ordinance was introduced for second reading entitled: "AN ORDINANCE approving
an agreement between the City of Salina, Kansas, and the Salina Community Theatre,
Association, regarding construction and operation of a Community Activity Center."
A motion was made by Commissioner Rundquist, seconded by Commissioner Ashton to adopt the
ordinance as read and the following vote was had: Ayes: Millikan, Ashton, Caldwell,
Rundquist, Yost (5). Nays: (0). Mayor approved the ordinance and it is numbered 8061,
Carried. Ordinance was introduced for first reading January 12, 1970.
An ordinance was introduced for second reading entitled: "AN ORDINANCE pertaining
to the procedures for the billing and collection for water service; providing for the
discontinuance of service for nonpayment of bills; amending Section 35-64 of The Salina
Code and repealing said original section." (For irrigation of yards and lawns) A motion
was made by Commissioner Ashton, seconded by Commissioner Yost to adopt the ordinance as
read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5Y
Nays: (0). Mayor approved the ordinance and it is numbered 8062. Carried. Ordinance was
introduced for first reading January 12, 1970.
A letter was received from Mike Losik, Jr., d/b/a Losik Insurance Agency,
withdrawing his bid of December 22, 1969 for insurance on 36 Emergency Vehicles, which
was awarded to him on that date by the City Commissioners. A motion was made by CommissioneIr
Rundquist, seconded by Commissioner Caldwell to accept the letter of Mr. Losik, and ratify
a contract with the next low bidder, which was the Wenger -York Agency for $2,282.00. j
Commissioner Caldwell asked the City Attorney if the City had any recourse against Mr. Losik,
maybe the difference between the bids. The City Attorney stated, "probably not, we did
not require a performance bond on the bids". The vote to ratify a contract with the next ,
low bidder: Ayes: (5). Nays: (0). Motion carried.

Petition Number 3090 was fled by Aubrey Linville, Vice president of the Upper
Mill Development Company, Inc., *or 11he zoning of Lots 1 through 11, Upper Mill Heights
Addition Number 2, "AA" Residential, and Lot 12 zoned "C" under the Community Unit Plan,
as set out in the preliminary plat, row on file. A motion was made by Commissioner
Rundquist, seconded by Commissioner /shton to refer the petition to the Salina City
Planning Commission. Ayes: (5). Naffs: (0). Motion carried.
Petition Number 3091 was f led by Roy M. Wilbur for the vacation of a part of
Idlewilde Place and building line. A motion was made by Commissioner Yost, seconded by
Commissioner Ashton to approve the p(tition and introduce an ordinance for first reading
Ayes: (5). Nays: (0). Motion carriEd.

Petition Number 3092 was filed by Smoky Hill Development Company for the approval]
of the preliminary plat of Smoky Hil' Addition. A motion was made by Commissioner Rundquislf,
seconded by Commissioner Ashton to rEfer the petition to the Salina City Planning Commissiorj.
Ayes: (5). Nays: (0). Motion carriEd.
Petition Number 3093 was f led by Max Bishop and Phil Martin to amend Section 9-1�!
of The Salina Code to read, "... and dwellings designed for the occupancy of more than
twenty-five families ...". A motion was made by Commissioner Yost, seconded by Commissionert
Caldwell to refer the petition to the Building Code Advisory Board. Ayes: (5). Nays: (0).
Motion carried.
1970 Surety on Bail Bonds I.icense Application was filed by E. P. Nichols, d/b/a
Nichols Bail Bond, West State Street Road. A motion was made by Commissioner Rundquist
seconded by Commissioner Ashton to arprove the license. Ayes: (5). Nays: (0). Motion
carried.
1970 Tree Trimming License Application was filed by Roy Willey, d/b/a Willey's
Tree Trimming, 828 North Third Stree-. A motion was made by Commissioner Ashton, seconded
by Commissioner Rundquist to approve the license. Ayes: (5). Nays: (0). Motion carried.
An ordinance was introduce( and passed entitled: "AN ORDINANCE making an
appropriation for the payment of cerlain claims." (payroll - $83,768.29) A motion was
made by Commissioner Caldwell, secon(ed by Commissioner Yost to adopt the ordinance as
read and the following vote was had: Ayes: Millikan, Ashton, Caldwell, Rundquist, Yost (5).
Nays: (0). Mayor approved the ordinance and it is numbered A-1518. Carried.
On a motion by Commissioner Yost, the Board of Commissioners adjourned.
